Dear Patrick:
The Department of Planning Services is in receipt of mylars for recording, however, in review of the case
file materials, it has been determined that several issues remain outstanding. Please review this itemized
list of issues and provide the appropriate evidence of compliance to this office for review and approval.
Items to be addressed prior to recording the plat, the plat shall be amended to delineate the following:
The plat shall be prepared per Section 23-2-260.D of the Weld County Code.Please note the minimum font
size for mylar plats is 8 pt. all capitals. There are notes and call-outs on the plat that do not meet this
minimum standard.
The approved Screening Plan,to address the outdoor storage of materials, associated with this facility shall
be screened from adjacent properties, and the public rights-of-way. (Department of Planning Services)
The approved Sign Plan for all Facility identification signs. (Department of Planning Services)
The application and the aerial view reflect eleven existing accesses to the Spindle Plant and Truck Loading
Facility. The main parking lot and adjacent office access for the Spindle Plant Facility shall be from County
Road 14. The Truck Loading Facility shall utilize the existing access points off of County Road 19. The
applicant shall continue to utilize all existing parking lots and the established circulation within all parcels

Department of Planning Services that the facility has an adequate water supply(i.e.,well or corn munity water

The applicant shall submit evidence of an Air Pollution Emission Notice (A.P.E.N.) and Emissions Permit
application from the Air Pollution Control Division, Colorado Department of Health and Environment to the
Department of Public Health and Environment . Written evidence of approval shall be submitted to the

The applicant shall submit an odor abatement plan for all Mercaptan storage or injection sites for review and
approval, to the Environmental Health Services, Weld County Department of Public Health & Environment.

The applicant shall submit a dust abatement plan for review and approval, to the Environmental Health

In the event any of the vehicle maintenance shop(s)are equipped with a floor drain the following shall apply:
The applicant shall submit a waste handling plan,for approval,to the Environmental Health Services Division
of the Weld County Department of Public Health& Environment. The plan shall include at a minimum, the
following:
A list of wastes which are expected to be generated on site(this should include expected volumes
and types of waste generated).
A list of the type and volume of chemicals expected to be stored on site.
The waste handler and facility where the waste will be disposed(including the facility name,address,
and phone number). Evidence of such shall be submitted in writing to the Weld County Department

The applicant shall submit evidence of an Underground Injection Control(UIC)Class V Injection Well permit
from the Environmental Protection Agency(EPA)for any vehicle maintenance facility located on the site that
is equipped with a floor drain. Alternately,the applicant can provide evidence that they are not subject to the
EPA Class V requirements. Written evidence of approval shall be submitted to the Department of Planning

The applicant shall address the concerns of the Department of Public Works as outlined in their referral dated
November 17,2006.Truck parking and loading facilities should be adequately graveled and should be graded
to prevent drainage problems. Written evidence of approval by the Department of Public Works shall be

The applicant shall address the concerns of the Central Weld County Water District as outlined in their referral
dated November 1, 2006. Written evidence of approval shall be submitted to the Department of Planning

Items to be addressed prior to recording the plat, the plat shall be amended to delineate the following:

County Road 43 is designated on the Weld County Road Classification Plan as a collector status road,which
requires an 80-foot right-of-way at full build out. There is presently sixty(60)feet of right-of-way. A total of
forty(40)feet from the centerline of County Road 43 shall be delineated on the plat as right-of-way reservation
for future expansion of County Road 43. This road is maintained by Weld County. (Department of Public

Odor Abatement Plan
Spindle Gas Plant
The odor abatement plan developed by DCP Midstream is designed to eliminate odor
from mercaptan injection systems to the extent practicable with engineering controls and
best management practices. Utilizing this plan, it is DCP Midstream's intent to comply
with applicable regulations pertaining to odors emissions.
During routine operation, maintenance, and repair activities, plant personnel shall
observe through auditory, olfactory, and visual means, indications of potential leaks from
equipment.
If a leak is suspected, plant personnel shall notify facility supervisor immediately, and
eliminate all sources of ignition in the vicinity of the leak; Monitor area with combustible
gas indicator; Wear appropriate personal protective equipment; Stop the source of the
leak.
Notify Atmos Energy and area Fire Department of the situation.
Leak residues may be deodorized using dilute (5%) aqueous solutions of bleach (sodium
hypochlorite). Alternatively, household bleach (Clorox,Purex) in a dilute solution may
be used. Absorb treated area in dry, inert material.
Restock spent abatement supplies within 24 hours.

Screening Plan
Spindle Gas Plant
Screening of materials is accomplished by storing large materials inside warehouse
located at the center of the Spindle Gas Plant facility, and storing smaller materials
inside the Spindle Gas Plant office. Materials stored at the facility cannot be seen from
adjacent properties or public rights-of-way.
Screening of trash collection dumpster is accomplished by locating the trash collection
dumpster inside the fence on the east side of the facility office. The trash collection
dumpster can not been seen from Weld County Road 19.

DCP Midstream has two facility identification signs,both are located at each of the
facilities main entrance and facing the roadway. The facility identification sign is four
feet in length and three feet in height. Signage will always contain company name,
facility name, facility location, and 24 hour emergency response phone numbers.

Water Supply
Spindle Gas Plant
The Central Weld County Water District serves as the water supply for the Spindle Gas
Plant. The west side of Weld County road 19 is served by CWCWD account number
113740, and the east side of Weld County Road 19 is served by CWCWD account
number 113750.
Attached are invoices indicating that both accounts are active.

Floor Drains
Spindle Gas Plant
DCP Midstream's Spindle Gas Plant floor drains are routed to partially buried sumps
(tanks). The sumps are periodically emptied by way of a vacuum truck and taken to an
authorized disposal facility.
This process applies to the Gas Plant on the east side of Weld County road 19 and the
Trucking Teiiiunal on the west side of Weld County road 19.
DCP Midstream does not own or operate a UIC Class V injection well.

Town of Frederick Referral, dated 11- 13-06
Spindle Gas Plant
DCP Midstream acknowledges the concerns put forth by the Town of Frederick regarding
the Spindle Gas Plant USR 1588, located at the intersection of Weld County Road 19 &
Weld County Road 14.
DCP Midstream would like to note that these facilities have existed for well over a
decade. The fence that surrounds the facility serves as a security measure, and to alter it
in a way that would be favorable towards aesthetics would reduce its effectiveness as a
security device. Per SPCC regulations and new requirements adopted post 911, DCP
Midstream is required to have in place security features that could reasonably,be
expected to control access by unauthorized individuals.
Lighting at DCP Midstream's Spindle Gas Plant is pointed inward toward the center of
the facility and down to the extent practicable, so as to not disturb area land owners or
public rights of way.
DCP Midstream at this time feels that trees and shrubs would be of little value towards
the overall appearance of the facility, due the facilities configuration and the height of the
equipment.
Recently DCP Midstream has been applying a muted earth tone (medium tan) coating or
paint to some of its structures, and plans to continue the practice as resources and
scheduling permit.
