Site Specific Development Plan and Use by Special Review (USR)
Questionnaire
1. Our partner, Marcum Midstream 1995-2 Business Trust recently purchased 80
acres in Section 30 of Township 3 North, Range 65 West of the d' p.m. for the
purpose of drilling a saltwater injection well to a total depth of approximately 9700'
(we plan to inject into the Lyons formation at about 9050' and possibly the
Fountain formation at 9350') and constructing a commercial surface facility to be
operated by Conquest Oil Company.
2. This proposal is consistent with Weld County's comprehensive plan. Once
completed, this will be our fifth water disposal facility in operation in Weld County.
We intend to drill, construct and operate this facility in the same fashion as the
previous four that we operate.
3. This proposal is consistent with the county's zoning requirements.
4. All surrounding areas are zoned for agriculture.
5. A. On a typical day, approximately 15 different truck drivers will visit the site.
B. We normally have two employees on site when trucks are being accepted.
One employee is on site at all times when the pumps are operating.
C. The hours of operation during which we can accept waste water will be
from 7:00 a.m. to 10:00p.m. The pump may run 24 hours per day if
necessary.
D. We are proposing 11 tanks (two 500 barrel oil tanks; one slop tank; two
760 gunbarrel tanks; four 3400 barrel water tanks; and two 800 barrel
clean water tanks). Additionally, we are proposing one building on site
which will house the pumps and office.
E. No animals will be housed at this site.
F. On the average, 15 different transport trucks weighing up to forty tons will
visit the site approximately four times daily.
G. Fire protection for this facility is provided by the Platteville Fire District.
H. We plan to drill a water well for a water source on the property.
We have plans to plumb the office building for three bathrooms.
J. The only items to be stored at the facility are filters as well as chemicals
which are used to treat the water before injection; these chemicals will be
stored on site in accordance with the manufacturers' recommendations.
6. No additional landscaping will be added to the site.
7. When abandoned, the property will be returned to farmland. Equipment and tanks
will be removed and the well will be plugged and abandoned in accordance with
COGCC rules and regulations in effect at the time of abandonment.
8. The existing storm water drainage is adequate and will not be changed.
9. Once approved, the time required to drill the well and complete the facility is
estimated to be 10 months.
10. Waste created at the facility is a direct result of water filtration. This waste
(bacterial residue and particulates) is stored and transported to an approved
waste disposal site. Any other waste material is disposed by the use of trah bins
and hauled away on an as-needed basis.
