To Whom It May Concern:
The Board of Directors of the Regional Transportation District (RTD) has begun the
process, as described in CRS 32-9-106.8, to annex into RTD a number of enclaves -
property totally contained within the boundaries of the District. Attached please find a
draft resolution that the Board will be considering at its meeting of January 20, 2009,
maps showing the proposed annexations. and the legal descriptions of each of the
enclaves proposed for annexation to the District.
State statute requires that RTD send this proposed resolution to you and to also publish
the resolution once a week for four consecutive weeks in a newspaper of general
circulation in the territory to be annexed. The Denver Post is the chosen newspaper for
these publications.
The RTD Board, at its meeting on January 20, 2009, will take action on these proposed
annexations. This will be a public meeting at which any interested persons may testify for
or against the resolution prior to the Board's action.

A parcel of land being the northeast 1/4 of the southeast 1/4 of Section 14, Township 4
south, Range 66 west of the Sixth Principal Meridian, County of Arapahoe, State of
Colorado.
RTD-#2AC-2007
A parcel of land being that portion of Section 4, Township 5 south, Range 65 west of the
Sixth Principal Meridian, County of Arapahoe, State of Colorado as described in that Special
Warranty Deed recorded December 6, 1982 under Reception No. 2226691 in the Arapahoe
County Clerk and Recorder's office.

Sixth Principal Meridian, County of Douglas, State of Colorado as described in that Quit
Claim Deed recorded October 10, 1995 under Reception No. 9547685, less and except any
portion of said Quit Claim Deed lying within that Annexation to the Town of Parker described
in Ordinance No. 2.105, Series of 1997, recorded August 01, 1997 under Reception No.
9742059 in the Douglas County Clerk and Recorder's office.

A parcel of land being that portion of Sections 13 and 14, Township 6 south, Range 67 west
of the Sixth Principal Meridian, County of Douglas, State of Colorado lying within the
boundary of Meridian International Business Center, Filing No. 5 recorded March 02, 2000
under Reception No. 00013904 in the Douglas County Clerk and Recorder's office.

Parcels of land being all of Section 10, Township 6 south, Range 67 west of the Sixth
Principal Meridian, County of Douglas, State of Colorado, less and except any portion lying
within the current corporate boundary of the City of Lone Tree, also less and except any
portion lying within that Petition for Annexation to the Regional Transportation District
recorded August 31, 2000 under Reception No. 00061391 in said office.

A parcel of land being that portion of Section 18, Township 1 north, Range 68 west, County
of Weld lying southerly of the south line of Parcel D of that Annexation to the Town of Erie as
described in Ordinance No. 712 recorded May 01, 2001 under Reception No. 2844848 in the
Weld County Clerk and Recorder's office and easterly of the east line of that Annexation to
the Town of Erie as described in Ordinance No. 548 recorded June 01, 2004 under
Reception No. 3185318 in said office.

A parcel of land being that portion of the southeast 1/4 of Section 29, Township 3 north,
Range 68 west, County of Weld, lying north of the boundary of that Annexation to the City of
Longmont as described in Ordinance No. O-2007-09, recorded March 26, 2007 under

boundary of that Annexation to the City of Longmont as described in Ordinance No. O-2005-

PROPOSED RESOLUTION FOR
ANNEXATION OF ENCLAVES
Whereas, C.R.S. 32-9-106.8 provides that RTD may annex unincorporated
territory that is entirely surrounded by the District; and
Whereas, the areas shown on Exhibit A, and described in Exhibit B,
attached, are unincorporated territories that RTD seeks to annex; and
Whereas, RTD is required to give notice of a proposed annexation by
publishing a copy of this resolution once a week for four successive weeks in a
newspaper of general circulation in the territory proposed to be annexed which shall
be the Denver Post; and
Whereas, RTD is required to send a copy of the proposed annexation
resolution by registered mail to the Board of County Commissioners of Douglas,
Broomfield, Weld, and Arapahoe counties, to the County Attorneys of those said
Counties, to any special district or school district having territory within the
territory to be annexed, which are:
• Southgate Water District
• Southgate Sanitation District
• South Suburban Parks and Recreation District
• Heritage Hills Metropolitan District
• South Metro Fire Rescue District
• Parker Fire Protection District
• Sable-Altura Fire Protection District
• Longs Peak Water District
• Urban Drainage and Flood Control District
• Metropolitan Wastewater Reclamation District
• Scientific and Cultural Facilities District
• Denver metropolitan Major League Baseball Stadium District
• Douglas County RE 1 School District
• St. Vrain Valley RE1J School District;
and to the executive director of the Department of Revenue; and
Whereas, the first publication of the proposed annexation resolution must
occur at least thirty days prior to the final adoption of the resolution and the Board
must allow interested to persons to testify at a public hearing held prior to the final
adoption of the resolution:
NOW THEREFORE BE IT RESOLVED THAT:
1 . This proposed resolution including the description of the property to be
annexed shall be published for four successive weeks in the Denver Post.
2. The Executive Assistant to the Board of directors shall send by registered
mail a copy of this proposed resolution to the Board of County Commissioners of
Douglas Broomfield, Weld, and Arapahoe counties, to the County Attorneys of
those said Counties and to the following special districts and school districts:
• Southgate Water District
• Southgate Sanitation District
• South Suburban Parks and Recreation District
• Heritage Hills Metropolitan District
• South Metro Fire Rescue District
• Parker Fire Protection District
• Sable-Altura Fire Protection District
• Longs Peak Water District
• Urban Drainage and Flood Control District
• Metropolitan Wastewater Reclamation District
• Scientific and Cultural Facilities District
• Denver metropolitan Major League Baseball Stadium District
• Douglas County RE 1 School District
• St. Vrain Valley RE1J School District;
And to the Executive Director of the Colorado Department of Revenue.

4. The properties shown in the four maps that comprise Exhibit A and are
described in Exhibit B shall be annexed into the Regional Transportation District
pursuant to C.R.S. 32-9- 106.8 effective January 21 , 2009.
