RE: APPROVE REQUEST TO MODIFY CONDITIONS OF APPROVAL#1.6.9 AND#1.J,AND
DEVELOPMENT STANDARD #19 OF USE BY SPECIAL REVIEW PERMIT #1578 -
SHAWN SARCHET
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on April 11, 2007, the Board of County Commissioners approved the
application of Shawn Sarchet, 14016 Weld County Road 32, Platteville, Colorado 80651, for a Site
Specific Development Plan and Use by Special Review Permit#1578 for a Business Permitted as
a Use by Right or Accessory Use in the Commercial or Industrial Zone Districts(conference center,
weddings, wedding receptions, wedding seminars, meetings, life celebrations, reunions, bridal
showers, baby showers, bar mitzvahs, music recitals, wakes, and community gatherings) in the
A (Agricultural) Zone District, for property which is described as Lot A of Recorded
Exemption#1920; being part of the N1/2 NW 1/4/4 of Section 21, Township 3 North, Range 66 West
of the 6th P.M., Weld County, Colorado, and
WHEREAS, Condition of Approval #1.B.9 was approved, to read as follows:
"1.B. The plat shall be amended to delineate the following:
9) This facility shall adhere to the number of on-site parking spaces
indicated in Appendix 23-B of the Weld County Code. The total
number of on-site parking for this facility shall be ninety-eight (98)
spaces, of which four (4) shall be a van accessible handicapped
parking stall, meeting all of the requirements as set forth in the
Americans with Disabilities Act. Further,the applicant shall delineate
curb stops for the parking spaces shown on the Use by Special
Review plat," and
WHEREAS, the Board of County Commissioners heard all the testimony and statements
of those present, studied the request of the applicant and the recommendation of the Weld County
Department of Planning Services and, having been fully informed, finds Condition of
Approval #1.B.9 shall be amended to read as follows:
"This facility shall adhere to the number of on-site parking spaces indicated in
Appendix 23-B of the Weld County Code. The total number of on-site parking for
this facility shall be seventy-five (75) spaces, of which three (3) shall be a van
accessible handicapped parking stall, meeting all of the requirements as set forth
in the Americans with Disabilities Act. Further, the applicant shall delineate curb
stops for the parking spaces shown on the Use by Special Review plat," and

WHEREAS, Condition of Approval #1.J was approved, to read as follows:
"1. Prior to recording the plat:
J. The water system shall comply with the Colorado Primary Drinking
Water Regulations (5 CCR 1003-1). Evidence shall be provided to
the Weld County Department of Public Health and Environment that
the system complies with the Regulations. Alternately,the applicant
can provide evidence that they are not subject to these
requirements. Evidence of such shall be submitted to the Weld
County Department of Planning Services," and
WHEREAS, the Board of County Commissioners heard all the testimony and statements
of those present, studied the request of the applicant and the recommendation of the Weld County
Department of Public Health and Environment and, having been fully informed, finds Condition of
Approval #1.J shall be deleted and the language moved to become Condition of Approval#3.C to
be completed Prior to the Certificate of Occupancy, and reletter accordingly, and
WHEREAS, Development Standard #19 was approved, to read as follows:
"19. As indicated by the application material, the number of employees and
guests per event shall not exceed 175," and
WHEREAS, the Board of County Commissioners heard all the testimony and statements
of those present, studied the request of the applicant and the recommendation of the Weld County
Department of Planning Services and, having been fully informed,finds Development Standard#19
shall be amended to read as follows:
"As indicated by the application material, the number of employees and guests per
event shall not exceed 130."
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Conditions of Approval #1.B.9 and #1.J, and Development Standard #19
for Use by Special Review Permit #1578, on the hereinabove described parcel of land be, and
hereby are, amended as stated above.
BE IT FURTHER RESOLVED that all other Conditions of Approval included in
Resolution #2007-0711, approved on April 11, 2007, remain in full force and effect.

SUBJECT: Reconsideration of Development Standards
USR-1578 for Shawn Sarchet was approved by the Board of County Commissioners on
April 11, 2007 for a Site Specific Development Plan and a Special Review Permit for a
business permitted as a use by right or accessory use in the Commercial or Industrial
Zone District (conference center, weddings, wedding receptions, wedding seminars,
meetings, life celebrations, reunions, bridal showers, baby showers, bar mitzvahs, bat
mitzvahs, music recitals, wakes, and community gatherings) in the A (Agricultural) Zone
District.
The applicant is requesting Development Standard 19 in their letter dated May 13, 2007
be amended to 130 employees and guests because of the design standards set by the
Weld County Health Department for septic system design.
- Development Standard 19 of the approved resolution states, "As indicated by the
application, the number of employees and guests per event shall not exceed 175."
The applicants are requesting this be changed to state the following: "As indicated by
the application, the number of employees and guests per event shall not exceed 130."
Condition 1.B.9 of the conditions of approval state, "This facility shall adhere to the
number of on-site parking spaces indicated in Appendix 23-B of the Weld County Code.
The total number of on-site parking for this facility shall be ninety eight (98) spaces, of
which four (4) shall be a van accessible handicapped parking stall meeting all of the
requirements as set forth in the Americans with Disabilities Act. Further, the applicant
shall delineate curb stops for the parking spaces shown on the USR plat."
The Department of Planning Services is recommend if the number of employees and
guests reduces to 130 the number of parking spaces required for the facility should also
be reduced to 75. Therefore the Department of Planning Services recommends
condition 1.B.9 state, "This facility shall adhere to the number of on-site parking spaces
indicated in Appendix 23-B of the Weld County Code. The total number of on-site
parking for this facility shall be seventy five (75) spaces, of which three (3) shall be a
van accessible handicapped parking stall meeting all of the requirements as set forth in
the Americans with Disabilities Act. Further, the applicant shall delineate curb stops for
the parking spaces shown on the USR plat."
The Weld County Department of Planning Services is recommending approval of the
applicants request to modify conditions 1.B.9 and development standard 19.

Environmental Health Services is requesting that the Condition Prior to Recording the Plat: 1J
that deals with Compliance with the Colorado Primary Drinking Water Requirements, be moved
to Condition Prior to Certificate of Occupancy: 3C and renumber accordingly. The
construction of the well is not complete at this time. The applicant's would like to record the plat
to allow them to get the necessary building permits to continue with construction on the site.

This letter is to request that the Use by Special Review Permit# 1578 be amended by
modifying line(19)nineteen of the development standards as follows: As indicated by
the application material,the number of employees and guests per event shall not exceed
130. The need for the change from 175 to 130 is due to the design standards set by the
Weld County Health Department for septic system design. The septic system must be
designed to stay under a flow rate of 2,000 gallons per day,i.e. 15 gallons per person
time's 130 people equals 1950 gallons per day. We appreciate your addressing this issue
and please do not hesitate to call me with any further questions or needed information
regarding this matter.
