MEMORANDUM SFP ?;iii, 4,4„ RECEi` " ED TO: Hannah Hippely, Planning Services DATE: 9/15/2006 FROM: Donald Carroll, Engineering Administrator 11" Ce SUBJECT: USR-1577, Sheryl Hill COLORADO The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows: COMMENTS: Weld County Road Classification Plan (FHU): (June 2002) WCR 51 is a collector road and requires an 80- foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance (23-1-90), the required setback is measured from the future right-of-way line. ADT: The average daily traffic count at this location reflects 272 vehicles taken 6/23/2004. LEQUIREMENTS: Utilize the existing 30-foot access granted through Lot A of RE-3591. Off-street parking spaces including the access drive shall be surfaced with gravel, asphalt, concrete or the equivalent and shall be graded to prevent drainage problems. Storm Water Drainage: The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. The applicant must take into consideration storm water capture/quantity and provide accordingly for best management practices. FLOOD HAZARD DEVELOPMENT STANDARDS: An adequate sketch identifying the existing and proposed elevations at the building site has been provided. pc: USR-1577 M:\PLANNING—DEVELOPMENT REVIEW\USR-Use by Special Review\USR-1577.DOC rit) Weld County Referral WeM County Planning Department 111 gGREELEY QFFICE August 28, 2006 C. COLORADO To: Hannah Hippely, Planner I August 30, 2006 From: Bethany Salzman, Zoning Compliance Officer II Subject: USR-1577 Referral Upon review of my case files and computer, an active Zoning Violation (VI-0400260)was noted. This violation was initiated due to the storage of commercial equipment and materials without a Use by Special Review permit. This violation was presented to the Board of County Commissioners through the Violation Hearing process on January 11,2005. The Board referred this case to the County Attorney's Office, but delayed legal action for 120 days to allow them adequate time to submit a Use by Special Review. Since this violation case was presented to the Board of County Commissioners through the Violation Hearing process and was referred to the County Attorney's Office for legal action an investigation fee is necessary. If one was not collected at the time of submittal, it shall be submitted prior to Planning Commission. This application if approved, will correct the violation. If for any reason, this application is denied, the violation case will proceed accordingly through district court.
