RE: APPROVE REVISION TO THE BOUNDARIES OF THE DENVER REGIONAL COUNCIL
OF GOVERNMENTS METROPOLITAN PLANNING AREA
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the State of Colorado has defined Transportation Planning Regions
(Section 43-1-1102, C.R.S.)for purposes of developing transportation plans (Section 43-1-1103,
C.R.S), and
WHEREAS,each Metropolitan Planning Organization's("MPO")Metropolitan Planning Area
comprises a Transportation Planning Region, and
WHEREAS, the Denver Regional Council of Governments("DRCOG"), as the MPO under
the provisions of the federal transportation statute for an area generally located south of Weld
County, is responsible for the operation and maintenance of the continuing transportation planning
process within a defined Metropolitan Planning Area, known as the Greater Denver Metropolitan
Transportation Planning Region, and
WHEREAS, federal regulations (23 CFR 450.308) regarding MPO's require that every
Metropolitan Planning Area include the urbanized area recognized by the United States Census
Bureau as well as those areas expected to urbanize within the next twenty years, and
WHEREAS, the urbanized area for the DRCOG has been defined by the United States
Census Bureau pursuant to the 2000 Census to include portions of Weld County, and
WHEREAS,the Federal Highway Administration has encouraged the DRCOG to reflect the
changes in southwest Weld County in the Metropolitan Planning Area boundary, and
WHEREAS, Weld County has worked with the DRCOG to identify those areas expected
to urbanize within twenty years in portions of southwest Weld County, and the Board of Weld
County Commissioners has determined that it would be in the best interests of Weld County for the
boundaries of the Greater Denver Metropolitan Transportation Planning Region to be modified to
include that area of Weld County as shown on the map attached hereto as Exhibit "A."
NOW,THEREFORE,BE IT RESOLVED that Weld County concurs with revisions proposed
by DRCOG and Weld County, pursuant to Sections 43-1-1102 and 43-1-1102 of the Colorado
Revised Statutes, for the boundaries of the Greater Denver Metropolitan Transportation Planning
Region to be modified to include that area of Weld County as shown on the map attached hereto
as Exhibit "A."
BE IT FURTHER RESOLVED that Weld County supports the request to the Governor by
the DRCOG under the authority provided in federal regulations (23 CFR 450.308) to revise said
boundary.

BE IT FURTHER RESOLVED that Weld County's concurrence and support of said
boundary revision is limited only to the issue of transportation planning,without County membership
in or submission to any other functions of DRCOG, as detailed in its Articles of Association.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 12th day of December, A.D., 2007.

See the attached. This is the final version of the MPO resolution. Please put it on for this Wednesday (12/12). Includes
the addition of 4 words in the final paragraph, as recommended by the DRCOG attorney, that states Weld County is not
becoming a member of DRCOG.
Send me the draft reso from today and I will modify to fit the Board's vote.
