RE: SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1590
FOR AN AGRICULTURAL SERVICES ESTABLISHMENT, INCLUDING A LIVESTOCK
CONFINEMENT OPERATION(A CALF RAISING OPERATION FOR UP TO 5,000 HEAD)
IN THE A(AGRICULTURAL) ZONE DISTRICT - CONTRERAS FARMS, INC.
A public hearing was conducted on June 20, 2007, at 10:00 a.m., with the following present:
Commissioner David E. Long, Chair
Commissioner William H. Jerke, Pro-Tem
Commissioner William F. Garcia
Commissioner Robert D. Masden - EXCUSED
Commissioner Douglas Rademacher
Also present:
Acting Clerk to the Board, Esther Gesick
County Attorney, Bruce Barker
Planning Department representative, Chris Gathman
Health Department representative, Troy Swain
Public Works representative, Donald Carroll
The following business was transacted:
I hereby certify that pursuant to a notice dated June 1,2007,and duly published June 6,2007,in the
Fort Lupton Press, a public hearing was conducted to consider the request of Contreras Farms,
Inc., for a Site Specific Development Plan and Use by Special Review Permit #1590 for an
Agricultural Services Establishment, including a Livestock Confinement Operation (a calf raising
operation for up to 5,000 head)in the A(Agricultural)Zone District. Bruce Barker,CountyAttorney,
made this a matter of record. Chris Gathman, Department of Planning Services, in the absence
of the applicant, stated the applicant has requested a continuance to July 25, 2007. Ms. Gesick
stated the applicant did submit a written request for the continuance, marked Exhibit E.
Commissioner Jerke commented he would like to hear public testimony from those who cannot
return on July 25, 2007.
Kathryn Luepschen,surrounding property owner,stated she will be on vacation and unable to attend
the next hearing. She proceeded to read her written testimony, marked Exhibit G, for the record,
expressing concern regarding the number of cattle on the site, the notification process, noise,
impacts to well water, over-grazed pastures, blowing dirt, impacts to wildlife, and visual impacts.
In response to Chair Long,Ms.Luepschen stated her property is located directly north of the subject
site. There being no further comments, Chair Long closed public testimony. In response to
Commissioner Rademacher, Ms. Gesick confirmed July 25, 2007, is available for a continuance.

Commissioner Garcia moved to continue the request of Contreras Farms, Inc.,for a Site Specific
Development Plan and Use by Special Review Permit #1590 for an Agricultural Services
Establishment,including a Livestock Confinement Operation(a calf raising operation for up to 5,000
head)in the A(Agricultural)Zone District,to July 25,2007,at 10:00 a.m. The motion was seconded
by Commissioner Rademacher,and it carried unanimously. There being no further discussion,the
hearing was completed at 10:35 a.m.
This Certification was approved on the 25th day of June 2007.
