Dear Mr . Person :
The Department of Planning Services is in receipt of your letter dated February 14 , 2007 and offers the
following comments . The Planning staff of the Southwest Service Center met with Joe Sanchez and Scott
Knutson representatives for KMG to discuss the issues associated with the Hudson Compressor Station .
Staff outlined the recent history of the site demonstrating that the existing facility was not in compliance
with SUP-217 . Based on this determination , staff directed KMG to make an application for an amendment
to the existing SUP-217 to establish a baseline standard for the existing facility . Staff also stated that
several other oil and gas entities were completing a similar requirement .
Concerns were raised by the KMG representatives with regards to timing . Staff indicated it was the policy
of the Department of Planning Services to require a complete application be submitted to the office for
processing prior to the release of any building , electrical or similar permit . Mr . Knutson indicated that he
would be preparing the required documents and that staff should anticipate an application forthcoming .
In conclusion , staff has taken under consideration your request for an early release of an electrical permit
( ELS -061089 ) for a fan cooler installation at the Hudson Compressor Station and have determined , that
this permit will be released only upon receipt of a complete Use by Special Review and Special Use
Permit to amend the existing SUP-217 land use application .

Dear Joe :
In follow- up to our telephone conversation of November 6 , 2006 , it is the position of the Department of
Planning Services that there have been incremental improvements to this facility over several years , without
the appropriate land use and building permits . This position is taken given that both the Departments of
Building Inspection and Planning Services were unable to locate any current permits .
Given this situation , the Department of Planning Services requests that Kerr McGee Oil and Gas Onshore LP ,
a subsidiary of Anadarko Petroleum Corporation submit an amended Site Specific Development Plan and a
Special Review Permit for a Mineral Resource Development Facility including a Natural Gas Processing
Facility [ Liquid Terminal Site and Compressor Station ] in the A (Agricultural ) Zone District .
Previously this facility was permitted by Panhandle Eastern Pipeline Company in 1973 as SUP -217 . As
previously stated , no further activity was located during the search of the database files for this facility .
The property has been placed in zonehold by the Department of Planning Services until there is a resolution
to this land use issue . Staff is prepared to recommend release of the electrical permit ELS -061089 for the
installation of a fan cooler with the assurances that the previously stated land use permit is applied for by
Anadarko Petroleum Corporation in a timely period not to exceed forty-five (45 ) days from the date of this
letter . It should be noted that the installation of this piece of equipment is at Anadarko ' s risk until such time
that the Board of County Commissioners approves the amendment to SUP -217 .
