See attachments for detailed documentation supporting the following items. Roadway and Drainage Modifications— It was determined during the final design phase that raising the roadway elevation grade for placement of a bridge at Little Dry Creek would create a major impact on existing wetlands. The resulting impact costs were estimated to be$600,000.The 3OCC approved not raising the grade and was supported by Dacono. The consultant revised the plans for each option reviewed including alignments and drainage impacts in the an Right-of-Way Plans and Legal Descriptions—Added work to provide photomap drawing necessary for ROW acquisition and appraisal. Modifications to Right-of-Way plats to meet construction needs. Added Surveys and Profile Revision SH 52—Changes in existing conditions since original survey was made in 2004,additional surveys were needed to finalized the design of the intersection of SH 52 and WCR 13 and the intersection of WCR 13 and WCR 8, This information helped reduce the anticipated construction cost on 511 52 by reducing the profile grade. Antiefpated/Uaantieipated Costs for Environmental and Other — Adding Federal Funds (Congestion Relief) to the Intersection of SE 52 and WCR 13 required additional environmental reporting beyond the original scope of work. AddItional Contract Time—Time was lost as a result of the above mentioned services as well as time lost in separating this project into two individual projects and introducing Federal Funds. Time was also lost due to Frederick deciding what final design would encompass with their portions of the project. Overall,a total of 564 calendar days were spent making adjustments. What options exist for the Board? (Include consequences,Impacts,costs, etc.of options) The Board can either accept or not accept Change Order No. 2 for the additional design services. Not accepting this CO No.2 would most likely result in inaccurate construction and Right-of-Way plans which will increase construction costs and delay Right-of-Way acquisition. Recommendation to the Board: I recommend approval of Change Order No.2 as these services will save the approximately$140,000 in construction and $50,000 in utility relocation costs;and would keep the project on schedule to begin construction this year. The engineering consulting firm Felsberg, Holt and Ulliveg(FHU) was selected as the consultant for the project to provide engineering design services. Owner: Weld County, Colorado Consultant: Felsberg,Holt and Ulliveg, 6300 South Syracuse Way, Suite 600,Centennial,CO 80111 The following change is hereby made to the Contract Documents: o Additional services to the original Scope of Work were required. Additional services included: Roadway and Drainage modifications of WCR 13 at Little Dry Creek—deletion of bridge and at SH 52 change profile to reduce construction cost. $47,391.25 Additional work to provide Right-of-Way and Easement Photomaps, and legal description modifications. $12,231.58 Additional Environmental clearance miscellaneous contingencies $5,000.00 required by CDOT Total Increase Cost $64,622.83 CHANGE TO CONTRACT PRICE: Original Contract Price: $ 459,928.05 Current Contract Price adjusted by previous Change Order: $ 505,028.05 The Contract Price due to this Change Order will be increased by: $ 64,622.83 The new Contract Price, including this Change Order, will be$ 569,651.68 CHANGE TO CONTRACT TIME: o Additional time to the original Scope of Services were required.
