ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President Ginny'Buczek, Councilman John Kivimaki, and Councilwoman Nancy Teksten were present, constituting a quorum of the members. Councilman Gene Stille was excused. Also present: Weld County Clerk and Recorder Steve Moreno, Michelle Wall, Gaye Florio and Jan Angel from the Weld County Clerk & Recorder Office, ACS Director Anita Scrams, and Bev Thomas and Karla Ford, council secretaries. AGENDA APPROVAL: A resolution honoring outgoing council secretary, Bev Thomas, was added to the agenda. With the addition, the agenda was approved by consent. RECOGNITION OF OUTGOING COUNCIL SECRETARY: Councilwoman Ginny Buczek made a motion to adopt a council resolution honoring outgoing council secretary, Bev Thomas. The motion was seconded and approved. REVIEW PROGRAM: Weld County Clerk and Recorder Steve Moreno and staff gave statistics from the Recording Department regarding current numbers and trends in recorded marriage licenses, motor vehicle registrations, and the total number of recorded documents. A "master deed format," if implemented state-wide, could decrease the number of individual documents recorded. Colorado Senate Bill 45 lowered the cost of copied documents to .25 cents, which has increased document requests adding more department work for less incoming revenue. Mr. Moreno anticipates Senate Bill 45 will be reconsidered by the state legislature in 2008. Two Colorado counties started on-line motor vehicles renewals in 2007, and Weld County intends to deploy on—line renewals October 1, 2007. This will be done through www.colo.gov. Weld County will not benefit from fees charged to use this on-line service. Colorado State Title and Registration System CSTARS —This is being piloted by certain counties and the state of Colorado to improve communication between county Department of Motor Vehicles and the State Revenue Department. This project will not be used statewide until improvements are made to the system. Weld County Elections Manager, Rudy Santos, received a state-wide 2006 outstanding election manager award. Mr. Moreno said he would like to be able to nominate all his staff for such awards, Council members were complementary to Mr. Moreno regarding their personal experiences with the Clerk and Recorder's office and the fact that Weld County has an excellent reputation in the state. (fit plot )/aZaono .;Ze2- 2407 2007-3330 • September 17,2007 Page 2 of 2 Mr. Moreno gave the statistics and trends in Weld County elections regarding active registrations, voter turn out, early voting, and ballots including absentee, mail-in and provisional ballots. He reviewed the 2007 election calendar, and explained new 2007 vote centers. The 2007 revised Weld County Commissioner Districts, to equalize population in each of the three Commissioner Districts, was explained. As of today, current voting equipment needs to be re-certified in the State of Colorado before the 2008 elections and mail-in (absentee) ballot results will need to be tabulated by precinct for the 2008 election APPROVAL OF MINUTES: Councilman John Kivimaki made a motion to approve the August 20, 2007 council minutes. The motion was seconded and carried. NEW BUSINESS: Weld County WebSense Tool Per President Pettit's request, ACS Director Anita Scrams explained the options available to department heads to review web access with the WebSense software. September 17 Elected Officials Meeting Councilwoman Nancy Teksten and Councilman Tom Pettit reviewed topics discussed at the September 17 Elected Officials meeting. Payment of the Bills Councilman John Kivimaki made a motion the bills be paid as listed: Mileage for Council President Tom Pettit $23.25 Mileage for Council Vice President Ginny Buczek $59.52 Mileage for Councilman John Kivimaki $83.70 Mileage.for Councilwoman Nancy Teksten $ 8.37 The motion was seconded and carried. Weld County Council Visibility Councilwoman Ginny Buczek suggested the possibility of local events/celebration to educate county residents about the mission of the Weld County Council.
