Good Morning Jenny,
Sorry for the confusion about this Development Standard. Let's simplify this statement to read as follows:
"Access to the site shall be from Weld County Road 39. Transport trucks weighing up to 40 tons will visit the site
approximately 60 to 70 times daily, and less on weekends. The applicant shall be responsible for the
maintenance/repair of any damages related to the facility and truck trafifc on WCR 39 from the entrance
extending 1 mile north and WCR 28 from the entrance extending 1 mile east."
Please let me know if this is sufficient rewording of the Development Standard #23.

I'm finalizing the draft Resolution, and I just need a little clarification regarding the language of Development Standard#23
for this case.
"Access to the site shall be from Weld County Road 39. The designated haul route shall be on County
Road (??) with the agreement 1 mile north on County Road 39 and extending 1 mile east on County
Road 28. Transport trucks weighing upto 40 tons will visit the site approximately 60 to70 times daily,
and less on weekends."
Could you name the road that is the designated haul route, and clarify a little more what the language highlighted in blue is
referring to? It's not easily understandable as it stands.

Hi, Kim -
Concerning USR 1604 (Conquest Oil) . . . if you remember, at the PC hearing, it appeared that the
— applicant was going to work with the neighbors to address their concerns. We did meet that next week
with Jim Goddard and we presented a list of requests. Jim said he would take the requests to the owners
and get back to us.
Despite many phone follow-up calls from me to Jim, we have not heard anything back. Since we are
getting close to the BOCC hearing date, the neighbors have decided to take their requests directly to
you. We will also be presenting them at the hearing. I have attached them in a Word document.
Please let me know what else I need to do -- I would really like to address this with the applicant before
the hearing, if possible. Can you help make that happen?
If that cannot happen, can you help facilitate serious consideration of the requests by the commissioners
at the June 6th hearing?

USR 1604: Conquest Oil Injection Well
Neighbors Request List
Move offload pad, offload pumps and well pump as far south as possible(current planned location is more to the
north).
Trees along northern border(maybe the eastern border)to soften commercial appearance and dampen noise
Pump house garage doors faces east and west(drive-through garage)
Earlier/reduced hours of truck unloading(6am- 8pm)
No jake-brakes as trucks slow to turn into property
Hotel for Brunson family during initial drilling and during subsequent workovers
Better review of the traffic design, to include acceleration and de-acceleration lanes (four lanes total, two each
direction?) and the blindness of the corner(maybe remove the crown in the road?)
Robust fugitive dust management plan(blowing dust is a major problem in this area) --during construction and
post-construction
-Extend pavement all the way to offload pad
-Use of mag chloride
-Use of plants(grass?)to control dust in areas disturbed during construction
Voluntary compliance with state laws on maximum permissible noise levels in the residential zone limits
(50/55db)on the northern border of the property--may require trees and/or temporary fences.

- Size of development& commercial appearance creates an eyesore
-Noise from the trucks: from early to late, 7 days/week

Request: The formalization of verbal agreements between the neighbors and Jim Goddard of Conquest Oil by
inclusion in the development standards:
1)Plant and maintain trees along the entire northern border of the 80 acres(not just the 35 acres)
2)Move pump-house garage doors from the north/south sides to the east/west sides
3)The west pump-house garage door to be kept closed the vast majority of the time
4)No use of jake-brakes by trucks coming into the facility
Request: Formally impose the following requirements by inclusion in the development standards:
5)Stop truck unloading by 7pm(truck unloading could start as early as 6am without issue since farmers/ranchers
get up early)
6) 10-foot fence along the entire northern border of the 80 acres--preferably tan vinyl
al 7)No use of the unimproved section of WCR-28 running along the southern edge of the property by trucks
coming into the facility
8)Compliance with state laws on maximum permissible noise levels in residential zones(50/55 db)on the norther
border of the property
9)Pavement on the entire length of the driveway,from WCR-39 to the truck-offload pad
Request: Require further investigation(and development of management plans?)around these concerns:
10)The road design of the corner,the property's ingress/egress,emergency roads,and--most importantly--the
acceleration AND de-acceleration in BOTH directions
