As a local Eaton farmer, I primarily grow corn and am currently restricted to just a few buyers. With a new dairy in the area, it would provide a valuable additional prospect for corn growers such as myself There are many other farmers in the area that are in the same position that I am in and would enjoy having the opportunity to service another buyer. The agricultural community has always been the corner stone of Weld County's commerce and economy. Another dairy in the area would mean more support for local farms, more jobs and increased revenue in local tax dollars. Agriculture has been well established in this area for many years and should be allowed to continue to grow and prosper. Being a part of this community means being a part of a community rich in agricultural history. DeHaan's dairy will only help to support the community and the local farmers that are in an industry quickly being taken over by houses and strip malls. Recently I have gotten to know Casey DeHaan and have sold him some hay. I am happy to have a new customer for my crops, especially in a time when feeding cattle has potentially become a non-profitable endeavor. Since we are located in an intensive farming area it makes sense to have progressive operations such as what the DeHaan' s are proposing here. I believe this would be an intelligent business move for the state. The site has great access to a variety of feeds produced along the Front Range, hay, corn, corn silage, brewers grain and wet distiller's grain. The location site is far enough away from the mainstream, that it will not interfere with traffic. At the same time provide jobs to local people in the community. Frei I am writing on behalf of Larry & Margaret Dehaan and the proposed Dairy that they plan to build on a parcel of Land approximately 3 miles east of Ault, Colorado. I've read the newspaper articles regarding the proposed dairy and am reminded that we live in Weld County. I've been a business owner in Weld County since 1988 and have always thought of Weld County as the top agricultural County in the Nation. It's also the reason I decided to place my insurance business in Weld County, since I work primarily with farmers and ranchers. In as much as we need to weigh the concerns of people who don't necessarily derive their livelihood direct from agriculture, it would appear that somewhere along the line we've forgotten what has gotten us to where we are and should realize that if it were not for agriculture, Weld County would remain a vast wasteland. Also, I've known the Dehaan's since 2004 and would love to have a 100 customers just like them. I've witnessed that they are very good stewards of the land and run a top notch Dairy operation. The Dehaan's are honest, fair and are here for reasons that California was no longer able to provide and that is an agricultural friendly community. I would encourage you to rule in favor of the Dehaan's proposed Dairy operation and assure you that we could have several proposed business opportunities want to come to Weld County, but none that would be more beneficial to the economic community than the proposed Dairy operation of Larry& Margaret Dehaan. May comments will address two general areas. The first is philosophical and the second is factual. I request to make these comments at the hearing. People need to have a level of consistency that residential activity should be in the residential "Planned Area" and agricultural activity in the Ag"Planned area". It is my understanding that the section of land the DeHaan's propose a dairy is all Ag. There is a feedlot located in the section. Two feedlots are also located in the section to the west, with many cattle in the 2 sections to the south of these sections. Thus the neighborhood is Ag! None of these four sections are in a Master Planned area for any town. There is a sheep feedlot in Eaton Master Plan and ''A mile from Hawkstone. The lot was there first. There is no recorded documentation or even a planning process to change the sections of land anywhere near the application site. Therefore, from a philosophical point of view, this land is"Ag land", and Ag activity should continue. So why would any person , DeHaan's or others, believe that Ag is NOT permitted. As to the factual or technical perspective, in addition to the facts of Ag use and Master Plans of Ault and Eaton, the site is nearly two miles from Hawkstone (where I live.) This is the nearest "Town". The Eaton Country Club (I am a member) is not in the Town of Eaton and thus can't be counted in distance from the proposed dairy. It is in fact a "Country Club." The argument as to smell and flies is not a"real issue".. This Dairy will be many times more sanitary than the livestock operations previously referred. Fact: The Dairy location faces to the east and not toward Eaton or Ault, contrary to the existing feedlots, therefore little visual impact. Fact: Air movement is generally from the north during winter months when the temperature is cooler and the methane is inactive—thus little or no smell to effect the "town's people". Air movement in the warmer months of the year is generally from a southerly direction and thus if there is increased methane the odor movement is toward the north and not toward the towns of Eaton or Ault. They are not alive in the winter and will move by the wind to the North in the summer. DeHaan's can control flies. The DeHaan's have a history of a quality operation. I have spent the past two years in site design for annexation. I have much more at stake than all of the whiners, but because of general principles and known facts I believe the Board of Commissioners have no choice but to approve this application. Fact: This neighborhood issue was primarily stirred up by two neighbors who are in the livestock business. They do not want competition for feed. They are using "social" issues to stop the Dairy. The proposed dairy seems an appropriate fit for agriculture oriented Weld County. Plans I have reviewed call for the dairy to be milking 2,100 head as soon as possible (probably sometime in 2008). This dairy will provided a boost to the local economy by bringing jobs and providing another outlet/market for local crop growers. The dairy will purchase feeds from surrounding farmers—some they already have relationships with, but also new additional growers of hay and silage will be needed. The DeHaans operate successful dairies. They are at the top of their peer group in terms of efficiency and profitability. I have visited the two (rented) dairy sites operated by Casey and Janette DeHaan, as well as the Fort Lupton site operated by David and Lori DeHaan. The Fort Lupton site is similar in size to the proposed Ault site and is to be operated similarly. Because of the similarity in size to the proposed dairy and the fact that this dairy site is owned by Margaret DeHaan-- this dairy provides the best example of DeHaan dairy management. This dairy is well managed. Cattle have adequate room as pens are properly sized to accommodate the numbers. The dairy has in place a composting arrangement whereby the waste is composted and then sold/removed. Additionally, the dairy has been paid significant premiums for high quality milk over the last several years. This is milk that is of higher quality in a number of different key categories. These premiums speak well of the dairies practices, cleanliness, and the overall management of the livestock and the facility. I have found the DeHaans to be great communicators taking extra steps at keeping everyone informed. I fully anticipate the DeHaan's will be open and candid with neighbors as well. The DeHaans have invested in new technologies to help protect the environment and provide proper animal care. As dairies increase in size they can be more efficient and are able to produce high quality milk at less operating cost. This dairy farm will generate substantial economic returns to the Eaton and Weld County area and aid the local infrastructure to help make it profitable for the supporting businesses to stay in the area. When you view where Colorado dairy farms locate it becomes obvious they locate in agriculturally zoned areas that have access to solid transportation modes, high quality feed and water and in close proximity to processing plants. Processing plants like Meadow Gold in Greeley, buy milk from local farmers to avoid paying a large cost of shipping milk from longer distances. Weld County dairy farm families assure a steady supply of nutritious milk to plants as Meadow Gold, maintaining a strong local market for all dairy farms. Weld County residents, like all of Colorado consumers, receive safe, high quality, fresh, locally produced milk and dairy products from local dairy farm families. Dairy farm families like the DeHaans are significant to Weld county and the local economy, and they bring a positive influence to its communities they are located in. Weld county farm families' produce 62% of the milk in Colorado and the milk stays in Colorado. The milk equates to about 1.2 billion pounds per year or about $164 million gross dollars. The dairy dollar generated by families like the DeHaans, turns in the community 2-5 times. The DeHaan family farm buys local feed, local equipment, local food and household necessities, to name a few. Weld County has a combination of large and small dairy farms in order to maximize its potential as a modern dairy producing county and state. On the state level, this family farm helps input into the economy, resulting in gross farm milk sales of $290 million. When you add the multiplier effect of two times, that equals $580 million. At a three times effect, that equals $870 million and at four times multiplier effect, equals $1.160 billion to the state and local economies. Dairy farmers care about maintaining the property values as much as their surrounding neighbors. There is evidence that larger dairy farms can increase the value of surrounding agricultural land. The DeHaan family is forthcoming about their expansion plans at this hearing because they believe people have a right to know how they are going to protect the environment, be good stewards and neighbors. Please take note of their proposed farm plan and how it controls air quality, water quality, flies and other typical agricultural occurrences.
