Dear Maggie,
Per our conversation the following is the process that Weld County followed to abandon the
Windsor Shores LEA and Antelope Hills LEA. On May 2, 1994, the Board of Weld County
Commissioners via resolution made the decision to abandon the two LEA's due to the fact the
developments that they were created to serve did not materialize.I worked with Geoff Wither's,
the then Director of the Division of Local Government in DOLA, and Don Sandoval as to the
process to do the abandonment. Since the statute was silent on the abandonment process the
approach agreed to was to follow the process of a municipality,which we had recently done with
the Town of Keota.The process was not to have any action by the governing board for five years,
which we did. It was agreed in 1994 by DOLA that no further action would be required by Weld
County to accomplish the abandonment.
I have discussed this with Don Sandoval today and he has the same recollection of the process.
