WELD COUNTY COUNCIL
November 19, 2007

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, November 19, 2007, 6:30 p.m., at the Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President
Ginny Buczek, Councilman John Kivimaki and Councilwoman Nancy Teksten were
present, constituting a quorum of the members. Councilman Gene Stille was excused.
Also present: County Commissioner Chairman Dave Long and Karla Ford, council
secretary.
AGENDA APPROVAL: The agenda was approved by consent.
REVIEW PROGRAM: County Commissioner Chairman Dave Long distributed and
discussed copies of the organizational charts for Weld County Government, which were
requested at his previous presentation to the council. The charts are continuously
changing due to each department's efforts to make each area more efficient.
At the request of the council, an update on the faith-based Support Healthy Marriages
Grant program was given. The program is going well and this is the second year of the
five year grant. An advisory board is going to be appointed to coordinate this initiative.
Another area of this program is the Fatherhood grant, which Weld County just received a
second grant for this program.
Commissioner Long distributed and reviewed the Weld County 2008 Proposed Budget,
which included: the general economic conditions and outlook, major factors impacting the
budget, major program specific goals and budget highlights.
The 2008 budget highlights included the following: Open Phase III of the North Jail,
implement an In-Custody alternative Placement Program (ICAPP) for jail inmates, open
four additional courtrooms, implement a new computer system for the Assessor, enhance
the back-up communications center, complete the update of the Weld County
Comprehensive Plan, continue implementation of e-government strategy, construct an
additional Social Services Building, expand the truancy case management program in
Juvenile Diversion, contract to construct Weld County Road 2 with Adams County,
establish a Critical Response Team in the Sheriffs Office, conduct a Presidential Election
using vote centers, provide a School Resource Officer (SRO) for Weld Central High
School and implement the second year of the five year support Healthy Marriages Grant.
Other topics council members discussed with Commissioner Long included: an update
on the West Nile Project—the county is monitoring the numbers of infected people and
not spraying as often due to the number of cases reported, possibility of sirens/warning
system in smaller towns for emergency notification and the LEAP project, which was
reauthorized.

APPROVAL OF MINUTES:
September 17, 2007 and October 15, 2007 Council Minutes
Councilman Kivimaki made a motion to approve the September 17, 2007 council
minutes with corrections and the October 15, 2007 council minutes. The motion was
seconded by Councilwoman Buczek and carried.
UNFINISHED BUSINESS:
Procedure for Council Staff Evaluations
Councilman Kivimaki made a motion to approve the Procedures for Council Staff
Evaluations. The motion was seconded by Councilwoman Buczek and carried.
NEW BUSINESS:
Set January 2008 Meeting Date and Location
Councilman Kivimaki made a motion to set the January 2008 council meeting January
21, 2008 at 6:30 p.m. at the Weld County Centennial Center, Greeley, CO. The motion
was seconded by Councilwoman Buczek and carried.
2008 Weld County Council Meeting Dates
Councilman Kivimaki made the motion that the 2008 Weld County Council meetings will
be on the third Monday of each month, except in February 2008 when the meeting will
be on the second Monday, February 11, 2008. The meetings will be held at 6:30 p.m.
The motion was seconded by Councilwoman Buczek and carried.
2008 Weld County Council Locations
The council will meet at the Weld County Centennial Center, 915 10th Street, Greeley,
Co for its monthly meetings with the following exceptions: April 21, 2008 and October
20, 2008 will be held at the Southwest Weld County Services Complex Building, 4209
WCR 24 %, Longmont, CO and July 21, 2008 will be held at the Southeast Weld County
Services Complex Building, 2590 9th Street, Ft. Lupton, CO.
2008 Council Review Programs and Meeting Planners
The following assignments were made for council meeting review planners:
Councilman Pettit: June and November
Councilwoman Teksten: January and September
Councilwoman Buczek: April and July
Councilman Kivimaki: March, August and October
Councilman Stille: February and May
Possible meeting speakers and review topics will be further discussed at the January
meeting.

2008 Council Coordinator and Elected Officials Assignments
The 2008 Council Coordinator Assignments will be put on the agenda in January.
Public Relations for Weld County Council —Ginny Buczek
The council discussed the options for more public relations and the council secretary
will continue to collect more media outlets for the press release information.
Councilman Kivimaki will contact The Greeley Tribune to meet and discuss the mission
of the Weld County Council. Councilwoman Teksten will contact KFKA and Pirate
Radio to be sure information will be posted on community calendars.
Payment of the Bills
Councilwoman Buczek made a motion the bills be paid as listed:
Mileage for Council President Tom Pettit $18.60
Mileage for Council Vice President Ginny Buczek $29.76
Mileage for Councilman John Kivimaki $41.85
Mileage for Councilwoman Nancy Teksten $13.48
The motion was seconded by Councilman Kivimaki and carried.
ADJOURNMENT: By acclamation the meeting was adjourned at 8:25 p.m.
