It appears that lots 1 and 2 as well as lots 6 and 7 have been reconfigured from the original final plat. These lots are now smaller but still meet the size requirements for public water and an individual sewage disposal system. Due to the slow percolation rates that were submitted with the sketch plan application, engineered designed septic systems may be required on these lots. The final plat should contain the plat notes requested with PZ-1048. In addition, the following note should be added to the plat. 1. Septic envelopes that are recorded on the final plat become legally designated easement areas for placement of a septic system in the future. If, after the results of the percolation test the envelope is not large enough, or if an envelope is being moved, the applicant must • provide the Weld County Department of Public Health and Environment with an Affidavit of Correction that has been recorded with the Weld County Clerk and Recorders office. An envelope cannot arbitrarily be moved. Comments made during this phase of the subdivision process may not be all-inclusive, as other concerns or issues may arise during the remaining application process. Final Plan Requirements Final Plat: 1. Final Plat shall be stamped, signed, and dated by a Professional Surveyor licensed to practice in the State of Colorado. Internal Roadways: 1. Internal roadway appears adequate for the proposed PUD and match Weld County's Local road section. • External Roadways: 1. WCR 21.5 is a major arterial road, which requires a 140-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Drainage -- Public Works received a Final Drainage Study for Moorea Manor North PUD (PF-1048) on August 13, 2008. The report was submitted by James R. Loonan (P.E. #19195) of Loonan & Associates, Inc., and is dated July 17, 2008. The proposed subdivision includes 7 lots on approximately 46 acres west of the intersection of WCR 21 Y2 and WCR 24'/. 1. Please provide maps showing offsite drainage contributing to the site. 2. Please provide SWMM map showing routing and nodes for the submitted modeling. SWMM model percent impervious appears high. Please revise model for more appropriate percent impervious for the site and contributing offsite. 3. The construction drawings and attachments to the Final Drainage Study are not stamped, and cannot be accepted without a stamp, signature, and date. 5. Please address all redline comments in the drainage report and associated construction plan drawings. • 6. Please adjust the north arrow on the vicinity map to point north instead of west. 7. Please adjust the scale on the vicinity map to an appropriate scale per Weld County Code 23-2- 50(C.2). Retention cannot be approved in Weld County without an approved variance request. 9. The current drainage design includes a large area of detention. As currently proposed, • approximately 80% of Lot 1 at Morrea Manor North PUD will be underwater in a 100-year storm, leaving no safe area for a building envelope. Please adjust the current plan to provide a safe area on Lot 1. a. The current design shows that all of Lot 1 and Lot 2, and half of Lot 3 at Moorea Manor South PUD will be completely inundated in a 100-year storm. This is not a safe condition for a residential subdivision, and cannot be approved by Weld County. Please address the public safety implications of this flooding in the current Final Drainage Study, and provide a plan that will protect the health, safety, and welfare of future residents, their guests, emergency service personnel, and all others accessing Moorea Manor South PUD. b. As currently designed, the only entrance and exit road from the subdivision will be under 5 to 6 feet of water in a 100-year storm. The current drainage and road design cuts off all emergency access to or from the subdivision in a 100-year storm. This is not a safe condition for an access roadway serving 13 residential lots. Please address the location and use of the proposed emergency access roadway. All agreements with adjacent landowners must be provided before the emergency access road can be accepted. 10. All culvert inlets shall include debris racks to prevent clogging due to debris accumulation and to protect the public safety. Debris racks shall be sloped at 3H:1 V or flatter per UD&FCD research. b. Please show the 100-year hydraulic grade line (HGL100) and the energy grade line (EGL100) of all proposed pipes in the subdivision. c. Please indicate the size, material type, length, and invert elevations of all proposed pipes in the subdivision. d. Please show the existing and proposed ground profiles over all culverts and storm sewers. 12. All proposed swales (along Harpenden Lane + Court) and pipes must be supported with engineering design calculations and details in construction plan sheets. These drainage features must also be located in dedicated drainage easements. 13. Please add the following note to the text of the Final Drainage Report, Final Plat, and construction drawings: "Weld County will not be responsible for the maintenance of drainage related areas." 14. Please remove all references to a"natural" retention area. The existing low point is not a natural • feature. If it was natural, it is possible the low-lying area would be a wetland. 15. Please explain the last sentence of the first paragraph of Page 2 of the Final Drainage Study with respect to changes in the groundwater levels on the site. Page 3 of the Final Drainage Study (1st Paragraph) discusses the presence of a weir. It is assumed the weir of reference is WCR 211/2. Please explain how the weir and the retention area • communicate hydraulically, and explain why 1.0 ft of overtopping was assumed. a. The depth of flow over the weir should be a function of total discharge leaving the retention area and the profile of the highest point along the WCR 21'/2 right-of-way. This should not be a random number, but rather a calculated value. Please adjust the current Final Drainage Study and appendices to calculate the design depth, rather than assuming the design depth. 17. The required retention volumes reported in the table on Page 4 of the Final Drainage Study are extremely low, and not correct as calculated in the Appendix of the report. Chapter 9 (Storage), Section 3.3.4, 2nd Paragraph of the USDCM (UD&FCD 2001) requires detention volumes be calculated using 1.5 times the 24-hour, 100-year storm. The current analyses utilize a 3-hr storm. Please correct all offsite and onsite hydrologic calculations to comply with this requirement. a. Please add a full discussion of the hydrologic methodology utilized for the onsite and offsite analyses. The input data for the offsite analysis is not justified or explained, and the output cannot be read with current formatting in the Final Drainage Study appendix. Please revise to allow this information to be reviewed prior to resubmitting the revised report and construction drawings. 18. Please add an erosion control sheet to the construction drawings and to the appendix of the Final Drainage Study. Please specify an approved seed mix from the Weld County Storm Drainage Addendum and include the seed mix as part of a reseeding discussion in the Final Drainage Study. The approved seed mix shall be specified on the erosion control sheet. 19. Please add a discussion to the text of the report to show the retention pond design meets the 72- hour drain time requirement of Weld County Ordinance 2006-7. a. Please provide a regular maintenance schedule for the retention area to maintain infiltration • rates. b. Please provide documentation of the geotechnical investigation of the on-site infiltration rate in the retention area of the subdivision for a complete review. 20. Please include additional references cited in the text of the Final Drainage Study to Page 4. 21. Please update the appendix of the Final Drainage Study as redlined to correct errors, inconsistencies, and omissions. The applicant shall address the comments listed above during this Final Plan review process. Comments made during this stage of the review process are not all-inclusive,as revised materials must be submitted and other concerns or issues will arise during further review.
