Home My WebLink About20070591.tiff RESOLUTION RE: APPROVE AMENDMENT TO INTRAGOVERNMENTAL PURCHASE OF SERVICES AGREEMENT FOR THE BUILDING HEALTHY MARRIAGES PROJECT AND AUTHORIZE CHAIR TO SIGN - WELD COUNTY DEPARTMENT OF HUMAN SERVICES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Amendment to the Intragovernmental Purchase of Services Agreement for the Building Healthy Marriages Project between the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Social Services,and the Weld County Department of Human Services, Family Educational Network of Weld County, commencing January 1, 2007, and ending September 30, 2007, with further terms and conditions being as stated in said amendment, and WHEREAS,after review,the Board deems it advisable to approve said amendment,a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,ex-officio Board of Social Services,that the Amendment to the Intragovernmental Purchase of Services Agreement for the Building Healthy Marriages Project between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Social Services,and the Weld County Department of Human Services, Family Education Network of Weld County, be, and hereby is, approved. Griego, Director, Social Services J LS,I a (j11.� RE: Building Healthy Marriages Project Amendment of Intra- Governmental Agreement Between the Weld County Department of Social Services and the Weld County Division of Human Services Enclosed for Board approval is a Building Healthy Marriages Project Amendment of the Intra- Governmental Agreement between the Weld County Department of Social Services (Department) and the Weld County Division of Human Services. This Amendment was reviewed at the Board's Work Session of March 5, 2007. The major provisions of the Amendment are as follows: I. lincreases the reimbursement level of the Agreement from $788,955 to $923,732,to fund Human Services/FENWC support, personnel, and overhead costs. The monies for this increase will be provided by the Department's the Colorado Works allocation budget. 2. Clarifies the eligibility of couples to be provided services. All other aspects of the original lntra-Governmental Agreement remain the same including the term of the Agreement from January 1, 2007 through September 30,2007. If you have any questions, please telephone me at extension 6510. 2007-0591 Contract No. PY07-BHM-AMENDMENT 01 BUILDING HEALTHY MARRIAGES PROJECT AMENDMENT OF INTRA-GOVERNMENTAL PURCHASE OF SERVICES AGREEMENT THI,AMENDMENT OF INTRA-GOVERNMENTAL AGREEMENT is made and entered into this 7—day of Ala re it , 2007, by and between the Board of County Commissioners of the County of Weld, State of Colorado, sitting on behalf of the Weld County Department of Social Services, hereinafter referred to as"Social Services", and Weld County Department of Human Services on behalf of Family Education Network of Weld County, hereinafter referred to as"FENWC." WITNESSETH: WHEREAS, Social Services and FENWC entered into an Intra-Governmental Agreement, PY07- BHM, on February 7, 2007,to provide the delivery and administration mechanism for the Building Healthy Marriage Project through Social Services, as the Weld County grant administrator of the Federal Demonstration Grant, and FENWC, as the lead agency, and that would require FENWC to meet the requirements of the Federal Marriage Education Demonstration grant and the provisions of a Community Investment Program under the Colorado Works Program; and WHEREAS, Social Services recognizes the need to increase the support and direct service capacity of FENWC to meet its responsibility as the lead agency for the project by adequately funding personnel and overhead costs and by further defining the eligibility of couples to be served by the Building Healthy Marriage and WHEREAS, FENWC desires to meet the lead agency service needs of Social Services. NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the parties hereto agree as follows: 1. Agreement Provision 2, SERVICES PROVIDED BY FENWC,Item B, Intake, assessment, and enrollment, shall be amended as follows: "1) Intake, assessment, and enrollment of: a) Eligible low-income(200%of poverty level); and b) For marriage education and related services, married couples; or c) For premarital inventories and related activities, couples; or d) For emergency funds under Item 3, H, married couples with children who otherwise would qualify under child welfare definitions including married couples with child(ren)under the age of 18; married couples with child(ren)who are developmentally disabled under the age of 21; or those couples who are expecting a child for purposes of gaining access to marriage education; or" 2. Agreement Provision 3, COMPENSATION, shall be amended to increase funding as follows: "Social Services agrees to pay FENWC for professional and educational services Page 1 of 2 Contract No. PY07-BHM-AMENDMENT 01 pursuant to this Agreement at a sum of$923,723, which includes $866,318 from the Federal Marriage Education Demonstration Grant and Colorado Works, according to Exhibit B, and $57,405 from the Colorado Works, Community Investment Fund, according to Item 3, H." 3. Exhibit B, Building Healthy Marriages Project Budget, shall be amended to include additional support and direct service personnel and overhead adjustments. The amended Exhibit B is attached. 4. This Amendment,together with the original Building Healthy Marriages Intrra- Governmental Agreement, constitutes the entire understanding among the parties with respect to the subject matter hereof, and may not be changed or modified except as stated in the Intra-Governmental Agreement.
