In referring to the resolution, I will be referring all the Public Works items prior to recording plat: 1-A-3-4, Future Right-of-way: The plat shall delineate the existing right-of-way and any additional future right-of-way for WCR 30 and WCR 49. The applicant needs to place this on the plat drawing prior to recording. 1-A-5, Off-Street Parking/Circulation: We have accepted this as being complete on the plat. 1-A-6, On-site Parking Spaces: The total number of on-site parking spaces for this facility shall be four spaces, one of which shall be ADA identified with the appropriate marking and signage. We have accepted this as being complete on the plat drawing. 1-B, Private On-site Improvements Agreement: The BOCC has approved the Improvements Agreement According to Policies Regarding Collateral for Improvements (private road maintenance) for the on-site improvements. This was approved February 4, 2008. 1-C, Off-Site Long-Term Improvements Agreement: The BOCC has approved, the Off-Site Long-Term Road Maintenance and Improvements Agreement for improvements to WCR 30 and the intersection of WCR 49. This was approved on January 30, 2008. 1-J, Future Right-of-Way and Drainage Comments: This item refers to previous memos dated May 3, 2007, and May 17, 2007. The May 3, 2007, the only outstanding item is to delineate the existing and future right-of-way on the plat drawing. The May 17, 2007, Brian Varrella, staff drainage engineer has evaluated the storm water drainage analysis. All outstanding drainage issues from the Weld County Department of Public Works Drainage Division have been resolved for this Use by Special Review. The Weld County Public Works Department Drainage Division has no further drainage issues or requirements. See Brian Varrella, January 23, 2008, memo referring to the final drainage report. Development Standards, Item #20: There will be no staging or parking along WCR 80. The applicant shall utilize on-site parking and staging area.. Development Standards, Item #24: The applicant shall maintain and control noxious weeds per the County Code. In Summary: The only outstanding item is to delineate the existing right-of-way and future right-of-way on WCR 30 and WCR 49 as per the Resolution, prior to recording the plat 1-A-3 and 4. All previous comments made during the USR process have been addressed and resolved. There are no remaining concerns or issues related to drainage for this USR application process. USR Drainage The Weld County Public Works Department received a Final Drainage Report for SemCrude Crude Oil Unloading Facility,herein referred to as the USR Drainage Report. This report was prepared under the supervision of Cameron Fowlkes,P.E. (Colorado#39318), of Tetra Tech,Inc. The report is dated January 2008' and was received by Public Works on January 21,2008. The Stormwater Department at Weld County Public Works appreciates the well-documented and thorough nature of this report. Cameron Fowlkes and his staff should be recognized for their clear level of effort, and their prompt response to drainage requirements. Revised sheets for the construction drawing plan set have been received by Public Works, and are also stamped, signed, and dated by a registered P.E. licensed to practice in Colorado. All previous review comments from the November 6,2007 review memorandum have been resolved, and Public Works has no further comments or concerns. Please utilize a Ke=0.50 for the culvert analysis on the outfall pipe to account for the sharp edge on the entrance gate and orifice restriction. 6. Please update calculations of the required rock riprap aprons at culvert outlets. The length shall be corrected, and width and thickness must be reported. Please provide a construction detail of this riprap apron configuration with appropriate details from the USDCM(UD&FCD 2001). 7. Please provide culvert profiles and details for construction. a. Please show the 100-year hydraulic grade line(HGL100)for all pipes,and show the energy grade line (EGL100). Ensure that the design EGL is calculated a minimum of 6 inches below the final finished elevation of the edge of the roadway. b. The tanks are slightly larger 44,100 gallons more (total for 10 tanks) than shown on the USR • Michelle Martin 7 November 2007 SemCrude LP has applied for a permit for four(4) crude oil storage tanks 35'X 30' . The ten (10) small storage tanks shown on USR-1614 are 30 'X 40' . The (4) 35 'X 40' tanks applied for have a slightly larger capacity, they are approximately 5, 138 barrels each and the 30 'X 40 ' have a capacity of approximately 5033 barrels each. The difference is only about 105 barrels per tank, but if you multiply that by the planned total of ten (10) tanks (if the size of all tanks are the same) it's around 1, 050 more barrels of oil. I don't know if this will have a bearing on the USR or not, let me know. USR Drainage Requirements The Weld County Public Works Department received a Final Drainage Report for SemCrude Crude Oil Unloading Facility,herein referred to as the USR Drainage Report. This report was prepared under the supervision of Cameron Fowlkes,P.E. (Colorado#39318),of Tetra Tech,Inc. The report is dated October 2007,was received by Public Works on October 11, 2007, and was supplemented with materials received on October 22, 2007. • Please note: The Stormwater Department at Weld County Public Works appreciates the well-documented and thorough nature of this report. Tetra Tech Inc. should be recognized for their clear level of effort. Comments: 1. All drawing sheets included in the map pocket of the USR Drainage Report must be signed, stamped, and dated by a registered professional engineer licensed to practice in the State of Colorado. Please remove the note "Preliminary, Not For Construction"from all drawing sheets. 2. Please provide a copy of Federal Register retention pond requirements and Colorado Department of Health and Environment regulations identified on Page 3 of the USR Drainage Report. 3. Please utilize a Ke=0.50 for the culvert analysis on the outfall pipe to account for the sharp edge on the entrance gate and orifice restriction. 6. Please update calculations of the required rock riprap aprons at culvert outlets. The length shall be corrected, and width and thickness must be reported. Please provide a construction detail of this riprap apron configuration with appropriate details from the USDCM(UD&FCD 2001). 7. Please provide culvert profiles and details for construction. a. Please show the 100-year hydraulic grade line(HGL100) for all pipes, and show the energy grade line (EGL100). Ensure that the design EGL is calculated a minimum of 6 inches below the final finished elevation of the edge of the roadway. b. Please indicate the size,material type,length, and invert elevations of all proposed pipes on Sheet 1 of 1 in the USR Drainage Report. c. Please show the existing and proposed ground profiles over all culverts. Recommendation Please address and resolve the above comments prior to recording the Use by Special.Review Plat.
