RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO LOVE-AIR R/C, INC. -
SEPTEMBER 21, 22, AND 23, 2007
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Love-Air R/C, Inc., Go Lloyd McConnell, 5122 25th Street Road, Greeley,
Colorado 80634, has presented to the Board of County Commissioners an application for a Permit
for Temporary Assembly on land within the unincorporated portion of the County of Weld, State of
Colorado, to be held from 9:00 a.m., until 4:00 p.m., on September 21, 22, and 23, 2007, on
property described as follows:
12760 Highway 14, Ault, Colorado 80610; being
further described as Lot B of Recorded
Exemption #2769; being part of the W1/2NE1/4 of
Section 18, Township 7 North, Range 66 West of the
6th P.M., Weld County, Colorado
WHEREAS, said applicant has paid Weld County the sum of ONE-HUNDRED DOLLARS
($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant a
Weld County Permit for Temporary Assembly to Love-Air R/C, Inc., and
WHEREAS,said permit shall be issued subject to compliance with the terms and conditions
as set forth in the application materials and upon the express condition and agreement that the
temporary assemblage will be conducted in strict conformity to all laws of the State of Colorado,
and
WHEREAS,any violation to said terms and conditions shall be cause for revocation of said
permit and forfeiture of bond.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that said Weld County Permit for Temporary Assembly on September 21, 22,
and 23,2007, be,and hereby is,granted to Love-Air R/C, Inc.,to conduct a temporary assemblage
at the hereinabove described location.

This is a fly in for pilots of radio controlled military
model aircraft_

2007 from the hours of 9:00 AM to 4:00 PM.

This is limited by the number of parking spaces.

Food and drinks will be available from the food vendor,
Heidi ' s Brooklyn Deli at Shamrock from Northeglenn.

During the event, there will be 16 trash barrels along the
flight line,in the spectator areas, and in the parking area.
There will be 3 trash dumpsters on site provided by waste
Management. Every hour, during the event, club members will
visit each trash barrel and empty them if necessary.

The club provides the PA system for the event. There will
one announcer describing the action for the spectators and
advising pilots of flight line activity_ There are 4
speakers for the PA system.

indicating its intent to furnish a bond required in Section 12-1-30.B.13 of the Weld County
Code to ensure performance by the applicant of each of the terms and conditions of the
temporary assemblage permit.
22. Attach a statement by an insurance company licensed to do business in the State of
Colorado stating its intentto provide liability insurance,as required by Section 12-1-30.B.14
of the Weld County Code,to protect against injury to persons or property occurring as a
result of such an assembly.
23. Submit$100.00 fee for each eventwhere three-hundred fifty(350)or more people assemble
or can reasonably by anticipated to assemble at any one(1)location,unless the location is
properly zoned for such assembly,in which case one permit shall be required for the total
number of events scheduled for that location for the reminder of the calendar year, not to
exceed ten(10)events per year. As used herein,the term event means an assembly or
anticipated assembly which is scheduled to last for three (3) consecutive days or less.

21 . No bond is required for this event. Per the "Cleanup or
Damage Account" section of the lease, Love-Air R/C is
required to maintain an escrow account of $4000 . 00. The
purpose of this account is to be used to return the site
to its original condition.
22. Love-Air R/C is a model airplane club chartered by the
Academy of Model Aeronautics (AMA) . Please see the
Chartered Club Certificate #2356. As a chartered club
we have insurance coverage of $2, 500,000.
Each of the pilots flying at this event is required to
be a member of the AMA. Each pilot, individually, is
insured for $2, 500, 000. Please see the attached Benefits
page of the AMA.
Each pilot, as a member of the AMA is required to follow
National Model Aircraft Safety Code. Please see attached.
Love-Air R/C also has its own set of Flying Field Regulations
and Procedures. Please see attached.
There is a Contest Director at this event who' s job it is
to make certain that all activities on the flight line
follow the AMA and club rules.

liable to the Corporation or to Its members for monetary
damages for breach of fiduciary duty at a director; except
that this provision shall not eliminate or limit the

Location of subject property: 12760 Highway 14 Ault CO 80610, in the north half
of section 18 in the south-east 40 comer, Government map A31. Approximate size
is twelve acres, 1000 feet by 550 feet.

This agreement shall replace any and all previous agreements between the two
parties.
The term of the lease shall be 180 months [15 fifteen years], beginning May 15,
2007,ending May 31, 2022. The I.ewe shall have the fast right of refusal option
to renew this contract for an additional 5 [five] years. Lessee shall have the first
right of refusal option to purchase the leased area. The lease will be payable in
semi-annual installments as outlined in Exhibit A. The first semi-annual
installment to be paid on or before May 31, 2007.

Maintenance:
The lessee shall keep property in good maintenance at all times. This shall include
mowing of the weeds and grasses. Lessee shall communicate with landlord on
which herbicides, etc. to use so as not to endanger landlords ground and crops.
Lessee shall always take steps to keep erosion and blowing of topsoil to a
minimum. This includes the planting of grasses in open areas of the field and
maintaining them.
Landlord is aware that:
1. Lessee will construct and maintain a model airstrip [blacktop with
surrounding grass].
2. Lessee will construct a shade shelter and possibly a storage building on the
site.
3. A parting area will be designated with appropriate gravel or pit run fill not
larger than 3/8 inch rock.
4. Designated area will not be used for anything other than dub use.
5. Structures may be moved on to the club site, such as large spools,tables,
fences, etc.
6. The club will install any necessary culverts to the site to aid the landlord in
the irrigation of his crops.
7. Any of the above stated items may change upon written agreement of both
parties.
Lease buyout:
In the event that the property is sold and the new owner is not amenable to
assuming the lease terms or negotiating a new lease that is agreeable to Love Air
R/C, the Lessor will make a payment to the Lessee to "buy out" the remaining
period the lease. The amount shall be 10%of the remaining value of the lease or
$5000.00,whichever is less. If the new owner chooses to exercise the lease buyout
option and has no intention of fanning the property then the need for returning the
site to its original condition will be revisited.

Lessee agrees that any major changes will not be made without prior consultation
and consent of the landlord.
The lessee and lessor may mutually terminate the lease in the event that model
flying at the site is not permitted for some legal reason. At that time the lessee
would return the property to the original condition prior to the initial lease.
If the lessee needs to terminate the lease for any other reason the lessee will give
the lessor written notification one year in advance of our intent to vacate. No
additional lease payments will be due after the terminal year. Upon termination
the lessee will restore the property as described in the paragraph entitled"Site
cleanup" below.
Cleanup or damage account
Love Air R/C will maintain an escrow account of$4000.00 plus interest. This
account would be in both the landlords and the lessees names and can be reviewed
at any time by the landlord, and cannot be used for any purpose other than to return
the site to its original condition. Lessee will provide a copy of the most recent
statement semi-annually. The statement will be included with the semi-annual
payment.
Insurance:
The Club will maintain a charter with the Academy of Model Aeronautics which
provides insurance to the site owner. All documentation will be provided to the site
owner.
Club membership:
Love Air R/C will present lessor with free membership in the club during the term
of the lease. This will be extended to the immediate family.

Site cleanup, removal of blacktop and gravel:
At the end of the lease agreement, if a renewal lease is not given, Love
Air R/C shall remove all blacktop and gravel in such manner that topsoil is
disturbed as little as possible. Love Air R/C will use the cleanup account to
accomplish this restoration. In the event the cleanup account does not have enough
funds,Love Air R/C will be responsible for any additional cost. The site owner
agrees that not all of the gravel can be removed and some of the gravel can be
worked into the top soil.
Access to site:
Love Air R/C will have the access road graded as needed. The site owner agrees
that he will assist Love Air R/C with any problems that may limit or stop the use of
the current access road. Love Air R/C agrees that this road will not be blocked at
any time. Love Air R/C will be permitted to install a gate at the entrance to the
parking area. The site owner will be provided with keys or combination to any
locks used.
Signs:
Love Air R/C may construct a sign at the entrance road of the access road
at the intersection with Highway 14. This sign will be no larger than 5 [five] feet
square, and placed so as not to obstruct the right of way.
Policing of site:
Love Air R/C will be responsible for asking unwanted guests to leave the site.
Love Air R/C will be required to stop any non-club activities at the site. Site
owner will not be required to watch the site.

National Model Aircraft Safety Code
Effective January 1,2006
GENERAL
1.A model aircraft shall be defined as a non-human-carrying device capable of sustained flight in the atmosphere.It shall not exceed limitations
established in this code and is intended to be used exclusively for recreational or competition activity.
2.The maximum takeoff weight of a model a.raat,inducing fuel,is 55 pounds,except for those flown under the AMA Experimental Aircraft Rules.
3.1 will abide by this Safety Code and all rules established for the flying site I use.I will not willfully fly my model aircraft in a reddess and/or
dangerous manner.
4.I will not fly my model aircraft in sanctioned events,air shows,or model demonstrations until it has been proven airworthy.
5.1 will not fly my model aircraft higher than approximately 400 feet above ground level,when within three(3)mules of an airport without notifying
the airport operator.I will yield the right-of-way and avoid flying in the proximity of full-scale aircraft,utilizing a spotter when appropriate.
6.1 will not fly my model aircraft unless it is identified with my name and address,or AMA number,inside or affixed to the outside of the model
aircraft.This does not apply to model aircraft flown indoors.
7.I will not operate model aircraft with metal-blade propellers or with gaseous boosts(other than air),nor will I operate model aircraft with fuels
containing tetranitomet harre or hydrazine.
8.I will not operate model aircraft carrying pyrotechnic devices which explode or burn,or any device,which propels a projectile of any kind.
Exceptions include Free Flight fuses or devices that bum producing smoke and are securely attached to the model aircraft during flight.Rocket
motors up to a G-series stze may be used,provided they remain firmly attached to the model aircraft during flight.Model rockets may be flown in
accordance with the National Model Rocketry Safety Code;however,they may not be launched from model aircraft.Officially designated AMA Air
Show Teams(AST)are authorized to use devices and practices as defined within the Air Show Advisory Committee Document
9.I will not operate my model aircraft while under the influence of alcohol or within eight(8)hours of having consumed alcohol.
10.I will not operate my model aircraft while using any drug which could adversely affect my ability to safely control my model aircraft.
11.Children under six(6)years old are only allowed on a flightine or in a flight area as a pilot or while under flight instruction.
12.Wien and where required by rule,helmets must be property wom and fastened.They must be OSHA,DOT,ANSI,SNELL or NOCSAE
approved or comply with comparable standards.
RADIO CONTROL
1.All model flying shall be conducted in a manner to avoid over flight of unprotected people.
2.1 will have completed a successful radio equipment goud-range check before the first flight of a new or repaired model aircraft.
3.I will not
fly my model aircraft in the presence of spectators untilI become a proficient flier,unless I am assisted by an experienced pilot
4.At all flying sites a safety fine or lines must be established,in front of which all flying takes place.Only personnel associated with flying the
model aircraft are allowed at or in front of the safety line.In the case of airshows or demonstrations a straight safety line must be established.An
area away tan the safety line must be maintained for spectators.Intentional flying behind the safety fine is prohbted.
5.1 will operate my model aircraft using only radio-control frequencies c riently allowed by the Federal Communications Commission(FCC).Only
individuals properly licensed by the FCC are authorized to operate equipment on Amateur Band frequencies.
&l will not knowingly operate my model aircraft within three(3)miles of any preexisting flying site without a frequency-management agreement.A
frequency-management agreement may be an allocation of frequencies for each site,a day-use agreement between sites,or testing which
determines that no interference exists.Afrequenky-management agreement may exist between two or more AMA chartered dubs,AMA dubs and
individual AMA members,or individual AMA members.Frequency-management agreements,including an interference test report if the agreement
Indicates no interference exists,will be signed by all parties and copies provided to AMA Headquarters.
7.With the exception of events flown under official AMA Competition Regulations rules,excluding takeoff and landing,no powered model may
be flown outdoors closer than 25 feet to any individual,except for the pilot and the pilots helpers)located at the flightine.
8.Under Ino circumstances may a pilot or other person touch a model aircraft in flight while it is still under power,except to divert it from striking an
individua9.Radio-controlled night flying is limited to low-performance model aircraft(less than 100 mph).The model aircraft must be equipped with a
lighting system which dearly defines the aircraft's attitude and direction at all times.
10.The operator of a tacfsri. ntrulled model aircraft shall control it during the entire flight maintaining visual contact without enhancement other
than by corrective lenses that are prescribed for the pilot No model aircraft shall be equipped with devices which allow it to be flown to a selected
location which is beyond the visual range of the pilot.
1.I will not launch my FLIGHT
my model aircraft unless I am at least 100 feet downwind of spectators and automobile parking.
2.1 will not fly my model aircraft unless the launch area is dew of an individuals except my mechanic,officials,and other fliers.
3.I wiN use an effective device to extinguish any fuse on the model aircraft after the fuse has completed its function.
CONTROL LINE
1.I will subject my complete control system(including the safety thong where appficabie)to an inspection and pull test prior to flying.The pull test
will be in accordance with the current Competition Regulations for the applicable model aircraft category.Model aircraft not fitting a specific
category shall use those pull-test requirements as indicated for Control Line Precision Aerobatics.
2.I will ensure that my flying area is clear of all utility wires or poles and I will not fly a model aircraft closer than 50 feet to any above-ground
electric utility lines.
3.1 win ensure that my flying area is dear of all nonessential participants and spectators before permitting my engine to be started.

Flying Field Regulations and Procedures
Revised, Spring 2003
Section I—General
1. The Love-Air Ric club flying field shall be used only for the purpose of model
aviation and other related club activities.
2. The Love-Air R/C club flying field shall be used only by club members who are
current with club dues, and are current members in good standing of the AMA.
3. Visitors (guests of a club member) may use the club flying field twice a year,
provided they are current members in good standing of the AMA and are
accompanied by the club member.
4. Only persons involved in flight activities are allowed in the pit area or beyond,
toward the flight line. Spectators must remain in the parking area or in a
designated spectator area.
S. Minor children must be supervised by their parent or guardian at all times. At no
time, while aircraft engines are running, will children be allowed in the pit area.
6. MI pets must be leashed and kept in the parking area or in a designated spectator
area.
7. All vehicles must be parked to the west of the chain-link fence and shelter, behind
the pit area.
8. All trash, litter and debris must be collected and properly disposed of at the end of
each flying session. NO BURNING ALLOWED!
9. Pilots will not consume alcoholic beverages prior to,nor during, participation in
any model operations.
10. The proper authorities should be summoned in case of any disturbance or
emergency situation.
II. Updated materials and information will be posted on the frequency board. It is
the responsibility of each member to keep informed.
12. NO TRESPASSING on adjacent property. See area map on frequency board for
more information.
Section II—Safe Operation Procedures
1. When not in use, all transmitters must be TURNED OFF, and placed in the
impound area located on the frequency control board.
2. To remove a transmitter from the impound area and turn it on, you must have the
correct frequency pin, and your current Love-Air R/C card must be displayed on
the frequency board in the slot that corresponds to your operating frequency.
3. The current AMA approved frequency display is required on all transmitters.
4. The established"flight area" begins at a line running north and south to infinity
along the west edge of the runway. All flying activities shall take place east of
this line. No flight or any part of a flight shall be made west of this line. All
pilots shall execute the proper right or left hand traffic pattern turn to ensure the
line from the west edge of the runway will not be crossed by aircraft in flight. All
takeoffs and landings shall be executed in the direction of the flight direction
indicator. This means that all flying over the pilot stations,pit area,parking area
or spectator area is prohibited
S. The established"flight line" is a line that runs parallel to the runway,
approximately halfway between the pit area and the runway, behind the safety
barrier fence. Pilots shall remain at the flight line during takeoff, flying, and
landing of their aircraft. The only exception will be student pilots who would be
in better control of their aircraft, standing behind the aircraft on the runway during
takeoff. After takeoff is complete and a safe altitude is reached, the student must
return to the flight line for the remainder of the flight. Proper spacing between
pilots at the flight line must be observed at all times.
6. All pilots shall perform an adequate pre-flight inspection of their aircraft prior
flight to ensure it is in safe flying condition.
• Check receiver and other on-board battery packs prior to each flight.
• Check all moveable surfaces for proper deflection.
• Check to ensure all wing bolts are screwed in tight or the proper amount
of rubber bands are installed
• Check for equal and accurate control of the aircraft's control surfaces
when using buddy cords and transmitters.
• When using multi-model transmitters make sure the right aircraft is
chosen and that all of the control surfaces work in the proper direction
and throw.
7. Engines may be started in the pit area only if a helper is holding the aircraft.
Otherwise the engine must be started at the end of the taxiway east of the white
lines.
8. When starting or running your engine in the pit area, be sure you are not blowing
dust or dirt on your fellow pilots,their aircraft or flight boxes. Do not point your
aircraft at other pilots and make sure no one is in the arc of your running
propeller.
9. NO unrestrained taxiing in the pit area.
10. Call out to the other pilots before entering your aircraft onto the runway. Call
take offs and landings. Sound off loud and clear when your aircraft is in trouble
such as a dead stick Use a spotter when possible to help handle these duties.
11. For helicopter flying, all helicopter training and testing shall be done at the
designated helicopter pad area and vertical flight shall be limited to 5 feet. All
vertical and forward helicopter flights shall use the main flight line. When
possible, use the airspace above the grass area immediately East of the runway so
as not to interfere with aircraft in the standard oval traffic pattern.
12. All fixed-wing aircraft, regardless of size, will fly from the main flight line. All 3-
Dflying shall take place over the grass area immediately East of the runway so as
not to interfere with aircraft in the standard oval traffic pattern.
13. All flying of"Free Flight"aircraft, rockets, and operation of remote controlled
cars and trucks, etc. is prohibited
14. All aircraft engines shall be equipped with appropriate sound reduction devices.
The maximum allowable is 106DBA. The present club goal id 90 DBA. All
aircraft are subject to sound testing Please refer to the Love Air R/C Sound
Monitoring program manual.
15. It is the responsibility of all Love-Air R/C members to ensure these regulations
are being adhered to by our fellow pilots when flying at our facility.
16. The Executive Committee of Love-Air R/C may determine appropriate action to
be taken with any individual(s)that willfully and habitually pose a threat to the
safety of others due to reckless flight or other inappropriate actions while at the
Club's flying field.
