HomeMy WebLinkAbout20071158.tiff WELD COUNTY Minutes COMMISSIONERS WELD COUNTY COUNCIL__I APR 18 P 3 f 8 March 19, 2007 tN CDR: 3A2007 RECEIVED The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, March 19, 2007, 6:30 p.m., at the Weld County Planning Department, 918 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President Ginny Buczek, and Councilman Gene Stille were present to constitute a quorum of the members. Councilman John Kivimaki, and Councilwoman Nancy Teksten were excused. Also present: former council member Chip Marks, Public Works Director Pat Persichino, Farmer and Miner reporter Cara O'Brien, and Bev Thomas, council secretary. RECOGNITION OF FORMER COUNCILMAN CHIP MARKS: President Tom Pettit read Council Resolution 163 recognizing Mr. Marks' service to Weld County. Resolution 163 will be adopted by the council when all council members are present. Council President Pettit presented a plaque of appreciation to Mr.Marks. REVIEW PROGRAM: Public Works Director Pat Persichino summarized Weld's snow removal procedures during the recent snowy winter beginning with the severe December 21, 2006 storm. Seventeen snow plow routes and thirty-one motor grader zones were cleared. Mr. Persichino stated for this winter's snow additional resources were added to the normal equipment. Additional resources included six roving graders, two construction graders, six front end loaders, and two bulldozers. The county also contracted a snow blower to clear subdivisions along with numerous pickups and one- ton dump trucks with plows and sanders for parking lot duties. He said the extra cost of the snow removal amounted to $2,011,288., and the expenses were incorporated into the regular Public Works' budget with the trucking and grading portion of the budget taking the biggest hit. Weld County's priority snow removal routes are: emergencies involving human life and safety, national defense (Air Force missile site access roads,) essential dairy-livestock access roads, main arterial roads, school bus routes, mail delivery routes, and remaining collector roads (including subdivisions and unincorporated towns.) Following the snowy winter, the county has spent $120,000. for equipment to deal with future snow. A huge, used, snow blower, costing fifty thousand dollars, has been purchased. This machine will shoot snow over snow banks and onto pastures. For subdivisions three pickups have been mounted with snow blowers, and two weed mowers will also be fitted for snow blowing. County personnel worked extremely long hours during the snow storms and spent many nights on cots set up at the Public Works building. As of March 16, 2007, public works has filled 205 post-snow potholes in 2007. Mortensen, Inc. is building a huge wind farm near Grover and is responsible to keep county roads on an on-going basis to the same standards as the roads were before the project began. Mr. Persichino will be meeting with Mortensen to reinforce this policy. APPROVAL OF AGENDA: The agenda was approved by acclamation. APPROVAL OF MINUTES: Councilwoman Ginny Buczek made a motion to approve the February 12, 2007 council minutes. The motion was seconded and carried. NEW BUSINESS: Correspondence Copies of Weld County demographic information and the Weld County Comprehensive Plan were received for each council member from the Planning Department. Coordinator Reports Weld County's March 1 Strategic Planning Session was reviewed by attendees President Tom Pettit and Councilman Gene Stifle. President Pettit and Councilman Stille also reported ten elected officials were at the March 19 Elected Officials meeting. Payment of the Bills Councilman Gene Stille made a motion to pay the bills as listed: Mileage for President Tom Pettit $20.69 Mileage for Vice President Ginny Buczek $29.76 Mileage for Councilman Gene Stille $19.53 Mileage for Councilwoman Nancy Teksten $ 9.07 The motion was seconded and carried.
