The property is a single family residence with a large outbuilding. The applicants intend to construct a new 80' x 60' building on the Eastern portion of the lot. Most of the actual welding takes place at work sites. However, some welding and assembly will occur in the new outbuilding. Welding materials will be stored in at new 25' x 80'material storage addition. Lastly, plans call for a small 25' x 32' office addition. The entire welding shop and accessory buildings will be surrounded by a chain link fence. In addition, the chain link fence will be screened from view by additional trees. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). The proposal maintains the rural character of the surrounding area by maintaining the existing structures. The new buildings will be built in compliance with Weld County Building Codes. The welding business is primarily off site and the existing outbuilding can contain many of the activities. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the surrounding land uses. The primary use of this property is residential. The home occupation is incidental to the primary use which is compatible with other residential uses in the area. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The site is surrounded by rural farms on similar size lots. Most of the neighboring farms contain similar structures and homes. Industrial uses are located to the West of the site. 5. Describe, in detail, the following: a. How many people will use this site? 3 b. How many employees are proposed to be employed at this site? 2 employees c. What are the hours of operation? On the site the normal work hours will be 8:00 A.M. to 5 P.M.. d. What type and how many structures will be erected(built) on this site? Presently two structures exist. Plans call for a possible third building to store and assemble materials located to the East of the existing outbuilding. e. What type and how many animals, if any, will be on this site? None. f. What kind(type, size, weight) of vehicles will access this site and how often? 2 to 3 three-quarter ton pickups that contain welding equipment may be parked on site when not at ajob site. Occasionally(once a month) a multi-axle truck will deliver materials. g. Who will provide fire protection to the site? Existing Rural Fire Protection Agencies. h. What is the water source on the property? Well water. Weld County will refer this application to the Colorado Division of Water Resources for a determination of whether this well is suitable for the proposed use. No irrigation anticipated I. What is the sewage disposal system on the property? Existing and proposed. An engineered septic system is presently used. The great majority of work is performed off-site so there will be no significant demand on the existing septic system. When there is a need, the employees will have access to the bathrooms contained in the house. Plans call for the construction of a new septic system near the new welding shop. j. If storage or warehousing is proposed, what type of items will be stored? Metal used in the welding business may be stored inside the 25' x 80' outbuilding. These buildings will be screened. 6. Explain the proposed landscaping for the site. The landscaping plan envisions a combination of security chain link fencing and trees to screen the welding shop. The residential site is presently landscaped with lawn surrounding the residence. The drives will be maintained in road base. 7. Explain any proposed reclamation procedures when termination of the use by Special Review activity occurs. None are needed as the termination of this use will not leave the site unsuitable for residential activity. 8. Explain how the storm water drainage will be handled on the site. Natural drainage on the site will provide storm water drainage. The buildings have gutters and drains that channel the water away from the buildings. There is sufficient land area for the water to drain and percolate naturally. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction will commence within two years of the approval of the plans. 10. Explain where storage and/or stockpiled of waste will occur on this site. Any waste products from the welding operation will be stored inside the storage building or main shop. The waste products from the welding business are minimal and will be hauled away by recyclers. As I mentioned,I am attempting to revise the special review use application materials I submitted on May 19,2006. Previously,I met with Kim Ogle on Thursday,May 18, 2006 to review the application materials before duplicating and submitting the application. At the conclusion of the meeting, the only missing document was the "certificate of conveyances" which had been delivered to the incorrect title office. At the conclusion of that meeting,I was confident that the application was complete. Later, I learned that the size of the map was not acceptable and that I would need to edit the map to show only my client's property. The information was correct,but the presentation of the material was not what staff desired. I will edit the map accordingly. Other items requested were the"original"special review use application which inadvertently remained in my folder and completed the form with the responses to the flood plain, zone district, total acreage,overlay district geologic hazard and airport notations. In addition,you requested that my signature be notarized(I am a notary). The one item that I am still trying to resolve is the letter from the State of Colorado stating that the proposed accessory use can adequately be served by the existing water well. As I explained and the application narrative describes,this is a business that performs work off-site. The existing water system and septic system is more than adequate to serve the one or two employees who occasionally need to use a restroom.There are only two adults and one child who live at the site.The proposed use is not a use that generates high water or sewage demands. I spoke with the State of Colorado Division of Water Resources who looked up the well permit number. The State asked if the County had reviewed condition number 4. (Copy attached,listing previous owners). This is not a commercial well and the proposed uses are not the type that would place a great demand on the well. Lastly, I mentioned that I will be traveling to Pennsylvania on July 4, 2006 where my wife and I will be settling some family estate property matters. I had hoped that this application would be resubmitted by now,but the few questions that remain may make that difficult to complete the application before I leave. In addition,I am not confident that I will be able to return in time for the bearing on July 1 I,2006. I would request that this hearing be reset for August. I intend to finalize the application before August. I am still hopeful that I will be able to speak with Michelle Martin before I leave and resolve any loose ends.
