EnCana Oil & Gas (USA) Inc. 2"° Amended USR-589 Application
The following questions are to be answered and submitted as part of the USR application. If a
question does not pertain to your use, please respond with "not applicable", with an explanation
as to why the question is not applicable.
1. Explain, in detail, the proposed use of the property.
By this Application, EnCana Oil & Gas (USA) Inc. ("EnCana"), successor to Vessels
Oil and Gas Company, seeks to further amend Amended Use by Special Review 589
(the "USR")to more accurately cover the uses for which the lands are being used
now and to allow additional uses expected in the foreseeable future. The original and
amended USRs were for construction and operation of a national gas processing
facility. That facility had become out-dated and has now been removed from the
premises (with the exception of some of the buildings) and the land is being used for
office, storage, pipeline welding and land farming.
The uses for which application is hereby made include landfarming, oil and gas
drilling technology research, storage of all types of oil field production and gas
transmission equipment, calibration and repair of natural gas measurement
equipment; drilling technology research, pipeline welding and fabrication, bulk crude
oil storage, gas compression, construction and operation of a gas processing and
treating facility; together will all ancillary and support activities pertaining thereto,
• such as offices, training rooms, control rooms, processed gas liquid storage,
transportation and odorization of natural gas and processed natural gas liquids.
The principal equipment and buildings already built or expected to be constructed at
the site, now and as the need arises in the future, are hereby amended to include all
equipment and buildings necessary, convenient or desireable to run a natural gas
compression, processing, treating and fractionating plant and truck
loading/unloading facility, provide training, hold employee meetings for both plant
employees and EnCana field employees, and for such other uses as may be
reasonably related to the production and processing of natural gas and natural gas
liquids, including (but not in any way limited to) purchasing, treating, fractionating
and pipelining of third party NGLs.
Equipment may be substituted or added as necessary for the proper and economic
functioning of the facility, and this 2n°Amended USR is intended to cover all such
substitutions and additions provided they do not alter the purposes for which this 2n°
Amended USR is sought or exceed the processing of 30 MMCF/day. It is the stated
intent of EnCana that no further amendments to 2n° Amended USR 589 will be
required unless and until the facility reaches the previously stated capacities. Over
time, increases in personnel are anticipated, and increases in use of the facility area
for training, offices and meetings are also anticipated.
All skids and buildings will be located upon reinforced cement pads of such thickness
as may be required by good engineering practices and by the Weld County Building
• Inspection Department. The equipment has been or will be connected by pipes and
valves which will be assembled and/or welded on the site. Incoming and outgoing
pipelines will be connected to isolation valves to ensure cut-off capability in the event
of equipment failure.
• The bulk oil storage facility would consist of a number of large steel tanks (50,000+
bbl. capacity); a receiving station to pump off the oil into a manifold system and
transfer of the oil into one of the storage tanks. EnCana would periodically load the
oil out at a "load out station" where transport trucks would take on a load of oil and
deliver it into the market. The surface area required for such a facility will require
roughly five acres. All oil storage will be above ground with secondary containment
around the storage tanks.
At some point in the future, EnCana may install electrical generating equipment to
ensure that sufficient power is available to operate the facility and/or sell on a
commercial scale.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22
(Comprehensive Plan).
"Oil and gas development in the County is an integral part of the County economy,
and has a substantial direct and indirect impact on current and future land use.
Oil and gas development is cyclical but the economics of drilling has caused
extensive drilling activities in the County. (Weld County Code Ordinance 2002-6)."
"Oil and gas exploration and production should be conducted in a manner
which minimizes interference with existing surface use and mitigates the impact on
future land uses. OG. Goal 2. The extraction of oil and gas resources should
• conserve the land and minimize the impact on surrounding land. "
The processing of and transportation of natural gas, oifield storage and office
uses for field personnel, have been demonstrated to be consistent with the
Weld County Comprehensive Plan. Similar USRs have been approved by
the Board for facilities in A zones, and this facility serves to consolidate
oilfield uses in the same general vicinity and lessen the impact of the type of
use for which the amended permit is sought.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning) and the zone district in which it is located.
OIL AND GAS SUPPORT AND SERVICE FACILITIES are permitted in an A-
Agriculture zone as a use by special review.
Applicant is hereby making application for a uses which are all consistent
with the intent of the Weld County Code, Chapter 23 (Zoning)and the A
(Agricultural)zone by special review .
4. What type of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
The USR area and surrounding land are located in an agricultural area with oil and
gas production. Zoning is A(Agriculture)at the site, which is located on the north
• side of WCR 4 and the west side of SCR 19. Markum Midstream operates an oilfield
water disposal facility on lands surrounded by the EnCana property.
5. Describe, in detail, the following:
• •
a. How many people will use this site?
• The facility is currently not manned. Employees access the site at any time as the
need arises. When the gas processing plant is rebuilt then there will be up to
approximately five employees at a time at the site to man and monitor the gas
processing. After hours the plant would be manned on a 24-hour basis, with three
men on duty during evening and night hours.
Safety is important and training is rigorous and ongoing. The US DOT requires
certain training to be performed on a regularly scheduled basis, and EnCana also
requires on-going training of its employees. In the future there may be as many as
25 plant and field personnel on the site at any one time for meetings and training. At
the time of this application there are no employees at the facility, but some
subcontractors are conducting drilling research in the south office facility.
In addition, office buildings will serve as the central offices for EnCana's field
employees and field clerical personnel (currently 34 employees). The Kerr-McGee
and Xcel equipment are not now and are not expected to be manned in the future.
b. How many employees are proposed to be employed at this site?At the present time
there are no employees posted at the site. Some subcontractors are using the south
office building for drilling research, but these activities do not result in daily open
hours and the activities are not open to the public.
c. What are the hours of operation? The facility is now open on an as-needed basis.
• Once the compressor(s)are installed and operating the location will operate around
the clock.
d. What type and how many structures will be erected (built) on this site?
A measurement storage and calibration building, gas inlet piping, welding shop,
office/storage building, a control room and storage building, a 40,0000 gallon water
tank, a dry storage warehouse, and the geoscience research and development lab
and office building are exisiting.
The gas plant, when built, will require a control room and an office with space for
training activities and storage. Most the the gas processing eqiupment will be on
skids which will be placed on engineered concrete pads. Compressors, when
installed, will be housed in buildings.
e. What type and how many animals, if any, will be on this site? None.
f. What kind (type, size, weight) of vehicles will access this site and how often?
Other than trucks of employees and vendors, the main traffic will be tank trucks to
deliver or take away NGLs. These trucks typically carry about 10,000 gallons of
liquids. The number of trucks is dependent on the amount of NGLs which can be
pipelined from the plant. There are plans for an NGL pipeline to the plant in the
foreseeable future. Dump trucks will deliver contaminated soils for remediation in
• the land farm and then remove the remediated soil from the location. Earth moving
(road graders)equipment will be necessary for the remediation and treatment of the
soil.
g. Who will provide fire protection to the site?
• The subject property in within the Brighton fire district. No additional fire protection
services will be needed. Fire extinguishers will be installed as deemed necessary,
and isolation valves will be located at a remote location on the facility to enable shut-
down in the event of a fire.
h. What is the water source on the property? (Both domestic and irrigation).
Water is provided for employee rest rooms from a water well (commercial) already in
existence at the facility. Potable water is provided by commercial bottled water
providers.
I. What is the sewage disposal system on the property? (Existing and proposed).
Adequate sewage facilities (three septic systems) are already in existence to provide
sanitary facilities for personnel and guests at the plant under the original USR.
These facilities are adequate for the additional plant and visiting personnel.
j. If storage or warehousing is proposed, what type of items will be stored?
At the present time there is storage of crude oil tanks, oilfield equipment of all types,
dry storage of files and other items in existing buildings.
Storage of gas plant tools and office supplies will be in a small warehouse area
within the office building or in the shop building. Storage of methanol (500 gallons),
• ethylene glycol (500 gallons)and lubricants (500 gallons) is in separate above-
ground tanks. Amounts of methanol, glycol and lubricants will increase as
production increases. Additional warehousing is anticipated and would be utilized for,
but not limited to, storage of parts for equipment, electrical material, valves and
fittings used for maintenance of the facility and field operations.
6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal.
No landscaping exists or is proposed due to the nature of the uses and location.
7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs.
Upon abandonment of the facility, all buildings, equipment, concrete foundations and
other improvements will be removed from the premises, the land will be restored to
as near its original condition as is practicable, and disturbed area will be reseeded
with native grasses.
8. Explain how the storm water drainage will be handled on the site.
No storm water drainage plan is anticipated until construction of the gas plant takes
place. At that time a storm water drainage plan will be obtained from an engineering
firm. Stormwater drainage from the new gas plant equipment will be piped to tanks at
• the facility to avoid any oil which may mix with stormwater from running onto the land
or entering waters of the state. The retention pond will be enlarged as necessary to
accommodate any additional stormwater drainage.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
• There are no immediate plans for construction, but certain of the existing buildings
may be remodeled or upgraded. Gas processing equipment will be installed as the
need for processing capacity necessitates. Most major equipment is generally on
skids and is placed on engineered concrete pads.
10. Explain where storage and/or stockpile of wastes will occur on this site.
All waste and debris will be placed in commercial dumpsters and transported off the
premises.

Dale has estimated the usage in terms of man trips. Almost all of this involves pickup
trucks.
There are no present plans to "staff" the site with any personnel who actually work at the
site full time.

Midstream current usage are as follows. . .estimated daily averages. . .
1) meter techs. . .3-4 daily trips - 1 man per trip . .
2) welders - staging and assembly of piping 3-4 daily trips - 2 men per trip
(welder and assist)
3) roustabouts - 2-3 daily trips - 2-3 man crews
4) inspectors - 1-2 daily trips - - 1 man per trip
These numbers are vague estimates. . .nobody actually counts daily the ins and outs of
our personnel.
Future usage of compressors - once installation is completed - the facilities would
not be manned except for inspection, maintenance or repair operations. Based upon
estimates of current facilities, this maybe an average of 3-4 man trips per day for a
4110onthly-yearly average.
