WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday October 15, 2007, 6:30 p.m., at the Weld CoutitgStUthWest
Administration Building, 4209 WCR 24 %, Longmont, CO.
ROLL CALL: The meeting was called to order by President Tom Pettit. Councilman
John Kivimaki, Councilman Gene Stille, and Councilwoman Nancy Teksten were present,
constituting a quorum of the members. Vice President Ginny Buczek was excused. Also
present: Weld County Human Resources Executive Director Walt Specman, Jesse
Boone, Patricia Boone and Karla Ford, council secretary.
AGENDA APPROVAL: Councilman John Kivimaki made a motion to approve the
agenda. The motion was seconded by Councilwoman Nancy Teksten and the agenda
was approved.
REVIEW PROGRAM: Weld County Human Services Executive Director Walt
Speckman gave an overview of the organizational structure of Human Services and
discussed the five basic branches:
Employment Services - main function is the One Stop Employment Services Center. It
serves approximately 15,000 people each year that are looking for employment.
Transportation Services —this area provides transportation for programs under the
Human Services department such as Head Start, county mail services and food
services for senior nutrition sites.
Area Agency on Aging —this is the senior program. The largest program is the Single
Entry Point System. This program works with Medicare clients providing assistance to
keep seniors in their own homes for as long as possible before they move into a nursing
home or hospital.
Family Education Network —this consist of the Head Start, Migrant Head Start,
Colorado Preschool Program and Building Healthy Marriages programs.
Administrative— Fiscal, Personnel and basic administration functions.
This year marks the 30th anniversary with Senior Nutrition Services partnership with the
University of Northern Colorado (UNC). UNC helps provide food to seniors at senior
center sites within Weld County. Federal government provides funding through the
state. Seniors contribute about 40% of the cost and the government provides the rest.
Seniors provide volunteers to help operate this program.
Councilman Kivimaki asked about service delivery in the southwest and southeast part
of county. Mr. Speckman informed the council that employment services are at both
buildings. Southeast has a higher rate of people coming in than the southwest.

Residents in the southwest part of Weld tend to get services from Longmont or Boulder
County due to not knowing there is an office in southwest Weld for their utilization. Mr.
Speckman also added that depending on what is needed in each area — more services
will be added.
Mr. Speckman reviewed The Family Education Network of Weld County Head Start
program. This is a federally funded program. The children (4 & 5 year olds) in this
program are tested three times a year for language, literacy and math. This assessment
identifies four levels of developmental growth — Forerunner, Step I, Step II and Step III.
This testing started three years ago and Human Services is continuously tracking the
children that started in this program as they go to school.
There are approximately 530 children in this program at several sites in Weld County -
Frederick, Ft. Lupton, Hudson, Milliken, Gilcrest, Platteville and Greeley. Bussing is not
available due to federal funding not being available; therefore, parents are responsible to
bring children to/from classes. This program benefits the county by teaching these
children and getting them prepared to start elementary school. This provides a
successful start so it will reduce the chance of them entering the county system as a
teenager/youth.

September 17 Council Minutes
Councilman John Kivimaki made a motion to approve the September 17, 2007 council
minutes. The motion was seconded by Councilwoman Nancy Teksten and carried.
2007 3rd Quarter Report to the People
Councilman John Kivimaki made a motion to approve the 2007 3rd Quarter Report to
the People. The motion was seconded by Councilman Gene Stille and carried.
NEW BUSINESS:
Budget Work Session
President Tom Pettit will be attending the October 22nd Weld County Council Budget
Session.
Evaluation of Weld County Council Employees
The council discussed the consideration of the evaluations for council staff. Councilman
Gene Stille made a motion to have Councilman John Kivimaki and council secretary
develop a formal evaluation procedure for Weld County Council employees. The
motion was seconded by Councilwoman Nancy Teksten and carried. The draft will be
considered at the November meeting.
Weld County Library District
Councilwoman Nancy Teksten will contact Weld County Library District Executive
Director to request a program review in 2008.

Pioneer Communities
President Tom Pettit went to the Pioneer Communities Town Meeting and the group is
wanting to build the community north of Keensburg and Hudson. Pioneer Communities
offered to give an informational presentation to the Weld County Council in the
upcoming year, if interested.
Payment of the Bills
John Kivimaki made a motion the bills be paid as listed:
Mileage for Council President Tom Pettit $83.25
Mileage for Councilman Gene Stille $54.10
Farmer and Miner Newspaper $24.00
The motion was seconded by Councilman Gene Stille and carried.
ADJOURNMENT: By acclamation the meeting was adjourned at 7:52 p.m.
