Description of the Proposed Use The existing meter and regulation is not sufficient to support the addition of two new gas-fired turbines (Units 5 & 6) at the Plant and for this reason modifications to the meter station are required to increase capacity. The meter station is also the tie point for the new gas supply pipeline for Units 5&6. The station itself will still provide the same function to monitor gas pressure to the Plant, to Meade, as well as adding odorant to the pipelines. The proposed project Page 1 of 2 will add the capability of gas quality monitoring by way of a gas chromatograph, as well as supplemental gas supply from an adjoining CIG pipeline. Two buildings will be added to the existing meter station yard: 1) Gas Quality Building: (8'x10') This building will house the gas chromatograph (and associated calibration gases) which will take samples of the gas coming from the Front Range pipeline. Samples will be analyzed by the gas chromatograph. The gas used to fire the turbines at the FSV Plant must be within certain quality specifications. 2) Regulator Building: (14'x20') This building will house the new regulator along with the odorant system. The regulators or control valves will maintain delivery pressure to the FSV Plant via a main run with two control valves and a trim run with 2 control valves. It will also contain the odorant-metering pump. The odorant equipment is a Williams Chemical Injection System that will be relocated from one of the existing buildings to the new regulator building. This new configuration is needed as industry practice is to locate injection of odorant as close to the injection point as possible. Number of Employees The construction of the project will not increase the number of employees servicing the equipment at this location. Operations personnel will continue to monitor and inspect equipment remotely and perform maintenance to equipment as necessary. Approximately 4-12 employees/contractors will be present on site during construction of the project. Vehicle Traffic The proposed buildings are equipment enclosures. The calcs do not address your comments in the memo dated January 28, 2008. In that memo we asked that the applicant provide the drainage and stormwater calculations for the new pond. Since they are proposing to use the existing stormwater system, we asked for calcs showing that the system had the capacity to handle the new development. The calcs you forwarded do not appear to address those issues. The applicant didn't provide a map showing the current and expanded stormwater network so I have no way of verifying any of the calculations that were provided. The plant-related lighting for the Units 5 &6 gas turbines will be similar in type, quantity and location as the existing plant- related lighting system for Unit 4. The exception being that that Units 5 &6 are physically smaller than Unit 4 due to the fact that units are simple cycle (i.e. no heat recovery steam generator (HRSG) section) and hence, there will be less plant-related lighting for the new design. Drawings have been issued to show existing outdoor roadway and plant-related lighting as well as the configuration of the new Units in relation to the existing Units. Although the design for the plant-related and roadway lighting is currently scheduled for late-2008, early-2009 the lighting design philosophy is to install new outdoor lighting in accordance with the existing outdoor lighting configuration used for Unit 4. All new outdoor lighting shall incorporate cut-off photometrics or hoods/shields to limit the horizontal view of lighting. The lighting system will be an energy- efficient design, which will incorporate high-efficiency ballasts and will provide only the minimum lighting levels required by industry standards to allow safe operation of the plant. All outdoor site lighting will be photo-cell controlled such that lighting is energized only during non-daylight hours. In general, outdoor lighting fixtures may consist of the following types: • Buildings, Structures: High pressure sodium luminaires, 150-400 watt lamps, with integral cut-off photo-metrics/hoods, wall or stanchion-mounted. Building/structure lighting will illuminate the following areas: o Equipment areas (task lighting) o Access areas throughout the plant and between adjacent structures (egress lighting) • Roadways: High pressure sodium luminaires, 150watt lamps, with integral cut-off photo- metrics/hoods, pole-mounted. Roadway lighting will illuminate roadways around and through plant area for vehicular use. The approximate distance of the nearest adjacent properties to the new Units will be as follows: • 3,400 feet to the East • 5,000 feet to the North • 4,000 feet to the West • 4,400 feet to the South In summary, the combination of design efficiencies, cut-off/shielded fixtures and relatively large distances to adjacent properties makes it is reasonable to assume that the new lighting design will mitigate lighting of areas that are not plant-related and eliminate any direct lighting of adjacent properties. The location and design of the new outdoor lighting will comply with Section 23-3- 360(F) of the Weld County Code per Condition B (3) of USR 1647.
