The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
December 6, 1984, at 1 :45 p.m.
ROLL CALL
The following members were present in person: President Ralph Waldo,
Vice President DeAnn Emerson, Don Elliott, and Bill Rupp. Also present at
all or part of the meeting were newly elected Commissioners Gordon Lacy
and Frank Yamaguchi and Councilmen Nels Nelson and Doris Williams, three
members of the press, and the Council secretary.
MINUTES
Bill Rupp made a motion that the minutes of November 1 , 1984, be approved
as written. DeAnn Emerson seconded the motion and it passed unanimously.
PRESENTATION OF PLAQUES/RESOLUTIONS
A resolution expressing appreciation to outgoing Council member Don A.
Elliott was read. DeAnn Emerson made a motion that the resolution be adopted.
Bill Rupp seconded the motion and it passed unanimously. A plaque was presented
to Mr. Elliott.
A resolution thanking DeAnn Emerson for her services on behalf of the
Council was read. Bill Rupp moved that the resolution be adopted. Don Elliott
seconded the motion and it passed unanimously. A plaque was also presented to
Mrs. Emerson.
Patricia Anderson resigned from the Council effective November 15. A
resolution acknowledging her efforts was read. DeAnn Emerson made a motion
that the resolution be adopted. Bill Rupp seconded the motion and it passed
unanimously. A plaque will be forwarded to Mrs. Anderson as she was not in
attendance.
ADDITIONS AND/OR DELETIONS
A bill from Vicky Sprague for coffee supplies of $4.11 was added to the
agenda.
APPOINTMENTS
The President reminded the Councilmen of their upcoming appointments. Bill
Rupp volunteered to attend the elected officials' meeting on December 10.
CORRESPONDENCE
The President made the Correspondence File available for the individual
review of Council members.
REPORTS
The Council received a report from the Finance Department detailing the
status of the Commissioners' repayment of salaries.

UNFINISHED BUSINESS
Answers to the 48 questions regarding the County Engineering Department
were received by the Council shortly before meeting time. Bill Rupp made a
motion to continue this item over to the January or February meeting so that
the Councilmen would have an opportunity to review the material . Don Elliott
seconded the motion and it passed unanimously. Bill Rupp also moved that the
Commissioners be formally thanked for their response. Ralph Waldo seconded
the motion and it passed unanimously.
DeAnn Emerson made a motion that the 1985 contract between the Council and
Hyland Associates be adopted as read. Don Elliott seconded the motion and it
passed unanimously.
NEW BUSINESS
DeEmerson made a motion that the November bills be paid. Bill Rupp
seconded the motion and it passed unanimously.
DeAnn Emerson stated that she would like to take the opportunity to thank
the people of Weld County for allowing her to represent them on the Council .
She also offered her support to the incoming Councilmen and Commissioners.
Don Elliott said that he would like to repeat Mrs. Emerson's comments
and added that involvement in the Council had been very educational for him.
RECESS
The Council recessed at 2:00 p.m. to interview candidates for the District
III Council position. The Council reconvened at 3:35 p.m.
VOTE
The Council voted by secret ballot to appoint Sidney A. Morehouse to fill
the District III position vacated by Patricia Anderson. Votes were counted by
the Council secretary and verified by Bill Rupp.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 3:45 p.m. , on December 6, 1984.
The next scheduled meeting is January 3, 1985, at 1 :45 p.m.

The Weld County Council , in accordance with the Weld County
Home Rule Charter, has appointed Sidney A. Morehouse to fill a
Council vacancy in District III. Mr. Morehouse is from the
Longmont area and is an investigator for the Colorado Department
of Labor and Employment. Mr. Morehouse will replace Patricia
Anderson who resigned effective November 15. This term of office
expires December 31 , 1986.

subject Audit Questions
The Council would like to thank you for providing the
answers to the 48 questions concerning the Road and
Bridge audit.
Discussion of these answers was tabled until the next
meeting so that the Councilmen will have an opportunity
to review them.
