RE: APPROVE AMENDMENT TO GRANT AWARD FOR 2007 LAW ENFORCEMENT
TERRORISM PREVENTION PROGRAM AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Grant Award for the
2007 Law Enforcement Terrorism Prevention Program between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Northeast All Hazards Region,and the Governor's Office of Homeland Security,commencing upon
full execution, with further terms and conditions being as stated in said amendment, and
WHEREAS,after review,the Board deems it advisable to approve said amendment,a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Amendment to the Grant Award for the 2007 Law Enforcement
Terrorism Program between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Northeast All Hazards Region, and the
Governor's Office of Homeland Security, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 26th day of November, A.D., 2008.

1. PARTIES
This Amendment to the above-referenced Original Contract (hereinafter called the Contract) is
entered into by and between Weld County(hereinafter called "Contractor"), and the STATE OF
COLORADO (hereinafter called the"State") acting by and through the GOVERNOR'S OFFICE OF
HOMELAND SECURITY, (hereinafter called the"OHS").
2. EFFECTIVE DATE AND ENFORCEABILITY
This Amendment shall not be effective or enforceable until it is approved and signed by the Colorado
State Controller or designee (hereinafter called the "Effective Date"), but shall be effective and
enforceable thereafter in accordance with its provisions. The State shall not be liable to pay or
reimburse Contractor for any performance hereunder, including, but not limited to costs or expenses
incurred, or be bound by any provision hereof prior to the Effective Date.
3. FACTUAL RECITALS
The Parties entered into the Contract for the purpose of distributing federal Homeland Security funds
to enhance preparedness under the Public Safety Interoperability Grant Program.
4. CONSIDERATION
Consideration for this Amendment consists of the payments to be made hereunder and the
obligations, promises, and agreements herein set forth.
5. LIMITS OF EFFECT
This Amendment is incorporated by reference into the Contract, and the Contract and all prior
amendments thereto, if any, remain in full force and effect except as specifically modified herein.
6. AMENDMENTS.
The Contract and all prior amendments thereto, if any, are modified as follows:
a. Change(s)to Grant Award
$9,500.00 moved from the Exercise solution area to the Training budget line item.
b. Reason(s)for Changes
This movement of funds is based on reassessment by the region at the need for additional training
before an exercise is conducted.
c. Authority for Amendment
Governor's Senior Advisory Committee approval was granted for this Amendment.

7. EFFECTIVE DATE OF AMENDMENT
The effective date hereof is upon approval of the State Controller or their designee, or 11/24/08,
whichever is later.
8. ORDER OF PRECEDENCE
Except for the Special Provisions, in the event of any conflict, inconsistency, variance, or
contradiction between the provisions of this Amendment and any of the provisions of the Contract,
the provisions of this Amendment shall in all respects supersede, govern, and control. The most
recent version of the Special Provisions incorporated into the Contract or any amendment shall
always control other provisions in the Contract or any amendments.
9. AVAILABLE FUNDS
Financial obligations of the state payable after the current fiscal year are contingent upon funds for
that purpose being appropriated, budgeted, or otherwise made available.
THE PARTIES HERETO HAVE EXECUTED THIS AMENDMENT
* Persons signing for Contractor hereby swear and affirm that they are authorized to act on Contractor's
behalf and acknowledge that the State is relying on their representations to that effect.

Award Period: 10/12/07-10/31/09
Within the Northeast Region FY2007 LETPP award the Logan County Sheriffs Office was originally
awarded $9,500 (Line Item 21)for Planning& Exercise.This award fit into the Responder Safety and
Health Capability and was included in the FY2007 Responder Health & Safety Initiative and Investment
Justification. An initial meeting with the Logan County Sheriffs Office was held to determine the
activities that would be associated with this project.After this meeting it was determined that additional
training would be needed within the Sheriffs Office and Logan County before an exercise program was
initiated. In addition to training in the Homeland Security Exercise & Evaluation Program the Sheriffs
Office wishes to pursue training in CBRNE operational & management areas and to meet NIMS
compliance within the county. Funds will be used to host trainings within the county. Anticipated
expenses include the cost of supplies, facilities,trainers and fees associated with bringing classes to the
county.

Sorry it took a couple of days to get back to you...
The county number stuck to the side of the instrument is 05450127...1 apologize if that is not what I gave you earlier. This
is a Gas Chromatograph/Mass Spectrometer and it is currently NOT being used for anything (hasn't been for several
years). We have an upgraded model that was purchased in 2002. I do not know why this wasn't taken off of our inventory
or given to the college years ago...but I am asking now.
While we are at this - I also have an FTIR (Fourier Transform Infrared Spectrophotometer...there is a reason we use
abbreviations)with the county number 05420007 that quit working last year and was replaced this year with a new model.
I would like this off of our books as well. I will be throwing this machine away...unless you know anybody in the market for
a boat anchor.

Larry purchased a pyrolysis probe (county part number 05450128) back in 2001 for the old GC/MS...this is for analyzing
paints-a practice that is no longer done in this laboratory. I would like it to go with the equipment to UNC.

Barb—
I discussed the Cash Drawdown's with the Governor's Office of Homeland Security on Thursday. In that
conversation they indicated that both the Citizen Corps and LETPP reimbursements have been processed and
accounting should be issuing checks. A couple of adjustments were made to the SHSP drawdown to make the
close-out work. I didn't realize that spreadsheet updates on my end were holding up this reimbursement. Please
accept my apologies for that delay. Attached is the updated document for your files.This drawdown was also
sent to accounting on Thursday to process checks.
GOHS indicated that the LETPP amendment was actually an informal change and was just approved and placed
in the grant file. I have asked for an electronic copy of that document with an indication of its acceptance.
