RE: Intersection 72/57
We have reviewed the above referenced intersection as it relates to the proposed
Cockcroft Dairy (USR-1602) and offer the following comments:
Crash Data : The intersection has functioned well as an "uncontrolled"
intersection and has not experienced any crashes according to our records
researched back to 2003. There is adequate site distance at the intersection which
is necessary for motorists to observe the "right before left" rule.
Safety : The slight increase in traffic from their proposed expansion coupled
with the low amount of existing traffic should not require a higher level of control
ie: stop signs. A higher level of control does not necessarily reduce crash rates at
an intersection. Safety is served when the particular method of regulation is
consistent with the natural behavior of the motorist. In other words, we want to
make it as simple as possible for the motorist to behave correctly. In this case,
stop signs may in fact cause speeds to increase on the through street and cause
the intersection to be less safe.
We will continue to monitor this intersection and record traffic since our raw data is
over one year old.

Here you go. I talked to Ms. Wolfrum and she did not agree with my findings. I did get her to realize that speed
would actually increase in front of her house on 57 if we stopped 72. We'll get the counters out on 57 and
continue to monitor. Jesse incorrectly stated in the minutes that it takes 300-400 ADT to warrant a stop sign.
Although traffic is a factor, site distance, high speeds and crash data are the determining factors.
