The following answers are provided in response to your letter of Mary 23, 2008.
1. Are you willing to commit to building a facility in the Greeley Area?
Community Education Centers, Inc. (CEC) has secured a long-term lease for the Villa facility,
and consequently does not anticipate the need to build an additional facility in the Greeley area.
The facility has sufficient capacity to house any ex ansion of services anticipated by the
County. If the need arose to site and build a facilit in a second location, CEC is willing to
commit to build another facility in the Greeley area:

If the need for an additional facility is the Greeley area arose, CEC is willing to commit to have
the facility built within 18 months. The Company has extensive experience in securing sites and
in quick design/build turnaround time for new facili ies.
3. Have you negotiated with Avalon for purchase, rent or use of the Villa facility for the provision of

your community corrections services?
Community Education Centers has successfully negotiated with Avalon for the lease of the Villa
facility. The lease was executed on May 14, 2008, and became effective on 12:01AM on May
16, 2008, at which time CEC assumed operations of the facility. The lease terms include
automatic annual renewals and the option to purchase the facility. CEC anticipates exercising
the option to purchase.
4. If so, do you intend to use the Villa facility during the interim between July 1, 2008 and the time of
completion of the new facility?
CEC is currently using the Villa facility under the terms of the lease executed on May 14, 2008,
and will continue to lease the facility throughout t e term of the anticipated contract with Weld
County (beginning July 1, 2008).
5. Are you able to provide community corrections services as of July 1, 2008?
CEC is able to provide community corrections se ices as of July 1, 2008 at the Villa facility,¶
and is currently providing those services to Weld ounty.
6. If so, describe what facility would be used for those services if it is not the Villa facility?

The following addresses the questions you sent regarding the Request for Proposal #012-08:
1. Are you willing to commit to building a facility in the Greeley Area? Yes, CMI is willing to commit
to building a facility in the Greeley area.
2. If so, are you willing to commit to have the facility built within 18 months? Yes, CMI is willing to
commit to have the facility built within 18 months, Upon award of the contract CMI would start the
process of purchasing a facility, obtaining proper zoning, and beginning construction. We have
completed this process in less than 12 months in the past.
3. Have you negotiated with Avalon for purchase, rent or use of the Villa facility for the provision of
your community corrections services? CMI has attempted to contact Avalon to negotiate
purchase or lease of their current facility, but have rot received a response at this time.
4. If so, do you intend to use the Villa facility during the interim between July 1, 2008 and the time of
completion of the new facility? It is CMI's intention t. purchase the facility. If negotiations fail,
CMI would lease the Villa during the interim betweei July 1, 2008 and the time of completion of
the new facility.
5. Are you able to provide community corrections services as of July 1, 2008? Yes, CMI will be able
to provide community corrections services as of July 1, 2008 if we can negotiate a lease or sale of
the building with Avalon.
6. If so, describe what facility would be used for those services if it is not the Villa facility. CMI's plan
is to work with the Villa to ensure that we would have continuity of services for the clients at the
facility. CMI is also exploring our options in Weld County for purchasing an existing building and
renovating or building a new facility. We would follow the same protocol as we have in the past to
ensure that it meets the needs of the clients as well as the community.

Responses to Additional Questions
Question #1
Are you willing to commit to building a facility in the Greeley Area?
Colorado Resource and Systems (CRS) currently has a facility located at 1819 Birch
Street as well as a lease for the utilization of a pod within the Weld County Jail (please
see RFP response). Should the Weld County Board desire further growth, we are
prepared to make this commitment. We are presertly seeking and have located some sites
for future growth. However, CRS would like to focus our attention on developing our
current location(s) operating to the level expected y our company and the board we
serve. We intend to discuss future sites with the b and as needed.
Question #2
If so, are you willing to commit to have the facility built within 18 months?
CRS is willing to commit to opening a new facility in the Greeley area should the Weld
County Board decide there is a need over and aboli e our current facility(s). CRS has
obtained the facility at 1819 Birch Street, located n the eastern side of the city Greeley.
This facility is currently approved to accommodat 85 clients. In order to meet the needs
of the Weld County Board, CRS administration ca approach Weld County if necessary
for an expansion for approximately up to 92 to 10 clients with little or no additional
construction required. This process can be initiate upon award of the contract. The
facility at 1819 Birch Street could also be expande even larger with some additional
construction. Should however, either of these optio°�ns become a consideration by the
Weld County Board, both must be approved by W$ld County Zoning. The former option
is perhaps more acceptable than the latter as it will more likely be viewed as a "drastic
change" by the zoning department. Please keep in ind that CRS also has a lease with
the Weld County Jail for an additional 52 clients. hile this lease is short term, it has the
potential to be renewed. This is a current and reads y available option for immediate use.

Have you negotiated with Avalon for purchase, ent or use of the Villa facility for

If so, do you intend to use the Villa facility during the interim between July 1, 2008
and the time of completion of the new facility?
CRS has not negotiated with the owners of the Villa and/or Avalon in any way and have
no intention to utilize the Villa property. CRS has worked extremely hard to provide
other viable options to the Weld County Board.
Question #5
Are you able to provide community corrections services as of July 1, 2008?
Yes. CRS can and will be ready to provide community corrections services on July 1,
2008.

If so, describe what facility would be used for those services if it is not the Villa
facility?
As previously stated, CRS will utilize the building located at 1819 Birch Street which
could accommodate 85 clients and also has acces to utilize the Weld County Jail pod A
for an additional 52 clients. CRS has located soma potential future sites as well as, has
available feasible plans to expand the Birch Street.property.

INTERVENTION COMMUNITY CORRECTIONS SERVICES
(ICCS) Response to current juestions regarding
Request for Proposal #012-08.
I. Are you willing to commit to building a facility in the Greeley Area?
YES. We have realtors currently seeking out potential sites. While we acknowledge the
challenges of sighting such a facility in the Greeley area, it is a process we have encountered in
other Colorado communities. Some sights we have viewed are not in close proximity to Greeley.
In light of this, ICCS would develop a shuttle system to transport clients to RTD Park and Ride
structures or to employment centers. As Intervention, c has received the contract to provide
Private Probation services and technology to the 19th J dicial District Probation Department,
ICCS would have benefit of a central to Greeley locati n for clients to wait for rides while in a
structured environment. This would allow clients a ve ue to await transportation and enhance
their ability to complete homework assignments for th it individualized Service Plan.
2. If so, are you willing to commit to have the facility built within 18 months?
While we are committed to provision of a full service f cility within 18 months, this may depend
upon the local government and its processes for planning and zoning. ICCS has Reilly Johnson
Architecture who specializes in secure and non-secure uildings. Space programs have been
discussed that meet the unique needs of Weld County. The sight selection and establishment of
proper zoning is the first step toward facility constructi n. Following this process we would
move toward sight development and planning for the b ilding, which may occur simultaneously.
ICCS desires a building that is efficient and present with a small carbon footprint. While this is a
challenge for a correctional facility it is reasonable to assume we could achieve some level of
LEED (Leaders in Energy Efficient Design) Certification. This will enhance our acceptance as
a member of the community: a group of people workin in concert with neighbors to establish i
and maintain on ongoing positive relationship. Assum g all pieces of the plan fit together in a
timely manner, a facility could be completed within eighteen months. If there are
insurmountable hurdles due to local governmental issue , ICCS would ask the Weld County
Community Corrections Board (WCCCB) to work joint y toward a positive resolutions that will
provide quality services to the clients and the surrounds g community.

3. Have you negotiated with Avalon for purchase, rent or use of the Villa facility for the
provision of your community corrections services?
Our Lawyer has established contact with the Avalon, the owners of the Villa facility in an effort
to develop an arrangement allowing our use of the existing building. Out of respect for their
position with the Weld County Board we did not initiate contact until April 25, 2008. It was at
that point we learned that there was another arrangement being considered by Avalon with
another large multi-state for Profit Company. Our la yer was informed that Avalon would keep
our offer in mind and may wish to negotiate an agreement. ICCS is very willing to negotiate an
agreement for the use/lease and/or purchase of the Vila facility.
4. If so, do you intend to use the Villa facility during the interim between July 1, 2008
and the time of completion of the new facility?
YES. If an agreement can be made with the current owners of the building we could move in
with the 1CCS Administrative team who would assess the current staffing model for efficiency to
the Colorado Community Corrections Standards. We would then interview candidates for
positions in accordance with policy and procedures of CCS to deliver the same or better quality
of services in our current facility in Jefferson County.
If there were another suitable location to develop temp rary use for community corrections,
ICCS would attempt to secure such an arrangement. I such a location is found, it would be
possible to retro-fit to appropriate use for a long term cility.
It may also be possible to locate a facility that would h�use clients who have proven themselves
"community-ready" by meeting certain levels of achie ement in a jail setting that may be
negotiated with the Weld County Sheriff By leasing a unused portion of the jail ICCS could
provide sufficient staffing to monitor and manage this population by utilizing the same protocol
for development and implementation of the service pla .
This model may raise the level of community acceptance to the neighborhood.
5. Are you able to provide community corrections services as of July 1, 2008?
YES. As documented in our Transition section of our roposal we have outlined with specificity
our plan and timetable for program implementation an start-up. Pages 70 through 72 include
the following information in detail:
• Contract between the current vendor and the new vendor
• Contract for services and lease/purchase of existing facility
• Communications with current vendor
• Employee issues
Page 73 and 74 of our proposal outlines an 18 step transition timetable that will provide the most
efficient transfer of service provision.
Transition of service provision is a challenge we have st ccessfully implemented in the past. The
ICCS Administration and its Board of Directors would all be involved in the systematic approach
of service evolution.

6. If so, describe what facility would be used for those services if it is not the Villa
facility?
It is our hope that the Board will influence those in control of the facility to work proactively
with ICCS to utilize the facility for ICCS-specific programming in a financially balanced
manner. While the ownership of the building is not under the control of the WCCCB, the
programming and services to the board are under its control.
ICCS would work collaboratively with the current controlling entity over the facility to provide
ICCS services. Any agreement made with the entity would be discussed with the Board to
ensure all understand the future path.
Absent such and agreement, ICCS would move forward as outlined in Questions 1 and 2. In
view of the time it will take to construct or renovate and existing structure, ICCS encourages the
Board to work with us and the owner of the facility to(develop a plan that immediately provide
the best services available by ICCS in the current facility. ICCS, its Board of Directors,
Administrators and Staff are all professionals who are committed to the highest oversight and
quality delivery of services to our clients and community we serve. We are confident the Board
and the Weld County community will enjoy our services and ability to interact with all
stakeholders.

Based on the results of the recent vote by the Weld County Community Corrections
Board and the recent change of community corrections provider in the County of Weld,
Colorado Resource Systems Inc. (CRS) has decided to withdrawal our RFP proposal and
publicly support ICCS. We are currently in negotiations on a lease agreement at the 1819
Birch Ave. property as well as discussing a change at the Weld county Jail in regards to
our lease. We feel ICCS is a local provider that$hares the same mission in the way we
view community safety, treatment and client success. CRS administration sincerely hopes
that ICCS is successful in obtaining this award and looks forward to collaborating with
them towards successful community corrections services within Weld County.
We would like to thank both the offices of the county commissioners and the Weld
County Community Corrections Board for supporting our endeavors. We hope you

Pursuant to paragraph I .2 .A. of the contract between the Department of Public Safety,
Division of Criminal Justice (DCJ) and the Board of County Commissioners of Weld County,
on behalf of the Community Corrections Board, DCJ allocated the following funding for the
Fiscal Year 2007-2008 . The allocation amounts will change for the 2008/2009 fiscal year
and I have not received that allocation letter.
$1, 129,454 . 00 - for residential diversion direct sentence at a daily rate of $37 .18 per
offender, which is 83 beds
$123, 591. 00 - for diversion non-residential placements at no more than $248.00 per month
per offender, not to exceed an average of $5 .04 per day per offender, which is 67 slots
