BOX 758 III C GREELEY, COLORADO 80632 COLORADO March 12, 2007 Dear Grant Application Reviewer: The Board of County Commissioners fully supports Weld County's application for Targeted Capacity Expansion Grants for Jail Diversion Programs to improve the continuum of substance abuse and mental health services for Weld County. We have has worked directly with many of the agencies and departments involved in this grant, including Island Grove Regional Treatment Center, North Range Behavioral Health, and the county entities and departments involved, including the sheriff, probation, and district attorney. In lieu of incarceration, this project will further the partnerships between these organizations and will assist this community in its efforts to develop an effective continuum of care for people with substance abuse or mental health disorders. We plan to work closely with this project as it progresses and to participate in the interagency collaboration efforts to ensure its success. Debbie <<2007 Jail Diversion Grant Letter of Support Sample.doc>> Grant Background Information From Wayne Maxwell: The Weld County Commissioners, the Weld County Sheriff's Department, the District Attorney, the Greeley Police Department, North Range Behavioral Health, Island Grove Regional Treatment Center, Sunrise Community Health Center, the North Colorado Health Alliance, and Banner Health have met to discuss community-wide concerns around services to individuals with behavioral health needs who become involved in the criminal justice system. Coming out of discussions among these agencies has been the realization that Weld County needs to find a way to establish an array of services that would reduce the number of persons with addictions or mental illness who end up in jail, or at the emergency department of local hospitals or both. A potential source of grant funding from the Substance Abuse and Mental health Services Administration has been identified that could possibly provide the needed funding to attack the problem. The specific title of the grant program is, "Targeted Capacity Expansion Grants for Jail Diversion Programs." Eligible applicants are limited to a State, political subdivision of a State (including a County), an Al/AN tribe or tribal organization, or the Al/AN federally recognized tribe. Weld County has agreed to work with partnering agencies and submit a proposal for the Targeted Capacity Grant. The basic requirements of the program are listed below. • Community-based mental health services will be available for individuals who are diverted from the criminal justice system. 2007-0735 3/9/2007 2007 Jail Diversion Grant Support Letter Request Page 2 of 2 • The services offered to jail diversion clients will be based on current research findings and include case management, assertive community treatment, medication management and access, integrated mental health and co-occurring substance abuse treatment, and psychiatric rehabilitation. • The services offered to jail diversion clients will be coordinated with social services, including life skills training, housing placement, vocational training, education job placement, and health care. • There will be relevant interagency collaboration between the appropriate criminal justice, mental health, and substance abuse systems. • The Federal support provided by this grant will be used to supplement and not supplant, State, local, Indian tribe, or tribal organization sources of funding that would otherwise be available. • The jail diversion program will be integrated with pre-existing systems of care for those persons with mental illness.
