Approve Agreement Renewal of Community Service Funding for Animal Control
Services and Authorize Chair to Sign - NOCO Humane
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with an Agreement Renewal of Community
Service Funding for Animal Control Services between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Sheriffs Office, and NOCO Humane, commencing January 1, 2026, and ending
December 31, 2026, with further terms and conditions being as stated in said agreement
renewal, and
Whereas, after review, the Board deems it advisable to approve said agreement renewal,
a copy of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that Agreement Renewal of Community Service Funding for Animal Control
Services between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Sheriff's Office, and NOCO
Humane, be, and hereby is, approved.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign
said agreement renewal.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 22nd day of December, A.D., 2025:

Brief description of the problem/issue:
The Weld County Sheriffs Office has an agreement with NOCO Humane to provide animal shelter services for
Weld County. The County agreed on rates for the initial period of October 2, 2023, through December 31, 2024.
The agreement was set up to renew automatically after the initial period unless either party served notice in
writing that the rates needed to change, or any other change to the agreement was necessary.
In April of 2025 NOCO Humane had an in-person meeting with WCSO staff and informed us that they were
considering a rate increase of 10%. No official written notification was received until December 8, 2025.
The original rates of the agreement were as follows:
$400 for a stray not reclaimed
$240 for a stray that is reclaimed
$100 for animal surrendered
$500 for rabies quarantine.
NOCO Humane is requesting a rate increase as follows
$440 for a stray not reclaimed
$264 for a stray that is reclaimed
$110 for animal surrendered
$550 for rabies quarantine.
A copy of the original agreement is attached for your reference.
What options exist for the Board?
Consequences: Denial of this request would force the County to find another option.
Impacts: This agreement is crucial to making sure that stray animals are safely and humanely
removed from the community. Without an agreement like this,there will be no avenue for Animal
Control to act.
Recommendation:
The WCSO recommends that we accept the rate increase requested by NOCO Humane, as this is a necessary
service for Weld County residents, and no matter where we send the animals, we will need to pay for those
services.

CONTRACT AGREEMENT RENEWAL BETWEEN THE WELD COUNTY SHERIFF'S OFFICE AND NOCO
HUMANE
This Extension/Renewal Agreement("Renewal"), made and entered into this2Z day of
December, 2025, by and between the Board of Weld County Commissioners and the Weld County
Sheriff's Office, hereinafter referred to as"Weld County"or"the County", and NOCO Humane, a
Colorado nonprofit corporation with a principal place of business at 3501 E 715t St, Loveland, CO 80538,
hereinafter referred to as "NOCO Humane". Collectively,Weld County and NOCO Humane are referred
to as "the Parties".
WHEREAS the Parties entered into an agreement(the "Original Agreement") identified by the
Weld County Clerk to the Board of County Commissioners as contract ID#7535, approved on
11/01/2023;and
WHEREAS, pursuant to the terms of the Original Agreement,the contract was automatically
renewed for 2025;and
WHEREAS,the Parties now wish to renew the Original Agreement with a new fee schedule for
services rendered to Weld County by NOCO Humane in 2026 and beyond.
NOW THEREFORE, in consideration of the premises,the Parties hereto covenant and agree as
follows:
1. Section III.D.a. in the Original Agreement is modified to read:
D. Fees payable to NOCO Humane The County will pay NOCO Humane fees for the services
provided under this Agreement as follows:
a. Beginning January 1, 2026,the County shall pay the following to NOCO Humane
subject to approved funding:
i. $440 per stray animal not reclaimed by its owner.
ii. $264 per stray animal reclaimed.
iii. $110 per animal surrendered by a resident of the unincorporated areas of
Weld County.
iv. $550 additional fee for each animal held under a rabies quarantine.
Additionally,the County shall pay a $20/day surcharge for each dog on a long
term impound that is required by the Colorado Pet Animal Care Facilities Act
to have two runs.
v. NOCO Humane may retain, as additional compensation, all impound fees
collected by NOCO Humane from individuals whose animals are released from
impound by Weld County at NOCO Humane.

2. This Renewal,together with the Original Agreement,constitutes the entire understanding
between the Parties.
3. All other terms and conditions of the Original Agreement, including the automatic renewal
terms, remain unchanged.
IN WITNESS WHEREOF,the parties hereto have duly executed the Agreement as of the day, month, and
year first written above.
