RE: APPROVE REVISIONS TO RETAC BIENNIAL PLAN AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Revisions to the RETAC Biennial Plan
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County,on behalf of the Weld County Paramedic Services,with terms and
conditions being as stated in said attest statement, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Revisions to RETAC Biennial Plan between the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Weld County Paramedic Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said revisions.

#1 Integration of Health service
• Update EMD to Version 11.2 in the Weld County Regional Communications Center. Dispatch
and System 800 Radio Upgrade including facilities, and rebanding radios.

agencies participate in this activity. AirLife is also represented in the RETAC Medical Directors
group.

• Provide Clinical sites for training centers throughout the state of Colorado and across country.
• AirLife staff is required to maintain clinical competency through clinical experience at NCMC.
Clinical time is required in the cath lab, ICU, nursery, peds, and the ED. 3-4 flight team members
are sent annually to the aero medical conference for updates as it relates to aero medical
transports. AirLife provides both adult and pediatric skills fairs annually. Subscribe to aero
medical journals and have a medical director who actively practices and stays current on most
issues.

#8-Communications Systems

• Perhaps the most improved method of communication has been through the RETAC medical
director group.
• AirLife is in the process of installing Outer Link tracking system which will provide real time
tracking of flights and decrease the amount of voice communication required during transports.
• We are VERY concerned about future communication capabilities during transport as air
services are not able to utilize 800 systems.
• Weld County Public Health Departments increased their interoperability with other agencies by
obtaining 6 - 800 MHz radios.

medical direction to EMS/Fire Agencies,

#11-Mass Casualty
• Transport Agencies Mass Casualty Plan Facility (NCMC)have embarked upon a mission to
comply with all Homeland Security issues Acquisition of SURGE Capacity trailers

• Participating in the development of the plan at the RETAC level,

• Integrated Environmental Health Services by appointing a HAZMAT response person for
UCFRA.
• Participated in MARE-MD-80 (Major Accident Response Exercise) at Greeley/weld Airport
using units from in and around Greeley to care for and transport victims to NCMC. UCFRA
conducted decontamination training for NCMC ED personnel.
• WCDPHE has met with other ESF 8 partners and has provided input for the Weld County Mass
casualty annex.
• WCDPHE has developed its own internal Department Mass Casualty Annex to its EOP that
specifies what the Department's function is in a mass casualty event.

drill revealed that WC Paramedic services are not directly able to access this system; which was
not known to NCMC prior to this.

• Quality Assurance for EMS /Fire Agencies Press Ganey (Patient Satisfaction) surveys at NCMC
AirLife has not done surveys since 2003 as feedback was not being provided on which
improvement measures could be established.
• Air Life customer satisfaction is evaluated on the number of complaints received and also
receiving verbal feedback, accomplished through site visits of our customer base. Medical
Director of Air Life also has established relationships for feedback.
Section 2: EMTS Information
County EMTS Mission Statement:
PURPOSE: The purpose of the Council shall be to advise the Board of Weld County Commissioners
regarding the coordination and over-sight of the provision of the emergency medical service(GEMS❑)
in Weld County, Colorado. The specific duties shall include, but are not limited to, the following:
1. To facilitate the development and implementation of mutual aid agreements among the EMS
providers.
2. To update the Weld County EMS Plan annually and to submit that plan to the Board of Weld
County Commissioners and the Colorado Department of Public Health and Environment for
approval.
3. To review and/or update the Weld County EMS Disaster Plan and to submit and
recommendations to the Weld County Office of Emergency Management,to the Board of Weld
County Commissioners, and to the Colorado Department of Public Health and Environment for
approval.
4. To coordinate the Weld County EMS Disaster Plan with the disaster plan of other emergency
service providers.
5. To encourage coordination and cooperation among EMS providers by the sharing of information
and resources, including, but not limited to,joint training exercises,joint EMS grant applications
and joint equipment purchases.
6. To advise the Board of Weld County Commissioners regarding written procedures for
investigators, hearing and dispute resolution between EMS providers,which are not in conflict
with any other rules, and/or regulation, and/or contracts in which the Board of Weld County
Commissioners is a party.
7. To advise the Board of County Commissioners on the Physician Advisor.
8. To advise the Board of Weld County Commissioners, the EMS providers and the EMS educators
on the implementation of the State EMS Statutes and rules.
9. To advise the Board of Weld County Commissioners of changes which may be required in any
and all Weld County EMS ordinances?
10. State Emergency Medical and Trauma Advisory Council (SEMTAC), the Colorado Department
of Health and Environment and the State Board of Medical Examiners. To perform other
services as directed by the Board of Weld County Commissioners.
County EMTS Description:
MEMBERSHIP: Members of the Council shall be appointed by the Board of Weld County
Commissioners. Membership on the Council shall consist of the following representatives:
1. A representative of the Weld County Paramedic Services.
2. A representative of the Tri-Area Ambulance Service.
3. A representative of the Union Colony Fire / Rescue Authority.
4. A representative of the North Colorado Medical Center.
5. A representative of the Emergency Medical Services Department, Division of Public Services,
Aims Community College.
6. A representative of the Weld County Regional Communications Center.
7. A representative of the Weld County Office of Emergency Management.
8. The President of the Weld County Fire Chiefs Association or the President's designee.
9. A representative of a fire protection district/ fire department in the northwest part of Weld
County.
10. A representative of a fire protection district/fire department in the northeast part of Weld
County.
11. A representative of a fire protection district/fire department in the southwest part of Weld
County.
12. A representative of a fire protection district/fire department in the southeast part of Weld
County. A representative of the North Colorado Emergency Physicians, P.C...
13. A representative from the Weld County Health Department. All
14. 14 representatives may vote at regular and special meetings. All regular terms shall be three
years. A representative may serve no more than two consecutive terms. The represented
organizations listed above shall provide the name of those persons who will fill the positions the
following year to the Council chairperson before December 25th of each year. The representative
of the Weld County Paramedic Services shall then transmit the names to the Weld County Board
of County Commissioners immediately thereafter for consideration for appointment.
Ongoing Planning Process:
MEETINGS: All business of the Council shall be transacted at regular or special meetings and only
when a quorum is present.
Regular meetings shall be conducted every other month at 5:00 p.m., on the third Wednesday. Council
members proposed agenda items must be transmitted to the Secretary by the first of each meeting month
to be included in the agenda.
If no agenda items are presented to the Secretary, the next meeting maybe canceled.
Special meetings may be held subject to the call of the Chairperson to act upon matters which cannot by
delayed until the next regularly scheduled meeting.
QUORUM: A quorum shall consist of eight of the fourteen members (or designated alternates) in
attendance to conduct official business.
Only appointed Council members or their designated alternate may vote. Council members who are
unable to attend a regularly schedule or special meeting should send a designated alternate.

Public Education

coalition made up of concerned citizens' health care

agencies, insurance groups, school personnel and the
Weld County Health Department dedication to prevent
accidental injuries in children under the age of 14.
Safe Kids brings the Jungle Mobile to the ChildrenOs
Festival every spring and has an injury prevention
booth at local events. Safe also provides funding for
replacement car seats for the car seat safety fit
stations. Graduated Drivers Education- This program
started in Weld County in 2007 to educate kids and
their parents about the graduated diverOs license law.
This program is presented by a police office and gives
parents and young drivers the information they need
to get and maintain a minorOs driverOs license. This
program is present at area high schools and is usually
present in the evening following a PARTY program. Car
Seat Technician Training- Drive Smart Weld County,
Safe Kids Weld County, and the Union Colony Fire
Department provide a four-day training class to certify
Car Seat Technicians. There are usually one to two
training sessions provided per year. Every 15 Minute
Program- Weld County Sheriffs Department, along
with several other agencies do an Every 15 Minute
Program in at least one high school in Weld County.

school, many parents and volunteers.
