RIBBONS & RAINBOWS CONFERENCE CENTER
1. Explain, in detail, the proposed use of the property. The 7.4- acre property will be used as
a conference center with special emphasis on weddings and wedding related events. In addition, the site
contains the residence of the Owner. The proposed conference center is located just west of the center
on the site and provides easy and convenient access to parking. The initial parking area will accommo-
date 54 cars with future expansion to an additional 38 parking spaces. A porte-cochere at the conference
center will provide all-season access to the conference center. The conference center will accommodate
75 people.
The plan shows three buildings: the residence, the conference center and the wedding gazebo. The
conference center and wedding gazebo are located adjacent to a pond which provides an aesthetic
setting for the main event--weddings. Behind the main structures is an apple, cherry, peach orchard that
occupies 0.84 acre of land. Access to the residence will be down a tree-lined gravel lane. The access to
the lane will be gated so that guest to the site do not advertently end up at the residence.
This site will also accommodate outdoor wedding ceremonies, renewal of wedding vows, wedding
receptions, marriage seminars, family reunions, class reunions, lectures, musical recitals, wakes and
other considerations.
2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 (Comprehensive Plan). The proposed development of the Ribbons and Rainbow
Conference Center is consistent with the code as this project does not negate the value of the land but by
contrast, the property's full development will enhance the value of the land by creating a beautifully
manicured grounds with trees, lawn and water feature. The buildings' full impact will be reduced by the
adjacent landscape element including aspen grove, water feature and shade trees.
The proposed orchard will enhance the agricultural look of the site with abundant blooms in the spring
and fruit at harvest time. The site will be strengthened by the preservation of the natural site features and
topography. The site will be enhanced with the introduction of the wedding gazebo. This gazebo is
placed in a draw where a small recirculating ozone-induced system keeps the water crystal clear and
algae free. This water feature basin can accommodate additional storm water from roof and parking
area, so the pond will have a 2 to 3 foot freeboard to detain additional storm water.
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located. The proposed develop-
ment of the Ribbons and Rainbows Conference Center will have a positive impact to the surrounding
agricultural uses and is consistent with the intent of the zone district in which it is located. The develop-
ment will have the impact of a country church on the land. There will be occasional heavier use on
Friday and Saturday and the summer months will be busier than the rest of the year.
The large lawn area and the orchard will hark back to successful agricultural operations and will appeal
to the eye and drive-by traffic. In fact, one of the future parking area will have porous grass paving
system by using Invisible Structures. So when you look at the parking area all you see is the two lane
access road in a sea of green grass.
4. What type of uses surround the site?Explain how the proposed use is consistent
and compatible with the surrounding land uses. Agricultural uses like dairy farming and crop
production surround all four sides of the site. This proposed project will actually enhance the surround-
ing land uses by extending the green of the season with the large lawns and abundant trees from early
spring until Thanksgiving. The orchard will certainly be compatible with the extension of the agricultural
use of fruit growing. The conference center with decks and porte- cochere and the wedding gazebo
represents only 8500 S.F. of the site or 2.6%of the total site.
5. Describe, in detail, the following:
a. How many people will use this site? 75 people per event indoors
75 to 175 people per event outdoors
b. How many employees are proposed to be employed at this site? There are no
full time employees other than the owner. Part-time people will be employed to set up and
tear down. All food will be catered. Lawn service to be used to cut grass, aerate, fertilize
and rake up leaves in fall and snow removal in winter.
c. What are the hours of operation? 10 am to 10 pm Friday and Saturday
Closed most Sundays
Sporadic use during the week, more-so in the
off-season and less-so in the summer months.
(Depends on the scheduling of seminars)
d. What type and how many structures will be erected (built) on this site? Wood
frame structures. Two structures will be built on this site. One Conference Center 2000 SF
and one Wedding Gazebo 550 SF
e. What type and how many animals, if any, will be on this site? None
f What kind (type, size and weight) of vehicles will access this site and how often?
90% of vehicles on the site will be typical passenger car, normal size 6' wide x 16' long and
weighing an average of 2125 pounds. The remainder of the vehicles would be catering trucks
(vans), pickup trucks and passenger vans. Three times a week in summer and once to
twice a week the remainder of the year.
g. Who will provide fire protection to the site? Platteville Fire Department
h. What is the water source on the property? (Both domestic and irrigation)
There are two sources for water. One the Owner has 5 shares of Platteville Lateral Water and
the Owner will be drilling a new water for domestic water. The water from the ditch will
supply the water to the proposed pond. Water from the pond will be used to irrigate the
landscape. Pond will be lined and ozone will be used to keep the water clean and algae free.
i. What is the sewage disposal system on the property? (existing and proposed)
The existing sewage disposal system is attached to the existing residence and is a septic tank
and drain field system. The proposed individual sewage disposal system design for the
proposed conference center is an unlined combined/percolation/evapotranspiration system
using the monthly balance method. See attached Septic Design Report at NW 1/4, Section 21 T3N,
R66W; Weld County, Colorado.
j. If storage or warehousing is proposed, what type of items will be stored? No
storage or warehousing is proposed.
6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal. The landscape
plan for the site is the Master Plan and is included in the package with Site Plan and Recorded
--Exemption. The main entry to the site is just off of WCR 29 and adjacent to a gas service. The main entry
.gn and buffer landscape are located at the entry. The county road #32 will be tree lined with conifers used
to buffer and screen the parking area. The expansion of the parking area will use porous pavement and sod
in the parking area with the road a chip-and-seal asphalt road. The main entry road will lead to curvilinear
parking lot and a port cochere drop-off at the conference center. At the port cochere a small water feature
with fountain jets and annual flower display will set the tone of Ribbons & rainbows with flowers in colors of
lavender, pink, light blue and white.
6-econd access to site is proposed 1515 feet from the main entry point. Entering the site there is a main
del private drive that accesses the main residence. The road will be gated at the conference center park-
ing area. This private residence drive will be tree-lined much like the French villa's with large deciduous trees
like Plains Cottonwood, Autumn Purple Ash, Patmore Ash or Kentucky Coffeetree. An aspen grove or alder
grove will be located adjacent to the conference center. A concrete sidewalk will wrap around the confer-
ence center and a crushed compacted gravel walk will go around the pond providing photographic access to
the gazebo--choice spot to photograph the bridge and groom and the wedding party. This path will cross a
wooden pedestrian bridge and provide visual access to the second pond and the associated island. Then the
path extend into the northwest edge of the orchard with a picture point opposite the Wedding Gazebo.
A fence will divide the property into public portion and private and keep out people from access to the pond
A private walkway will link the residence to the conference center with an arbor and an elevated terrace that
looks down on the orchard and pond.
7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs. There will be no reclamation procedures for this project.
8. Explain how the storm water drainage will be handled on the site. As mentioned a portion
of the proposed future parking lot will be composed of porous paving product Invisible Structures, Inc. This
will allow parking lot drainage to go directly into the terra firma. Other storm waters will be channeled
through series of terraced drainage until waters reach the pond. The pond will be designed to accommodate
additional excess water by having three feet of freeboard space before water drain out.
9. Explain how long it will take to construct this site and when construction and land-
scaping is scheduled to begin. Once the planning process is complete, work will commence on the
—Thstruction drawing. Plans should be completed by September, 2006. Plans go out to bid, bids are received
., construction on the site can begin by mid-October 2006. Landscaping should begin in early spring and
be complete when the project is completed in May or June of 2007.
10. Explain where storage and/or stockpile of wastes will occur on this site. Storage of
building supplies will be adjacent to the conference center. If needed the building supplies will be fenced.
There will be no need to stockpile waste on this site.
