HomeMy WebLinkAbout20082080.tiff Minutes WELD COUNTY COUNCIL June 16, 2008 CD 6A2008 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, June 16, 2008, 6:30 p.m., at the Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Ginny Buczek. Vice President John Kivimaki, Councilman Gene Stille and Councilwoman Nancy Teksten were present, constituting a quorum of the members. Councilman Mueller was excused. Also present was Commissioner Garcia, Jimmy Steel, J. McDonald, Pat Persichino, Steve Moreno, Rudy Santos, Michelle Wall, Joyce Moreno and Karla Ford, Council Secretary. AGENDA APPROVAL President Buczek added two items under new business to the agenda. These two items include an email from Shane Hall and also the emails from Roger Kenney regarding a special use permit. Councilman Kivimaki made a motion to approve the agenda with changes. Councilman Stille 2nd the motion and it passed. SPECIAL PRESENTATION: President Buczek read the events which led up to the recognition of Jimmy Steel, Weld County Public Works Employee. His heroic efforts had inspired a citizen to inform the Council of his efforts. Councilman Kivimaki made a motion to pass Resolution 169 and Councilman Stille seconded the motion. The motion carried with a unanimous roll call vote. The Council presented a plaque and a resolution to Mr. Steel. Mr. Steel informed the council that he appreciated all the training the county gives to employees. Commissioner Garcia thanked Mr. Steel on behalf of the Board of County Commissioners. Pat Persichino informed the council that there are about 120 employees in his area who have received the same training as Mr. Steel and he also thanked the council for recognizing Mr. Steel. SHORT RECESS REVIEW PROGRAM: Weld County Clerk and Recorder, Steve Moreno presented statistics from past elections and information for the upcoming elections. Mr. Moreno discussed active registered voters, voter turnout percentages, primary voter turnout percentages, breakdown by precincts, mail-in ballots numbers, number of early voters, and counted provisional ballots. The cost of the whole election has risen but they are trying to keep the costs down. Mr. Moreno hosted the Sixth Annual Municipal Clerks' Luncheon and informed them what the county is doing and how they can work together. This works well with the elections group. They work to be on the same page. There were about 24 entities represented out of 31. Weld County Clerk and Recorders Office hosted the FCPA Training (Fair Campaign Practice Act) on April 4th and 18-20 people attended this training class. This was for anyone that is interested in running for office. 7/c9ja7oWe� 2008-2080 Weld County Council Minutes June 16,2008 Page 2 of 4 Student Election Judges — High School students are able to become an election judge. This program has four years of success. In 2007, there were 71 students that participated. It enables the students an opportunity to participate in the process before they become voting age. The county will have five early vote sites and 29 additional sites on Election Day. This brings the total to 34 voting centers on Election Day. Certification —As of March 4, 2008, all voting equipment in the State of Colorado has been re-certified. The county does keep logs of all equipment and reports the logs for permanent file with the Secretary of State. Senate Bill 234 —This is when a voter requests to be a mail-in ballot voter, it will permanent until the voter requests to change it back. There were 21,903 Weld County voters that requested to be permanent mail-in voters. Early in the year, the election office sent a mass mailing to those that did not request a mail-in ballot to inform them of their options. Since that time, the total of mail-in ballots requested is at 33,395 voters. SCORE II (Statewide Colorado Registration and Election)—this has been developed by Saber. This new system was piloted in nine counties for the 2007 election. As of April 11, all 64 counties are on the system. A statewide mock election with all 64 counties was held April 21 — May 2, 2008. This system is going to verify all registered voters in the 64 counties. They continue to add and update items to the elections page on the county website. President Buczek asked if a special election happens, does the municipality have to carry any of the cost that the county incurs. Mr. Moreno and Mr. Santos replied yes, it is either a minimum of $200 or 75 cents per voter for the district. Councilman Stille asked if the storage for all the voting information is sufficient. Mr. Moreno informed the council they have added new shelving in the storage area to accommodate storage issues. Councilman Stille also asked how the overall Clerk and Recorders office is doing. Mr. Moreno said they are still seeing a trend in the motor vehicles purchases. Recording department has seen a decline in recorded documents. President Buczek commended Mr. Moreno that his office has two strengths—they can react because they are prepared and his office educates the employees and the public. Councilman Stille told Mr. Moreno that he appreciated what a great leader he was. Councilwoman Teksten told Mr. Moreno that she appreciates what a great job his teams do everyday. Councilman Kivimaki reiterated what a great job the Clerk and Recorders office does. Weld County Council Minutes June 16,2008 Page 3 of 4 APPROVAL OF MINUTES: May 19, 2008 Councilman Stille made a motion to approve the May 19, 2008 council minutes. The motion was seconded by Councilwoman Teksten and carried with a unanimous roll call vote. OLD BUSINESS: Petitions Press Release The Secretary informed the Council that the press release went to all Weld County media and has been seen in several newspapers. Budget 2009 The approved budget was put into letter form to return to Don Warden. President Buczek signed the letter. The Secretary will deliver the letter to Mr. Warden. The Secretary will also send out the budget timeline to the Council members. Resolution 170 - Support of Board of County Commissioners for System Analysis for the Weld County Department of Paramedic Services Councilman Kivimaki made a motion to adopt Resolution 170 - Support of Board of County Commissioners for System Analysis for the Weld County Department of Paramedic Services. Councilman Stille seconded and the motion was carried with a unanimous roll call vote. NEW BUSINESS: Resolution — 171 — Support the Army Corps of Engineers Report Councilman Stille requested the Council review and approves a resolution expressing support for the Northern Integrated Supply Project and the Proposed Glade and Galeton Reservoir. After much discussion, including President Buczek reviewing the County Council's authority from the Weld County Charter, Councilman Stille made a motion to adopt Resolution 171 and Councilman Kivimaki seconded the motion and the motion passed with the roll call vote as follows: President Buczek, Councilman Kivimaki and Councilman Stille all - Yes and Councilwoman Teksten - No. Councilwoman Teksten stated that she did not vote for this resolution because the Council has not been informed on this issue, it is personal opinion brought to vote and it is beyond the purview of the Council to do so. Correspondence — Elected Officials Meeting Elected Officials Meeting is June 23 from 1:30 -2:00 p.m. in the District Attorneys Conference Room. Councilwoman Teksten and Councilman Stille plan to attend. Correspondence —Weld County Complaint Letter An email from Casey Medina was sent to the Council regarding a complaint about an employee's rudeness on the phone. Councilman Kivimaki requested that this complaint be investigated. President Buczek investigates and will talk with Sue Elton and get back to Casey Medina. Correspondence - Shane Hall Weld County Council Minutes June 16,2008 Page 4 of 4 An email from Shane Hall with concerns about Weld County was sent to the Council. President Buczek contact Mr. Hall and he had concerns about the Denver International Airport and the air traffic noise. President Buczek forwarded this information to the Board of County Commissioners. Correspondence — Roger Kenney Emails The Council was copied on several emails between the Planning Commission and Roger Kenney. The Council reviewed the emails and no action will be taken. Councilman Kivimaki will verify with Tom Hahn and Commissioner Garcia to see that this issue has been resolved. Coordinator Reports Councilman Kivimaki went to the Commissioner's Southwest monthly office hours and the big issue in that area is the Lifebridge issue and the IGA. Longmont is in violation of this IGA. There were several property owners that came to that meeting. Councilwoman Teksten informed the Council that she did attend the Weld County Human Resources meeting on retaining employees. Payment of the Bills Councilman Stille made a motion for the bills to be paid as listed below: Mileage for Council President Ginny Buczek $ 31.04 Mileage for Council Vice President John Kivimaki $ 43.65 Mileage for Councilwoman Nancy Teksten $ 11.64 Mileage for Councilman Gene Stille $ 20.85 South Weld Sun Subscription Renewal $ 17.00 PS Trophies $ 63.95 The motion was seconded by Councilman Kivimaki and passed with a unanimous roll call vote.
