Re: Erosion control measures for Waterford Hill PUD (PF-1095)
Dear Mr. Barstow:
Weld County:Public Works Department has received a copy of your-facsimile to Pamela Bailey'
dated March 2, 2007, regarding erosion control at Waterford Hills Planned Unit..Development
(Weld Co. Case No. PF-1095). In this facsimile, a request was made to abandon:the erosion,'
control material previously planned for drainage swales at this site.
The Board of County Commissioners (BOCC) of Weld County, Colorado, approved the Final
Plan for Waterford Hill PUD on August 9, 2006. Weld County Public Works received three (3)
copies of the final construction drawings•stamped, signed, and dated by a registered P.E.
licensed to practice in the State of Colorado. These plans were approved on September 7,
2006. The final approved plan set includes permanent erosion protection for all internal
drainage swales at Waterford Hill PUD. These swales have longitudinal slopes ranging from
.0.75% to nearly 6.0%, with anticipated.100-year flow velocities and shear stresses that exceed
permissible limits for bare soil and dryland seeded areas.
In these September 2006 construction drawings, KBN Engineers proposed permanent erosion
protection for all internal swales that included a turf reinforcement mat (TRM) from North
American Green, specifically identified as product SC250. When installed per manufacturer
recommendations, this product will provide sufficient 100-year erosion protection for all swales
internal to Waterford Hills PUD.
, Weld County Public Works does not agree with the March 2, 2007 facsimile statements that the
combination of ripping, seeding, straw mulch crimping, erosion bales, and erosion logs in the
proposed drainage swales will provide adequate long-term erosion protection for a 100-year
design storm event. These methods are appropriate for short-term, construction-phase erosion
control only. Per the conditions of the BOCC approval of Final Plans, install the SC250 TRM as
shown on the approved KBN construction plans.
