The Comprehensive Plan addresses development in Agricultural Zone Districts in Chapter 3, Resource ni Management Policies, Section A. , Agriculture. T µ Policy Number One (1) on Page 48 states that: vi "Agriculture is considered a valuable re- source in Weld County which must be pro- j m tected from adverse impacts resulting from uncontrolled and undirected business, industrial and residential growth. In ,z • order to maintain and promote this im- portant segment of the County' s economy, the cultural and human values associated c a with farm life and the overall benefits of an agricultural environment, any uses 4^milo of prime irrigated farmland for uses >= other than agricultural will be criti- a cally reviewed to insure the proposed development will not adversely impact Osi the agricultural interests of the County rri and that the development will positive- ly contribute to the overall economy, environment and tax base of the county. The change to Planned Unit Development zoning is consistent with the Weld County Comprehensive Plan G in that the subject property is not prime irri- .7„ 0 gated agricultural land as supported in the appli- cation materials. In the plan/policy analysis m ' section of the application materials it is in- dicated that this project will contribute to the County' s economy and tax base. (At present, the V Department of Planning Services does not have a cost/benefit model available to verify this in- m formation. ) The Department of Planning Services staff does agree that the tax yield information submitted would not appear to have any negative — impacts on the County. Policy Number Two (2) on Page 48 of the Comprehensive MC Plan states that: Y "The Expansion and development of agribusi- e ' ness and agriculturally oriented industry r u will be encouraged, provided these enter- prises do not adversely affect the total economy or environment. " d. At the present time an air crop spraying operation exists on the subject site. The development of Valleyview Airpark will permit Associated Aerial -' � Applicators, Inc. to improve its ability to pro- z v vide crop spraying services to farmers in Morgan, _� cc Adams, Larimer and Weld Counties. Thus, the agribusiness operation would continue and coexist with the rest of this proposal. e. " T f. The type of application submitted fulfills the re- quirement of policy number Three (3) . The economic - v and environmental information submitted in thern application appear to show no negative affects on z the County' s economic base or the environment. n r g. The Planned Unit Development proposed is unique in that the people residing in the development would own their own planes. The residential community would be organized around a private airstrip z v accessible to nearly every home. This kind of development is not compatible with the residential lifestyles that exist in towns and cities who are m not accustomed to living close to an airport. 7: E h. The uses which would be allowed in the proposed P.U.D. District will be consistent with the per- b formance standards of the P.U.D. District con- tained in Section 35. 3 of the Weld County Zoning Ordinance. 0 ne on i. 'Ithe uses permitted will be compatible with the existing and future development. This area is zoned agricultural and according to Comprehensive Plans will remain agriculture in the future. The proposed residential development will mot impede adjacent agricultural operations. j . Dick Leffler, an engineer with Western Technical Services, was present as a representative of the applicants. Mr. Leffler briefly explained the uses of the area and he spoke of the airpark. He said the runway would be the first thing to be constructed in the development. He said the water • would he supplied by Central Weld County Water District; septic systems are proposed for the sewage treatment and will be designed to adequately handle all sewage; and electricity will be provided by Poudre Valley R.E.A. Mr. Leffler said that raw water would be used for the common open spaces in the development. This raw water will also: be available to the homeowners on a restricted basis to augment the Central Weld water. Mr. lieffler summed up by saying that he feels that the Valleyview Airpark will be a very high quality development and very strict quality control will be imposed through- out the planning stages and construction of the homes. The Chairman, C. Carlson, cannented that all lots should be at least one acre because of the septic system. Mr. Leffler agreed that one acre would be the minimum for any lot size. The purpose of the hearing would be to consider amending Development -Standards #4 and #8 and to clarify the in- tent of Development Standards #5 and #7 . The following changes to the Development Standards are requested: 4. Add "existing commercial useage" to the allowed runway uses specified in the first sentence. The runway is presently used by aircraft brought in for service , repair or restoration and for aircraft sales. These uses are allowed in Develop- ment Standard #1 and should be included in #4. 8 . _Amend this statement to require that only the main runway be paved and that the crosswind runway could have a gravel sur- face . This is standard practice at smaller airports and is the situation at Weld County Airport . Paving the main run- way would serve as a definite notice to prospective buyers that the area will be -developed as an airpark as was mentioned during the previous Planning Commission hearings . The questions concerning Development -Standards #5 and #7 are related to the definition of "hangar allocation" an-1 "hangar space" . Based on the discussion and actions taken by the Planning Commission during the June 15 , 1982 , meeting, we assume that the terms "hangar allocation" and "hangar space" refer to a setting aside or reserving of a land space for the possible con-struction of a hangar. The discussion and approval of deleting Development Standard #3, as contained in the staff recommendations, 1024 EIGHTH STREET -GREELEY, COLORADO 80631 13021352-5780 Weld County Planning Commission Page Two March 7, 1983 indicates that constructing an actual hangar building for each lot would not be required. The fact was also brought out that some people might buy a lot because they like airplanes and the idea of living in an airpark but would not own an airplane them- selves . We support this idea and anticipate that a small per- centage (maybe 5 to 20 percent ) of the homeowners will not actually own an airplane. Experience in Vanaire Airpark, a development east of Brighton in Adams County, has been that owners without air- planes are no problem, but hangars being built on lots without an accompanying house is a concern to some residents of the airpark. We request that the Planning Commission hearing and also a hearing before the Board of County Commissioners be scheduled at the earliest possible bate. Thus, the agribusiness operation would continue and coexist with the rest of this proposal. - Policy Number Three (3) on Pages 48 and 49 states in part that: ". . .where _new developments desire to locate in the rural areas away from the existing municipalities, they will be required to justify their development with a detailed plan (Planned Unit Development) accompanied by an economic impact statement and an environmentl impact statement. . .showing all details of how the proposed development would affect the local and County's economic • base, the tax revenues and cost of public services such as schools, utilities, roads and health services, and the immediate and longterm -impact on the existing environment."
