HomeMy WebLinkAbout20071619.tiff 44,e,„„ MEMORANDUM hiDeTO: Board of County Commissioners May 23, 2007 COLORADO FROM: Jacqueline Hatch SUBJECT: 3r°AMUSR-1002 Cannon Land Company/ Encana Oil and Gas Inc The applicant for 3r°AMUSR-1002, Cannon Land Company/ Encana Oil and Gas Inc c/o Rodney Barnes and William Crews have not completed the items outlined below to be addressed prior to the Board of County Commissioners. The applicant is working on satisfying the following items. The Department of Planning Services is requesting that these three items be moved to prior to recording the plat. 1. Prior to scheduling a Board of County Commissioners hearing: A. The applicant shall submit a detailed Signage Plan to the Department of Planning Services. The applicant shall review the sign code in Sections 23-4-60 through 23-4-120 including appendices 23-C, 23-D and 23-E of the Weld County Code. (Department of Planning Services) The applicant has stated in the Planning Commission hearing that they not proposing any new signs on site. Staff is asking that the existing signs on site be shown on the plat. B. The applicant shall submit a Landscape/Screening Plan in compliance with Section 23-2- 240.A and 23-3-350.G and H of the Weld County Code and demonstrate how the proposed plant material will be watered to the Department of Planning Services. (Department of Planning Services) The applicant has stated in the Planning Commission hearing that they are not proposing any new screening or landscaping on site. Staff is asking that this be shown on the plat. C. The applicant shall either submit a copy of an agreement with the property's mineral owner/operators stipulating that the oil and gas activities have been adequately incorporated into the design of the site or show evidence that an adequate attempt has been made to mitigate the concerns of the mineral owner/operators. Drill envelopes can be delineated on the plat in accordance with the State requirements as an attempt to mitigate concerns. The plat shall be amended to include any possible future drilling sites. (Department of Planning Services) There are two mineral owners on site Kerr McGee and Anadarko. The Department of Planning Services has attached a letter from Kerr McGee dated February 20, 2007 stating that acknowledges and support the development. The applicant still needs to address Anadarko on site. D. The applicant shall address the requirements (concerns) of State of Colorado Division of Water Resources, as stated in the referral response dated December 22, 2006. Evidence of such shall be submitted in writing to the Department of Planning Services. (Department of Planning Services) The applicant will need to provide the Department of Planning Services and the Department of Public Health and Environment evidence of an adequate water supply on site.
