Upon review of my case files and computer, an active Zoning Violation (VI-0600481)was noted. This
violation was initiated due to the operation of Collision Craft, Inc without the necessary Weld County
Zoning Permits. This case has not been presented to the Board of County Commissioners through the
Violation Hearing process.
This application if approved by the Board of County Commissioners will correct the violation. If this
application is denied, please ask the Board of County Commissioners to refer this case to the County
Attorney's Office, but to delay legal action for 30 (thirty) days in order to give them adequate time to
ensure that all operations and vehicles have been removed from the property.

Reference: Collision Craft Inc. (Mr. Brent Haugen)
Dear Ms. Hatch,
On February 2, 2007 I meet with Mr. Brent Haugen and completed a fire safety inspection of the
property located at 9725 Del Camino Lane, Longmont, Colorado 80504. Mr. Haugen is operating an
Auto Body Repair facility at this address. The business is listed as Collision Craft Inc. 303-833-1560.
The structure located at 9725 Del Camino Lane does not meet the requirements for IFC 2003 Fire
Codes. The building lacks proper exit signs and fire detection and fire suppression systems for an
Auto Body Repair facility.
Mr. Haugen admitted that he had built and operated the business without the proper building permits
and without the approval of the Frederick-Firestone Fire Protection District.
To date the business has continued to operate without the proper fire detection and fire suppression
systems.
My recommendation is not to approve the Site Specific Development Plan until the building located at
9725 Del Camino has been brought up to the requirements of the Weld County Building Department
and to the requirements set fourth in the IFC 2003 Fire Codes for an Auto Body Repair facility.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4; Section
23. Our comments and requirements are as follows:
COMMENTS & REQUIREMENTS:
Weld County Road Classification Plan (FHU): (June 2002)
This USR is near WCR 15 and 22. However, it is within an urban subdivision with local roadways servicing the
entire neighborhood. All local roadways within the subdivision likely have 60-feet of right-of-way and are
maintained by Weld County. This USR fronts on Del Camino Lane which is classified as a local residential
roadway. This application is very near the city limits of Firestone and may require a review by the city to satisfy
IGA parameters.
,--Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance (23-1-90), the required setback
x buildings as part of this development is measured from the future right-of-way line. All building envelopes
must adhere to these setback requirements.
Access: The applicant currently has two access points onto Del Camino Lane via a circle driveway. The
application appears to preserve these two locations without the addition of any new accesses. All upgraded
access points should meet the requirements outlined in Section 23-2-240; part 9.
Off-Street Parking: It is unclear from the USR plot plan submittal exactly how many off street parking spaces
are being supplied. The parking plan should show various spots for employees, customers and delivery trucks.
The applicant should further address this issue. Designated parking areas should be surfaced with an all
weather surfacing material.
The Department of Planning Services will determine the appropriate number of parking spaces as dictated by
the proposed use. All parking spaces will be required to use wheel stops to delineate parking from walk or
pedestrian travel areas. At least one parking spot will need to meet ADA accessibility standards.
Easements & Rights of Way: The applicant is required to identify and dimension, on the plot map, the type
and location of all easements and ROW on or adjacent to, the subject parcel. Currently, the applicant identifies
ROW lines but does not mention the type or use and none are dimensioned. Utility easements must also be
shown on the map. Improvements (buildings, etc.) should be located in a manner as to not encroach or limit
the use of these easements or ROW.
Identification Sign: The applicant has not indicated on the plot map the desire to install identification signs for
the facility. If desired, it should be identified on the plat, if appropriate, and be located outside any future right-
if-way or easements. (Ch. 23, Article VI, Division 2)
Soils: A soils report for the site has not been provided. A soils investigation should have been completed to
determine subgrade suitability for the building and its foundation construction. At a minimum, soils shall be
identified according to 23-2-260, D, part 4; c; 4.
Storm Water Drainage: The applicant has only provided a brief description of the drainage features on the
site. With the construction of the new 7,200 square foot building, the applicant has increased the impervious
area of the site without any allowances to manage this increased runoff. The applicant shall provide the
appropriate runoff calculations to determine if the sizing and location of the existing drainage features are
adequate to accept this additional runoff. This work must comply with the Urban Storm Drainage Criteria —
Weld County modifications (Code Chapter 8, Article XI, Appendix 8L). All detention, water quality and release
standards will need to be met unless waived by Weld County Public Works staff. Brain Varrella staff drainage
engineer, will evaluate the storm water drainage analysis. Brain may be reached at 304-6496,# 3741.
Floodplain: This application is not within any FEMA regulated floodplains.
Traffic Generation: The applicant discusses the proposed traffic generation in section 5 of the USR
application. Up to a total of 3 employees (per day), 3 customers and 3 deliveries per week will use the site.
This totals approximately 10 total trips per day. This additional traffic should not pose an undue burden to the
adjacent roadway network. However, if trips exceed this number as the business grows the County may ask
for offsite road improvements/maintenance as part of this application.

Site Specific Development Plan and a Special Review permit for a Home Business (Vehicle Repair) in the A
(Agricultural) Zone District.
1. A building permit shall be obtained prior to the construction of any new building and change of use of the existing
building. (Existing permit BCS-030217 - personal shop 7,200 square feet)
2. A plan review is required for each building for which a building permit is required. Plans shall include a floor plan
of the existing building. Two complete sets of plans are required when applying for each permit.
Buildings shall conform to the requirements of the various codes adopted at the time of permit application.
..urrently the following has been adopted by Weld County: 2006 International Building Code; 2006 International
Mechanical Code; 2006 International Plumbing Code; 2006 International Fuel Gas Code; and the 2005 National
Electrical Code and Chapter 29 of the Weld County Code.
4. The change of use will probably be classified as a S-1 (Repair Garage). The maximum amount of indoor and
outdoor storage of nonflammable solids and nonflammable and non combustible liquids shall not exceed the amounts
in Table 414.2.4 of the International Building Code. The building including the bathrooms shall be accessible to
persons with disabilities. Fire resistance of walls and openings,construction requirements, maximum building height
and allowable areas will be reviewed at the plan review. Setback and offset distances shall be determined by the
Zoning Ordinance.
5. Building height shall be measured in accordance with the 2006 International Building Code for the purpose of
determining the maximum building size and height for various uses and types of construction and to determine
compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be
measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and
setback requirements. Offset and setbackrequirements are measured to the farthest projection from the building.
6. Provide letter of approval from Fredrick Fire Protection District prior to applying fora building permit for change of
use.
7. There are two building permits with final status for this parcel.

Environmental Health Services has reviewed this proposal for a home business for
Vehicle repair. We have no objections to the proposal, however, we do recommend
that the following conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit evidence of an Air Pollution Emission Notice
(A.P.E.N.) and Emissions Permit application for the paint booth from the Air
Pollution Control Division (APCD), Colorado Department of Health and
Environment. Alternately, the applicant can provide evidence from the APCD
that they are not subject to these requirements.
2. The septic system serving the shop shall be reviewed by a Colorado Registered
Professional Engineer. The review shall consist of observation of the system and
a technical review describing the systems ability to handle the proposed
hydraulic load. The review shall be submitted to the Environmental Health
Services Division of the Weld County Department of Public Health and
Environment. In the event the system is found to be inadequately sized or
constructed the system shall be brought into compliance with current
Regulations.
3. The applicant shall submit a dust abatement plan for review and approval, to the
Environmental Health Services, Weld County Department of Public Health &
Environment.
4. In the event, the applicant intends to wash vehicles or equipment on site the
following shall apply:
The applicant shall provide a detailed design and operation plan for the area
used for vehicle washing. The washing area shall be designed and constructed
to capture all effluent and prevent any discharges in accordance with the Rules
and Regulations of the Water Quality Control Commission and the Environmental
Protection Agency.
5. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health& Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. The applicant shall operate in accordance with the approved "waste handling
plan".
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan at all times.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in 25-12-103 C.R.S., as amended.
6. Adequate handwashing and toilet facilities shall be provided for employees and
patrons of the facility.
7. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,

pertaining to Individual Sewage Disposal Systems.
8. The facility shall utilize the existing public water supply. (Central Weld County
Water District)
9. All potentially hazardous chemicals must be stored and handled in a safe manner
in accordance with product labeling and in a manner that minimizes the release
of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's).
10.The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.
