SUBJECT: USR-1566 - RF Holdings LLC
The applicant for USR-1566, RF Holdings LLC do John Moser represented by Lauren Light with Tetra
Tech has submitted the attached documentation.
1. Prior to scheduling a Board of County Commissioners hearing:
A. If applicable, the applicant shall submit a detailed signage plan to the Department of
Planning Services. (Department of Planning Services)
The applicant has submitted the attached letter and illustration dated January 16, 2007
delineating the proposed signage on site. The applicant is proposing
- one 4'x8' metal sign with vinyl letter attached to the fence stating "Renewable Fiber
PO Box 205 Fort Lupton CO 80621 303-857-0763 in case of emergency call: 970-
539-1007"
- on 4'x8' metal sign with vinyl lettering attached to the fence stating "no smoking in
yard"
- One 4'x8' metal sign with vinyl lettering attached to the fence stating "5 mph speed
limit"
B. The location of the dumpster and appropriate screening shall be submitted to the
Department of Planning Services. (Department of Planning Services)
The applicant is proposing that the mulch piles to the south the east, the rail line to the
west and the office building to the north will screen the dumpster. The Department of
Planning Services is not in support of the proposed screening and requests that this
condition be placed as a condition of approval.
C. A Landscaping and Screening Plan shall be submitted to the Department of Planning
Services. At a minimum staff is recommending screening along the north, east and south
side of the property. (Department of Planning Services)
The applicant is proposing a 6' privacy fence to be constructed on the north side of the
property adjacent to County Road 42. The applicant also states in their letter that a
screen fence along the eastern property line would have to be located on the neighbor's
property due to the slop. The neighbor indicated at the Planning Commission hearing
she does not want a screen fence on her property. Screening on the south side of the
property will not provide a buffer due to the size of the mulch piles. The southern
property is currently farmed and there are no residences adjacent to the mulch facility.
The Department of Planning Services agrees with the applicant that fencing along the
western and eastern sides due to topography and the railroad tracks is not practical but
staff does recommend that screening be placed on the south side of the property. The
Department of Planning Services requests that this condition be placed as condition of
approval.

The following items address the conditions that were required prior to scheduling USR-1566 before
the Board of County Commissioners.

RE: Renewable Fiber
To Whom It May Concern:
We would like to make a formal complaint regarding Renewable Fiber. Through the winter months, they have
continued to operate before 7:00 a.m. The beeping of the loader begins about 6:15 to 6:30 a.m. Our bedroom is
100 feet from their operation and do not wish to be awakened early every day. We would like to request that
they abide by the rules to operate in their location as set forth by the board.

Here is the language for USR-1566 — I changed it just a bit to make it a little clearer but that
should do it.

The northern three larger piles and the four smaller piles located directly west of the
neighboring properties shall consist of larger material which can include fibrous materials to
prevent wind blown debris.
