The amendment request would expand the boundaries of the existing MUD to include approximately 254 acres of additional land, and would impose an MUD, Residential-Mixed Intensity, land use classification on the newly included property. The subject property consists of two parcels of land zoned A (Agricultural), the Newby Farms property, and is located at 12250 Weld County Road 5, one mile west of Interstate-25 on the northeast corner of Weld County Road 26 and Weld County Road 5. (See the application's structural land use classification exhibit for an overview of the property's location and context in relationship to the exiting MUD area.) Relationship to the Comprehensive Plan The purpose of the structural land use change is to create a land use classification and long-range planning designation for the subject property that would permit the construction of approximately 600 single-family residences. The current zoning designation of the property, as well as its location outside of the MUD, does not permit this scale of residential development. Village Homes feels that the proposed modification to the property's land use designation is in keeping with the existing and emerging land use patterns in this area of Weld County. The proposed change to the County's structural land use plan for this area would be a benefit to the economic growth of the County, and would enhance the quality of life for Weld County residents by providing a new an innovative residential community, strategically located near good schools, an outstanding recreational environment,job opportunities and essential commercial services. The proposed amendment is in keeping with the goals and policies of the Weld County Comprehensive Plan as it pertains to the Mixed Use Development Area, including,but not limited to: Goal: Establish a sense of community identity with the Mixed Use Development area by planning and managing residential, commercial, industrial, environmental, aesthetic and economic components of the area. The proposed amendment represents a logical extension of the MUD area, would be in keeping with surrounding land use patterns, and would contribute to the population growth necessary to support the desired commercial and industrial growth of this area. 1 1.25 Mixed Use Development Area Amendment Newby Property August 1,2006 Page 2 of 3 Policy: New development shall be encouraged to use innovative siting and design techniques to cultivate an attractive visual appearance with the MUD area and preserve the appearance and character of the surrounding area. The community that Village Homes intends to build is envisioned as an attractive residential community consisting of appropriate architecture, ample landscaping, parks, open space and amenities. In preparing the land use proposal, Village Homes' design team would carefully consider the sites' natural features, such as its significant views, natural topography and the presence of the Saint Vrain River and nearby state park. The character and pattern of surrounding land uses would also be considered, in recognition that future development should be compatible with both existing and planned development in the area. To this end, the master plan would reflect a low, gross residential land use density of approximately 2.4 dwelling units per acre, which in turn, would leave more opportunities to provide high quality open space and other community amenities. Policy: Landscaping shall be designed to promote attractive development. Landscaping requirements shall be determined for the perimeter of the development by reviewing the density of the proposed land use development. Landscaping shall be designed to protect and preserve the appearance and character of the surrounding area. Village Homes' appreciates the idea that one of the most important components of a successful community is its curb appeal and amenities. Thus, the master plan for the property would include generous (65 acres) landscaping and open space. The master open space plan would reflect landscaping and buffering around the entire perimeter of the community, as well as an interconnected system of neighborhood and linear parks, programmed for both passive and active recreational uses. Policy: Residential development shall be encourage to occur in clustered neighborhood units with a variety of density ranging from single-family development of less than (1) unit per acre to multi family development with much higher densities. The master plan for this property is a conceptual long-range plan for the construction of approximately 47 very low-density(1 to 2 du/ac) single-family residences, 74 low-density single-family residences (3 to 4 du/ac), and 479 medium-density (4 to 5 du/ac) attached and/or detached patio homes. Residences would be clustered around the open space system in a series of neighborhoods. Contiguity to I-25 Mixed Use Development Area Map Regarding the property's eligibility for inclusion within the MUD on the basis of adjacency, fifty-seven percent of the Newby Farms property is adjacent and contiguous to the County's MUD boundary. Furthermore, both parcels that comprise the property share common boundaries with the MUD. (See the structural land use classification exhibit). 1.25 Mixed Use Development Area Amendment Newby Property August 1,2006 Page 3 of 3 Service Capabilities The proposed amendment, and subsequent level of development that the amendment would entail, would not place a burden upon existing or planned service capabilities. Water and sewer service is available to serve the site via the Long's Peak Water District and the Saint Vrain Sanitation District respectively. Village Homes also anticipates reasonable contributions to any necessary road improvements directly attributable to the development, and anticipates the creation of a metropolitan service district to fund and maintain the development's needed infrastructure improvements. Village Homes furthermore recognizes that Weld County's system of development impact fees would need to be paid to support future expansions and/or improvements to the County's community services. Anticipated Number of Residents and School-aged Children Weld County's average household size is 2.78 persons per household. Based on this figure, an estimated 1,670 new residents are expected to reside in the proposed community. Of those new residents, approximately 369 would be school-age children, based on the Saint Vrain School District's standard multipliers for determining school-age population generated by single-family and multifamily residences. This letter report is written in support of amending the Weld County Mixed Use Development(MUD)Plan in order to add the 243.5-acre site into the MUD area. Figure 1, attached to this letter, illustrates the location of the Newby property. The site is located north of State Highway (SH) 119 near the intersection of Weld County Road (WCR) 5.5 and WCR 26 in Weld County, Colorado. Preliminary planning envisions the construction of approximately 600 single-family dwelling units on the site. Access to the site is proposed from two accesses to WCR 26 on the south and one access to WCR 5 on the west. This study first provides a summary of existing traffic conditions within the vicinity of the site. It then provides estimates of the amount and directional distribution of traffic that will be generated by the proposed development as well as estimates of the Year 2030 background traffic plus site-generated traffic volumes on the surrounding road system. Site Location and Proposed Access The location of the Newby site is shown in Figure 1. The site is located north of SH 119 near the intersection of WCR 5.5 and WCR 26 in Weld County, Colorado. Access to the site is proposed from two accesses to WCR 26 on the south and one access to WCR 5 on the west. Existing Street Network Major roadways in the vicinity of the site are described below with a brief discussion of anticipated future roadway improvements. • WCR 26 is currently a two-lane roadway with east-west continuity from WCR 1 on the west to WCR 5 on the east. The portion of WCR 26 between WCR 5 and WCR 5.5 has recently been paved with a 34-foot roadway cross-section • WCR 7 is currently a two-lane roadway with north-south continuity from SH 60 on the north to WCR 26 on the south. WCR 7 is currently a gravel roadway with a 25- foot roadway cross-section in the vicinity of the site. WCR 7 is planned to be improved and widened to a three-lane (one lane in each direction with a center turn lane) paved roadway near SH 66 between the future Liberty Ranch and Kiteley Ranch developments. • WCR 5 is currently a two-lane roadway with north-south continuity from SH 60 on the north to WCR 26 on the south. WCR 5 is currently a gravel roadway with a 25- foot roadway cross-section in the vicinity of the site. • WCR 5.5 is currently a two-lane roadway with north-south continuity from WCR 26 on the north to SH 119 on the south. WCR 5.5 is currently a paved roadway with a 35-foot roadway cross-section and a 45 mph posted speed limit in the vicinity of the site. WCR 5.5 provides access to the Elms at Meadow Vale residential subdivision south of the site. Existing and Future Background Traffic Conditions Figure 2 illustrates existing traffic volumes and Year 2025 traffic volume projections on WCR 26, WCR 7, WCR 5 and WCR 5.5 in the vicinity of the site. Existing traffic volumes are based on traffic counts conducted by Counter Measures Inc. in July, 2006. Actual traffic volume count data are enclosed with this report. Figure 2 also illustrates Year 2030 background traffic projections for the area. These future traffic projections are based on knowledge of potential development and the expected future roadway network for the area. Trip Generation The current planning for the Newby property envisions construction of approximately 600 single-family dwelling units. The amount of traffic expected to be generated by the proposed development has been estimated based upon the trip generation rates which are published by the Institute of Transportation Engineers (ITE) in the 7th Edition, 2003, of Trip Generation and is summarized in attached Table 1. As Table 1 shows,we estimate that the proposed develop- ment would generate 5,742 vehicle-trips (2,871 inbound and 2,871 outbound) on an average weekday at full buildout. Trip Distribution The directional distribution of site-generated traffic onto adjacent roadways, which provide access to and from the proposed Newby Property development, is one of the most important Ms. Margaret Barden Page 3 July 31, 2006 components in the assessment of the proposed development's traffic impacts. Major factors which influence the traffic distribution assumptions include: • The site's location relative to the surrounding area; • The roadway network servicing the site; • The type of land use anticipated for the site. Considering the combined effects of these factors, specific traffic distribution estimates have been made. Figure 3 illustrates the expected directional distribution of the new traffic to be generated by the proposed development. It is estimated that 40 percent of the site-generated traffic will be oriented to/from the north on WCR 7, 20 percent will be oriented to/from the north on WCR 5, 20 percent will be oriented to/from the west on WCR 26 and the remaining 20 percent will be oriented to/from the south on WCR 5.5. Trip Assignment and Traffic Impacts The average daily traffic impacts of the proposed Newby Property development can be expressed in terms of average daily traffic (ADT) volumes, in which site-generated traffic is shown as an increment of Year 2030 total traffic. Daily site-generated traffic volumes are illustrated in Figure 4 along with expected total average daily traffic volumes and roadway capacities. The site-generated traffic for the proposed expansion will constitute approximately 23 percent of the traffic on WCR 5 and WCR 7 north of the site, 29 percent of traffic on WCR 26 west of the site, and 35 percent of the traffic on WCR 5.5 south of the site. Recommendations The following recommendations are based on the estimated Year 2030 daily traffic volumes shown on Figure 4 and are summarized below: • WCR 5 should be reconstructed as a two-lane paved roadway according to Weld County Standards. • WCR 26 east of WCR 5.5 and west of WCR 7 should be reconstructed as a two-lane paved roadway according to Weld County Standards. Conclusions Based upon the foregoing analysis, the following conclusions may be made regarding the proposed Newby Property development: 1. When completed, the proposed Newby property development envisions construction of approximately 600 single-family dwelling units.
