The Weld County Council n t r1'yfrpliVrEsesion in full conformity with the Weld County
Home Rule Charter, Tuesd ay 21, 2007, 6:30 p.m., at the Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President
Ginny Buczek, Councilman John Kivimaki, Councilman Gene Stille, and Councilwoman
Nancy Teksten were present, constituting a quorum of the members. Also present: Weld
County Attorney Bruce Barker, Weld County Treasurer John Lefebvre, Commissioner
Doug Rademacher, and Bev Thomas, council secretary.
AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda.
REVIEW PROGRAM: Weld County Treasurer John Lefebvre stated the Treasurer's
office responsibilities include collecting property taxes, distributing taxes to the
underlying authorities, investing the difference, and Mr. Lefebvre sits on the county
retirement board. He summarized the facts regarding the amount and kinds of property
taxes Weld collects, and stated the county keeps approximately 22% of the taxes
collected. Taxes due to the 250 underlying taxing authorities are distributed by the
tenth of each month, 50 new special districts will be added next year. Mr. Lefebvre
outlined the percent of the county's money invested in fixed investment and overnight
accounts. The Weld County's self-retirement funds are under the management of the
Retirement Board which is chaired by the Treasurer.
Mr. Lefebvre stated he has altered procedures in the Treasurer's office saving
significant hours of employee's time. Personal property collection methods have been
revised, outstanding accounts collected, and a personal property auction has been held.
All distribution statements have been placed on line saving print and mailings costs and
other paperless transactions are being added.
Weld County Treasurer's Office, the best office in the state, is Mr. Lefebvre's goal and
he has an extensive list of office improvements planned to reach this goal.
UNFINISHED BUSINESS:
Term Limits Affecting County Elected Officials Other than Commissioners
County Attorney Bruce Barker and Commissioner Douglas Rademacher joined council
members in a discussion regarding initiating a change to the County Home Rule Charter
to allow elected officials other than Commissioners to run for a third term. Mr. Barker
explained any such change must be approved the Board of County Commissioners.
Commissioner Rademacher suggested the Commissioners and the Weld County
Council meet in a work session to discuss this topic. Council President Pettit will

contact Commissioner Chair Dave Long as soon as possible regarding a work session
with the Commissioners.
Council Vacancies, Appointments, and Operations
Councilman Gene Stille made a motion that the County Council develop a resolution to
present to the Board of County Commissioners requesting amendments to the Weld
County Home Rule Charter to clarify the allowable number of subsequent terms of office
for appointed elected officials, and to state the limitation of the number of consecutive
terms of office for County Councilmen, Sheriff, Assessor, and Clerk and Recorder. The
motion was seconded and carried. Mr. Barker offered to prepare the resolution for the
Council.
Councilman John Kivimaki requested a clarification of Colorado's Amendment 41 from
Bruce Barker. Mr. Barker stated Weld County elected officials and employees are
immune from provisions of Colorado Amendment 41 as of January 2007, however
Home Rule Charter provisions continue to apply to Weld County officials and
employees.
NEW BUSINESS:
Proposed Change to Commissioners' Districts
Bruce Barker explained the Home Rule Charter section regarding altering the
boundaries of the Commissioners' districts to equalize population based on the number
of registered voters. In the last few years, Commissioners have changed the
boundaries every two years. Council members requested precincts be revised so there
is less chopping-up of school districts and neighborhoods. Commissioner Rademacher
said he would talk to County Clerk Steve Moreno regarding that topic.
Approval of Minutes - April 16, 2007 Minutes
Council member Kivimaki made a motion the April 16, 2007 minutes be approved. The
motion was seconded and carried.
June 18 Weld County Elected Officials Meeting
Council member Kivimaki will be attending the June Elected Officials Meeting.
Weld County Council's 2008 Council Budget Request
Council President Pettit and the council secretary will work on the 2008 council budget
and present a proposed budget to the council at its June meeting.

A motion to pay the bills as listed was made by Councilman John Kivimaki.

COORDINATOR REPORTS: Councilman Gene Stille and President Pettit reported on
the District Six "Kids Who Make a Difference" luncheon and the "Your Town Workshop"
sponsored by the National Endowment for the Arts. President Pettit reported his band
had volunteered to play for the Kick-Off of the Weld County-funded "Building Healthy
Marriages" program hosted by Commissioners Garcia and Long.
ADJOURNMENT: By acclamation the meeting was adjourned at 9:04 p.m.
