Show Cause Hearing, PCSC25-0014, Concerning Permit for Home Occupation
Class II, ZPHB16-0015 — Santos Vega and Luz Yadira Vega
A public hearing was conducted on January 7, 2026, at 10:00 a.m., with the following
present:
Commissioner Scott K. James, Chair
Commissioner Jason S. Maxey, Pro-Tem
Commissioner Perry L. Buck
Commissioner Lynette Peppier
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Jess Reid
Deputy County Attorney, Karin McDougal
Department of Planning Services Representative, Molly Wright
The following business was transacted:
I hereby certify that pursuant to a Notice dated December 23, 2025, and duly published
December 26, 2025, in the Greeley Tribune, a public Show Cause hearing was conducted
to determine whether good cause exists for the revocation of Zoning Permit for Home
Occupation Class II, ZPHB16-0015, held by Santos Vega and Luz Yadira Vega.
Karin McDougal, Deputy County Attorney, made this a matter of record.
Molly Wright, Department of Planning Services, indicated the permittee was not present
and requested a continuance. In response to Chair James, Ms. Wright stated she had not •
heard from the permittees.
Chair James acknowledged three (3) people were present, presumably to speak
regarding the case, and sought the guidance of legal counsel. Ms. McDougal relayed the
permittee should be present and the people in attendance could speak to the continuance
only, not regarding the violation.
Commissioner Maxey expressed frustration the permittees were not present, given the
hearing was properly noticed, and they did not communicate their absence to Ms. Wright.
The Board discussed possible dates for a continuance.
Barbara Varra, surrounding property owner, stated she believed since the permittees had
adequate notice the Board should make a decision without them being present.

Ms. McDougal reiterated the permittees had a right to be heard and present evidence in
the case.
Commissioner Ross moved to continue the matter to January 26, 2026, at 10:00 a.m., to
allow the permittee to be present. The motion was seconded by Commissioner Peppier,
and it carried unanimously. There being no further discussion, the hearing was completed
at 10:06 a.m. (Clerk's Note: Teams recording start timestamp 4:48)
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 26th day of January, A.D., 2026:
