HomeMy WebLinkAbout20083421.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR HEAD START AND MIGRANT/ SEASONAL HEAD START PROGRAMS AND AUTHORIZE CHAIR TO SIGN - WELD COUNTY SCHOOL DISTRICT RE-4 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for the Head Start and Migrant/Seasonal Head Start Programs between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Family Educational Network of Weld County, and Weld County School District RE-4,commencing December 1,2008,and ending December 31,2009,with further terms and conditions being as stated in said memorandum, and WHEREAS, after review, the Board deems it advisable to approve said memorandum, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for the Head Start and Migrant/ Seasonal Head Start between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Human Services, Family Educational Network of Weld County, and Weld County School District RE-4 be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said memorandum. The purpose of this Memorandum of Agreement is to: a. Establish, foster and facilitate collaboration and provide working procedures between School District 4 and FENWC in the delivery of services related to Colorado Preschool Program and Head Start eligible children. b. Define potential services and activities provided by each agency. c. Ensure that each Agency cooperatively maintains communication and shares leadership responsibilities at the local level to ensure that available resources are utilized in the most effective manner. d. Ensure that cooperative arrangements between School District 4 and FENWC are developed, implemented and preserved. The term of this Agreement is from December 2008 through December 2009. If you have questions, please give me a call at extension 6510. 2008-3421 MEMORANDUM OF UNDERSTANDING BETWEEN WELD COUNTY SCHOOL DISTRICT RE-4AND FENWC HEAD START AND MIGRANT AND SEASONAL HEAD START This Agreement is between Weld County School District RE-4 (hereinafter referred to as LEA) and the Weld County Department of Human Services' Family Educational Network ( FENWC ) Head Start and Migrant and Seasonal Head Start (hereinafter referred to as FENWC), for the period of December 2008 through December 2009. Purpose The purpose of this Agreement is to establish, foster and facilitate collaboration and provide working procedures between the LEA and FENWC in the delivery of services related to Colorado Preschool Program and Head Start eligible children. II. Partnership Requirement Head Start programs are mandated to have formal partnership agreements with local education agencies in regard to identifying and serving pre-kindergarten children. Local level agreements should define relationships and specify areas of collaboration which are most appropriate to local situations. III. The intent of this Agreement is to: • Define potential services and activities provided by each Agency. • Ensure that each Agency cooperatively maintains communication and shares leadership responsibilities at the local level to ensure that available resources are utilized in the most effective manner. • Ensure that cooperative arrangements between the LEA and FENWC are developed, implemented and preserved. IV. Responsibilities of FENWC 1. Provide public information dissemination and access to programs for families contacting Head Start or the preschool program. 2. Recruit, enroll, and serve, to the extent possible and feasible, eligible Regional Head Start children ages 3 — 5 and Migrant and Seasonal Head Start children ages 6 weeks through 5 years whose families wish to place them in FENWC Head Start centers, including working parents. 3. Screen all Head Start enrolled children within 45 days for Regional Head Start and within two weeks for Migrant and Seasonal Head Start of enrollment for potential health problems and/or developmental delays. FENWC will invite LEA staff to participate in screenings. FENWC will participate in Child Find Activities under Part B, of IDEIA, including but not limited to, participation in staffing/ IEP development meetings, annual reviews and transition planning, and refer children to School District Child Find Coordinator to obtain appropriate determination of eligibility for children with disabilities and/or significant developmental delays. 4. For Head Start-enrolled children, coordinate the development of the IFSP/IEP identified with a disability and/or significant developmental delay based on evaluation FENWC/RE-4 pg.2 information. The IFSP/IEP interdisciplinary team that includes FENWC interdisciplinary staff, LEA interdisciplinary staff and the parents/guardians of the child will complete IFSP/IEP development. IFSP/IEP meetings will be held at a location and time convenient for all the interdisciplinary team members. Copies of the IEP will be made available to LEA, FENWC and the parents in English and the preferred language of the family. Based on the IFSP/IEP interdisciplinary team determination, children will be placed in the least restrictive environment. 5. Assist in seeking out resources in the community for Colorado Preschool Program and Head Start eligible children and their families as needed, including services to meet the needs of working parents. 6. Work collaboratively with the LEA to develop and implement cooperative staff training opportunities including educational activities, curricular objectives and/or instruction to increase knowledge and ability to provide quality services to Colorado Preschool Program and Head Start eligible children. This may include such topics as academic content standards, instructional methods, curricula, and social and emotional development, provided by FENWC and/or the technical assistance center, and sharing the use of facilities and other program elements. 7. Assist the LEA with communication and parent outreach for smooth transitions to kindergarten. V. Responsibilities of LEA 1. Locate, identify and evaluate children within their jurisdiction who may be eligible for early childhood education and related services, including highly mobile children, private school children and homeless children. 2. Refer identified Head Start eligible children to FENWC for possible services. 3. Provide comprehensive evaluations of children with suspected disabilities or significant developmental delays by appropriate personnel using appropriate instruments, and provide comprehensive evaluations on children who may require special evaluations. 4. Work collaboratively with Head Start to develop and implement cooperative staff training opportunities to increase knowledge and ability to provide quality services to Colorado Preschool Program and Head Start eligible children. VI. COUNTING AND REPORTING LEA and FENWC will have systems and timelines for counting and reporting children. VII. TRANSITION PLANNING In an effort to provide for a smooth transition from the preschool setting to a public school setting the following will occur: 1. For Head Start enrolled children, prior to the child entering the public school setting, the pre-school staff and the child's elementary teacher will meet to share strategies. FENWC/RE-4 pg.3 Transition plans will be developed jointly, and in the case of children with disabilities, at an IEP meeting or Annual Review, which takes place prior to the transition meeting when the student exits from the FENWC to the public school setting. 2. Information to parents regarding the differences in service delivery will be provided jointly during the Transition Staffing of the child from FENWC to the public school setting. VIII. CONFIDENTIALITY Consent for Release of Information Forms that will assist FENWC and LEA in providing optimal services will be generated and signed as each child is identified in accordance with the Family Education Privacy Rights Act and the Health Insurance Portability and Accountability Act. IX. MODIFICATION OF AGREEMENT 1. All modifications to this agreement shall be in writing and signed by both parties.
