RE: HEARING TO ALLOW CITIZEN INPUT ON CDBG GRANT APPLICATION FOR
ACQUISITION OF THE BRIGHTON LIFE SKILLS CENTER/PLATTE VALLEY MEDICAL
CENTER
A public hearing was conducted on September 17, 2007, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated August 30, 2007, and duly published September 5,
2007, in the Fort Lupton Press, a public hearing was conducted to allow citizen input on the
Community Development Block Grant(CDBG)application for acquisition of the Brighton Life Skills
Center/Platte Valley Medical Center. Bruce Barker, County Attorney, made this a matter of record.
Monica Mika, Director of Administrative Services, introduced Jac Cuney, Brighton Economic
Development Corporation, and stated Mr. Cuney will provide a brief overview of the project.
Mr. Cuney expressed his appreciation to the Board for the support of the CDBG Grant which was
approved by the Colorado Department of Local Affairs (DOLA). He stated the building, formerly
known as the Platte Valley Medical Center, is located within the City of Brighton, and will be
remodeled to be utilized as the Lifelong Learning and Resource Center. He further stated the
closing of the property is anticipated for December 4, 2007, and leases are being acquired within
the building. He stated Salud Health Clinic is currently leasing the medical office building, indicated
on the map provided, marked Exhibit A, and the clinic has proposed to expand the use to include
a dental clinic. Mr. Cuney stated the hospital building, identified in the provided map, is
approximately 72,000 square feet in size, and approximately 80 percent of the rental space within
the building has already been committed to Front Range Community College, CSU Colorado,
Adams County Head Start, and the Colorado Workforce Development Commission. He clarified
the Commission will lead a project titled "Project Lead the Way,"which is designed to interest high
school students to pursue educations within the engineering, technology, and mathematic fields.
He further stated the Colorado Department of Labor and Employment is seeking funds to provide
training for abundant needs for skilled nurses. He clarified the uses provided within the building
will provide synergy for the Governor's commitment to realign workforce skills with education, and
the residents of southern Weld County and northeastern Adams County will benefit from the
services provided.

In response to Commissioner Masden, Mr. Cuney stated the available resources will be brought
together to address the needs of work skills within the industry. He further stated the fees charged
for space will be comprised of base rent, tenant finish, and a common area maintenance fee, and
the rates will be extremely reasonable in order to be affordable for non-profit organizations.
Mr.Warden clarified the building is not located within the boundaries of Weld County; however,the
County is participating, since the City of Brighton is an entitlement area which receives a direct
allocation of Community Development Block Grant funds. He clarified the County is participating
because a large number of Weld County residents will be able to utilize the facility for services.
There was no public testimony given. Mr.Warden stated no action is required by the Board. There
being no further discussion, the hearing was completed at 9:40 a.m.

The County of Weld plans to submit a Community Development Block Grant (CDBG)
application to the State of Colorado, Department of Local Affairs. CDBG funds are intended to
provide decent housing,suitable living environments and economic opportunities,principallyfor low
and moderate income persons through rehabilitation and preservation,economic/job development
and public facilities improvements.
The application being considered would request$889,130,for the acquisition of the Brighton
Life Skills Center/Platte Valley Medical Center. It is estimated that approximately 33%of the funds
would benefit low and moderate income persons. Permanent involuntary displacement of
neighborhood persons or businesses is not anticipated. Should it later become necessary to
consider such displacement, alternatives will be examined to minimize the displacement. If no
feasible alternatives exist, required/reasonable benefits will be provided to those displaced to
mitigate adverse effects and hardships. Any low and moderate income housing which is
demolished or converted will be replaced.
A public hearing will be held at 9:00 a.m. on Monday, September 17,2007, in the first floor
hearing room, at 915 10th Street, Greeley, Colorado, to obtain citizen views and to respond to
proposals and questions related to:
• the proposed CDBG application forthe Brighton Life Skills Center(Platte Valley Medical
Center).
• community development and housing needs, including the needs of low and moderate
income persons, as well as other needs in the community that might be addressed
through the CDBG program.
• the performance of the County of Weld in carrying out its community development
responsibilities.
Written comments are also welcome and must be received by 9:00 a.m.on September 17,
