RE: APPROVAL OF USE BY SPECIAL REVIEW FOR A NATURAL GAS PRO-
CESSING PLANT - PRODUCTION OPERATORS, INC.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public
hearing on the 11th day of January, 1984 , at the hour of 2 : 00
o' clock p.m. in the Chambers of the Board for the purpose of
hearing the application of Production Operators , Inc . , P.O. Box
4553 , Englewood, Colorado 80155 , for a Use by Special Review
for a natural gas processing plant on the following described
real estate, to-wit:
Part of the SW4 NW4, Section 27 , Township 6
North, Range 66 West of the 6th P .M. , Weld
County Colorado
WHEREAS , Section 24 . 4 . 2 of the Weld County Zoning Ordinance
provides standards for review of said Use by Special Review, and
WHEREAS , the Board of County Commissioners heard all of the
testimony and statements of those present, has studied the re-
quest of the applicant and the recommendations of the Weld County
Planning Commission and all of the exhibits and evidence pre-
sented in this matter, and having been fully informed, finds
that this request shall be approved for the following reasons :
1 . The submitted materials are in compliance with the
application requirements of Section 24 . 7 of the Weld
County Zoning Ordinance.
2 . It is the opinion of the Board of County Commissioners
that the applicant has shown compliance with Section
24. 4. 2 of the Weld County Zoning Ordinance as follows :
a. The proposalis consistent with the Comprehensive
Plan policies in that the use does not infringe
on continued agricultural use in the vicinity or
County. The proposal does not appear to have
any adverse impacts on the agricultural interests
of the County or the environment.
b. The proposal is consistent with the intent of the
Agricultural Zone District and is provided for
as a Use by Special Review.
c. The proposal was reviewed by the City of Greeley
and was found to comply with their long-range

d. No overlay districtsaffect the site.
e. Use by Special Review Operation and Design Stand-
ards provide adequate protection of the health,
safety and welfare of the neighborhood and County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the application for a
Use by Special Review for a natural gas processing plant on the
hereinabove described parcel of land be, and hereby is , granted
subject to the following conditions :
1 . The attached Standards for Use by Special Review be
adopted and placed on the Use by Special Review plat
prior to recording.
2 . No building or electrical permits shall be issued for
the Use by Special Review permit area until the Stand-
ards for the Use by Special Review have been placed
on the Use by Special Review plat and the plat has
been delivered to the Department of Planning Services
Office.
The above and foregoing Resolution was , on motion duly
made and seconded, adopted by the following vote on the 11th day
of January, A.D. , 1984 .

OPERATION STANDARDS
Production Operators, Inc.
U.S.R. - 598:83:61
1. The uses permitted shall be a natural gas processing facility as
described in the application materials on file
2. A six (6) foot chain link fence, topped with three (3) strands of barbed
wire, shall enclose the Use by Special Review area.
3. An air emissions permit for the facility must be obtained from the Air
Pollution Control Division, Colorado Department of Health, 4210 E. 11th
Avenue, Denver, CO 80220.
4. Noise emissions must not exceed those standards which are found in
Colorado Revised Statute 25-12-101, et seq.
5. The appearance of the facility shall be maintained in a neat and orderly
condition through periodic painting and maintenance.
6. The Use by Special Review area is situated on prime agricultural soils.
The entire subject site shall be covered by gravel and/or a vegetative
cover as recommended by the Soil Conservation Service to prevent wind and
water erosion. Said subject site shall be restored to its original
condition by the operator and/or owner upon cessation of the prescribed
natural gas processing facility.
7. Liquid storage vessels shall be bermed to contain all potential content
spillage or leakage.
8. The Use by Special Review area shall be limited to one (1) access point
on Weld County Road 31; a fifteen (15) inch by forty (40) foot CMP
culvert shall serve the access point.
9. Construction of a flare-pit is prohibited in the Use by Special Review
area.
10. To ensure adequate fire protection, the following measures shall be
adopted:
A. Final plans for a method of prompt notification of facility
employees and the Eaton Fire Protection District shall be reviewed
and approved by the Eaton Fire Protection District. The letter of
approval and plans shall be sent to the Department of Planning
Services prior to final approval by the Board of County
Commissioners,
B. All valves carrying flammable liquids shall be properly labeled and
readily visible. A map locating said valves shall be forwarded to
the Eaton Fire Protection District and the Department of Planning
Services within thirty (30) days of final approval by the Board of
County Commissioners.
C. All fire extinguishers shall be rated a minimum 80 BC. The fire
extinguishers shall be located at sites approved by the Eaton Fire
Protection District. A letter from the Eaton Fire Protection
District approving fire extinguisher locations shall be forwarded to
the Department of Planning Services prior to final approval by the
Board of County Commissioners.
D. A property address sign shall be placed at the entrance to the site
and made visible from Weld County Road 31. The address numbers
shall be five (5) inches in height and three-quarters (3/4) inches
in stroke.

F. A key allowing access to the said site shall be delivered to a
representative of the Eaton Fire Protection District.
F. Within thirty (30) days after final approval by the Weld County
Building Inspection Department or after the plant is on-line, the
Eaton Fire Protection District shall be contacted and invited to
attend instructional training meetings concerning shutdown and fire
control at the plant site.
G. Final plans for a water supply on the subject site shall be reviewed
and approved by the Eaton Fire Protection District. The letter of
approval and plans shall be sent to the Department of Planning
Services prior to final approval by the Board of County
Commissioners.
11. The applicant shall comply with the design standards for the Use by
Special Review, Section 24.5 et seq. , of the Weld County Zoning
Ordinance.
12. The applicant shall comply with the Operation Standards for Uses by
Special Review, Section 24.6 et seq. , of the Weld County Zoning
Ordinance.
13. Representatives or members of the Weld County Health Department and Weld
County Department of Planning Services shall be granted access onto the
site at any reasonable time in order to insure the operations carried out
on the site comply with the Development Standards stated hereon and all
applicable Weld County Regulations.
14. The Use by Special Review shall be limited to the plans shown hereon and
governed by the Standards as stated above and all applicable Weld County
Regulations. Any material deviations from the plans and/or Standards as
shown or stated above shall require the approval of an amendment of the
Permit by the Weld County Planning Commission and the Board of County
Commissioners before such changes from the plans and/or Standards are
permitted. Any other changes shall be filed in the office of the
Department of Planning Services.
15. The property owner and/or operator of this operation shall be responsible
for complying with all of the above stated Standards. Noncompliance with
any of the above stated Standards may be reason for revocation of the
Permit by the Board of County Commissioners.

A public hearing was conducted on January 11 , 1984, at 2:00 P.M. , with
the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated December 28, 1983, and duly
published in the LaSalle Leader on December 29, 1983, a public hearing was
conducted for the purpose of considering the request of Production Operators,
Inc. for a Use by Special Review for a natural gas processing plant. Lee
Morrison, Assistant County Attorney, read the request into the record. Jim
Mayerl, representing the Planning Deparhuent, read the favorable recommendation
of the Planning Commission into the record. Kenneth Lind, representing Pro-
duction Operators, Inc. , explained the request for the expansion of an exist-
ing natural gas liquids recover plant. He stated that a letter of agreement
has been entered into with the Eaton Fire Protection District. He also intro-
duced Glenn Miller, of Production Operators, Inc. , who answered questions of
the Board. Mr. Miller also stated that his company has no problems with the
proposed Operation Standards. Edna Collins, a neighbor, asked questions about
the noise, traffic and odor. Ms. Collins also Questioned the exact location
of the plant. Upon having her questions answered, Ms. Collins stated she had
no objection to the proposal. Mr. Mayerl also reminded the applicant that
hazardous substances are to be listed with the Weld County Emergency Response
Coordinator and with the State Department of Health. After further discussion,
Commissioner Martin moved to approve the proposal for..a Use by Special Review for Pro-
duction Operators, Inc. , with the Operation Standards as proposed. Commissioner
Brantner seconded the motion, which carried unanimously.

Ref: Use by Special Review Permit for a Natural Gas Processing Plant and
Operation Standards as presented by the Weld County Department of
Planning Services, Case U.S.R.-598:83:61
Dear Mr. Bopp,
This letter references item 10 paragraphs A. thru G. of the operation
standards referenced above which deals with adequate fire protection.
Production Operators, Inc. (POI) and the Eaton Fire Protection District (EFPD)
have discussed and agreed to the following:
A. POI facility employees will be notified via an automatic alarm system
who will inturn notify EFPD in the event of fire.
B. All valves carrying flammable liquids will be properly labled by POI
and readily visible. POI will provide to EFPD a map showing the
locations of said valves.
C. Required fire extinguishers shall be rated a minimum 80BC. EFPD and
POI will agree to the location of said required fire extinguishers.
D. POI will provide a property address sign as required in item 10
paragraph D.
E. POI will provide keys to the locks which will enable EFPD access to
the property in the event of fire.
F. POI will provide training for EFPD and the shut-down procedure and
general operation of the plant.
F• POI will install not more than two (2) fire hydrants on the property.
The location of the fire hydrants will be jointly agreed upon by POI
and EFPD.

adequate protection of the health, safety and welfare of the
neighborhood and County.
The Department of Planning Services staff recommendation for approval is
conditional upon the following:
1. The attached Standards for Use by Special Review be adopted and placed on
the Use by Special Review plat prior to recording.
2. No building or electrical permits shall be issued for the Use by Special
Review Permit area until the Standards for the Use by Special Review have
been placed on the Use by- Special Review plat and the plat has been
delivered to the Department of Planning Services office.
OPERATION STANDARDS
Production Operators, Inc.
U.S.R. - 598:83:61
1. The uses permitted shall he a natural gas processing facility as
described in the application materials on file.
2. A six (6) foot chain link fence, topped with three (3) strands of barbed
wire, shall enclose the Use by Special Review area.
3. An air emissions permit for the facility must be obtained from the Air
Pollution Control Division, Colorado Department of Health, 4210 E. 11th
Avenue, Denver, CO 80220.
4. Noise emissions must not exceed those standards which are found in
Colorado Revised Statute 25-'12-101, et seq.
5. The appearance of the facility shall be maintained in a neat and orderly
condition through periodic painting and maintenance.
6. The Use by Special Review area is situated on prime agricultural soils.
The entire subject site shall be covered by gravel and/or a vegetative
cover as recommended by the Soil Conservation Service to prevent wind and
water erosion. Said subject site shall be restored to its original
condition by the operator and/or owner upon cessation of the prescribed
natural gas processing facility.
7. Liquid storage vessels shall be bermed to contain all potential content
spillage or leakage.
8. The Use by Special Review area shall be limited to one (1) access point
on Weld County Road 31 ; a fifteen (15) inch by forty (40) foot CMP
culvert shall serve the access point.
9. Construction of a flare-pit is prohibited in the Use by Special Review
area.
10. To ensure adequate fire protection, the following measures shall be
adopted:
A. Final plans for a method of prompt notification of facility
employees and the Eaton Fire Protection District shall be reviewed
and approved by the Eaton Fire Protection District. The letter of
approval and plans shall be sent to the Department of Planning
Services prior to final approval by the Board of County
Commissioners.
B. All valves carrying flammable liquids shall be properly labeled and
readily visible. A map locating said valves shall be forwarded to
the Eaton Fire Protection District and the Department of Planning
Services within thirty- (30) days of final approval by the Board of
County Commissioners.
C. All fire extinguishers shall be rated a minimum 80 BC. The fire
extinguishers shall be located at sites approved by the Eaton Fire
Protection District. A letter from the Eaton Fire Protection
District approving fire extinguisher locations shall be forwarded to
the Department of Planning Services prior to final approval by the
Board of County Commissioners.
D. A property address sign shall be placed at the entrance to the site
and made visible from Weld County Road 31. The address numbers
shall be five (5) inches in height and three-quarters (3/4) inches
in stroke.
11. The applicant shall comply with the design standards for the Use by
Special Review, Section 24.5 et seq. , of the Weld County Zoning
Ordinance.

12. The applicant shall comply with the Operation Standards for Uses by
Special Review, Section 24.6 et seq. , of the Weld County toning
Ordinance.
13. Representatives or members of the Weld County Health Department and Weld
County Department of Planning Services shall be granted access onto the
site at any reasonable time in order to insure the operations carried out
on the site comply with the Development Standards stated hereon and all
applicable Weld County Regulations.
14. The Use by Special Review shall be limited to the plans shown hereon and
governed by the Standards as stated above and all applicable Weld County
Regulations. Any material deviations from the plans and/or Standards as
shown or stated above shall require the approval of an amendment of the
Permit by the Weld County Planning Commission and the Board of County
Commissioners before such changes from the plans and/or Standards are
permitted. Any other changes shall he filed in the office of the
Department of Planning Services.
15. The property owner and/or operator of this operation shall be responsible
for complying with all of the above stated Standards. Noncompliance with
any of the above stated Standards may be reason for revocation of the
Permit by the Board of County Commissioners.

Dear Sirs:
Enclosed is a Special Review Application which is repectfully submitted for
our client, Production Operators, Inc. , for a proposed expansion of an exist-
ing natural gas liquids recovery plant located in the SW 1/4 of the NW 1/4
of Section 27 , Township 6 North, Range 66 West, of the 6th Principal Meridian,
Weld County, Colorado.
As shown on the enclosed Exhibit "A" , the site is located approximately 1/2
mile South of Weld County Road 66, and approximately 550 feet East of Weld
County Road 31 . Currently, the site contains a single natural gas compressor
building with a small office/storage unit, owned by Production Operators, Inc.
and is under a lease agreement with the land owner, Mr. Roland Croissant.
The existing operation receives and condenses raw natural gas from several
gas wells within the area. The condensed gas is then put into the existing
gas main (owned by Northern Natural Gas Co. ) and pumped to their main pro-
cessing plants.
As other oil and gas well have been drilled and are now operational, it is
the intent of Production Operators, Inc. , to expand to accommodate the pro-
cessing of new raw materials.
As shown in the supporting documents, the site is now zoned in the "A" Agri-
cultural District,which, under the Weld County Comprehensive Plan and Zoning
Ordinance facilitates minerals resource development. The proposed zoning
will remain "A" Agricultural (Farming is prevelant among all adjacent land
owners) . The proposed expansion will not affect agricultural production.
The proposed site is to be expanded to the North 325 feet to accommodate
additional refrigeration condensing units and storage vessels with truck
haulage . There will be a concrete pad constructed to support these structures,
with proper drainage around the facility to assure compatibility with the
surrounding land.

Waste products will be stored and removed via truck haulage. Lighter than
air by-products will be recycled and returned to system productions. The
site will be fenced and locked with fire protection provided for on site.
(Gas shut-off valves are shown on Exhibit "A") . Traffic will consist of
truck haulage of compressed natural gas on an every other day basis. Trucks
will use Weld County Road 31 to the site, and then use a graveled access road
provided for by the lease agreement. With these considerations, I feel the
interests and welfare of the people of Weld County shall be protected and
preserved.
I feel this submittal package will strictly follow guidelines set forth by
Weld County for its future growth and development, and while adhering to
these guidelines, will also be of benefit to all Weld County residents.
Therefore, I ask that the Board of County Commisioners accept this Special
Review Application for their review and approval. The expediency of this
process will be greatly appreciated as construction schedules and winter
weather have become a major factor to all entities concerned.

5 a) The type of use of the proposed site is for a Natural Gas Processing Plant .
b) The closest residence to the proposed site is approximately 1 mile to the
north, a rental unit on Weld Co. Road 66. Mailing address is 4775 W. 4th
St . , Greeley, Colorado.
c) Work shifts will consist of one 8-hour shift with two people .
d) Northern Natural Gas Co. shall be purchasing gas products from this plant.

building and one office and storage building. Proposed structures will
be the following: Liquified Petroleum Gas Storage Tanks, 55,000 gallons
each with truck load-out pumps; a waste oil storgage tank; a refrigerator
condenser unit; a refrigerant compressor buildingand a filter separation
unit.
• h) Vehicular traffic will consist of tank trucks of the 50,000 lb. capacity
hauling on an every other day schedule .
Traffic circulation will use County Road 31 north or south-bound and
entering on the Access Road shown on Exhibit 'A. ' They will proceed east,
then north along the 20' Access Road to the load-out pump or waste oil
storage tanks at the northern end of the concrete pad . They will load
and loop south back to the Access Road and offsite .
i) NA
j) There shall be two liquified gas storage tanks with haulage; one waste
storage tank with haulage; one office and storage building.
k) Wastes will be removed from waste storage tanks , once a month.
1) Operations construction shall involve the construction of a concrete pad
(as shown in the enclosed Foundation Drawings) with a fence enclosure;
separate structures will be built on the pad , and travelled access ways
shall be graveled . Pad construction is due to be complete by Nov. 23,
1983. Equipment and structures shall be constructed by Dec . 1 and pro-
duction is due to begin by Jan. 1 , 1984 .
m) Proposed landscaping shall consist of a chain link fence and gravel surface
topping.
n) Reclamation of lands will be in accordance with the lease agreement between
surface owner and applicant (see enclosed lease agreement) .
o) On site fire protection is provided for with four 2-wheel fire carts.

la) The proposed Natural Gas Processing Plant (being an extension of existing
facilities) is within the Agricultural 'A' District which is compatible with
the commercial-industrial use covered under Chapter 3 of the Weld County
Comprehensive Plan.
b) This proposed site is consistent with the intent of the A (Agricultural
District) under Section 31 .2.9 of the Weld County Zoning Ordinance .
c) The USES of this proposal are compatible with the surrounding land under Sec .
31.4.1 (Mineral Resource Development) . All adjacent lands are of agricultural
use.
d) The proposed USES will be compatible with the future development of the
surrounding area in that it will remain as A (Agricultural District) within
Weld Co. and is not within the future growth area of the City of Greeley.
e) N/A
f) The use of the proposed site is limited to the site and access to the site
only so that agricultural productivity will be conserved. Provisions for
land reclamation are as shown in the lease agreement with the land owner
(see enclosed lease agreements) .
g) Adequate provision for the health, safety and welfare of the inhabitants of
Weld County will be provided for by enclosing the production facilities with
a chain-link fence and including on site fire protection. Noise and air

METHOD OF ESTIMATING APPROXIMATE SILENCED
EXHAUST NOISE OF RECIPROCATING ENGINES USING
MAXIM SILENCER MODELS MSA1 - MSA2
This procedure provides a means of estimating the silenced A-weighted sound level of
exhaust noise 10 ft. from the tailpipe of a reciprocating engine using a Maxim silencer. The
• method may be used when unsilenced engine noise is unavailable or when a first approxima-
tion to silenced sound levels is desired. The reduction in sound level achieved with a silencer
is dependent upon the frequency distribution of the noise source. The silencer performance
used herein is based on the generalized unsilenced exhaust spectrum given in reference 1.

SCOPE
The following report presents the results of a subsurface soil investi-
cation• on a portion of the West 1/2 of Section 27 , Township 6 North, F ' 3e
. 66 West, Weld County, Colorado. The investigation was performed for s _ _ral
1 structures associated with a cor,carcial petroleum facility. The prose of
this investigation was to obtain the technical inforcaticn and soils pro-

this report are based upon analysis of field and laboratory data and ex-
LI perience with similar soils in the general vicinity.
FIELD INVESTIGATION -
]
• The field investigation consisted of 4 borings at selected locations
3 on the site. The borings were advanced with a 4 inch diameter continuous
flight power auger. All borings were continued to depths deemed
J sufficient to define subsurface conditions critical to the proposed
structures and to assure soil continuity.
Complete logs of the boring operation are shown on the attached plate
and include visual classifications of each soil , location of soil
1 changes, standard penetration test results , and water table reasjrc,rcnt.
1 As the boring operation advanced, an index of soil relative tensity s' d
consistency was obtained by use of the standard penetration test, A X
:1 Standard Test D-1586. The penetration test result listed on the log is
the number of blows required to drive the 2 inch split-spoon sampler
one foot into undisturbed soil by a 140 pound harmer dropped 30 inches .
Undisturbed samples for use in the laboratory were taken in thin wall
samplers (Shelby) , pushed hydraulically into the soil . All samples were
sealed in the field and preserved at natural moisture content until time

lLABORATORY TESTING
The laboratory testing program was undertaken to measure critical se=ar
1 and consolidation-swelling characteristics of the soils . , '.Jiti . al

in Table 1 .

SUBSURFACE SOIL CONDITIONS
Soils encountered at the- site are considered to be relatively uniform.] Clay, sand and silt mixtures in varying combination extend to depths
of at least 17 feet across the site. Upper-level soils at conventional
foundation elevations are moist to saturated at present condition. Lab-
oratory testing indicates that the materials consolidate moderately
1 upon wetting and increased loading pressures . Sand content of the soils
increases with depth. Highly weathered , poorly structured sandstone
jwas encountered in Test Hole =1 at a depth of 17 feet. Groundwater at
the time of drilling was measured at depths of 8 to 8-1/2 feet in all
1 borings .
Composition and structure of the materials encountered in Test Hole No.
4 to a depth of 8-1/2 feet indicate that that area of the site is a pre-
viously excavated and re-filled area. Field personnel were advised by
the land owner that a slurry pit from well drilling procedures was lo-
t cated near the area of Test Hole No. 4
FOUNDATION RECOMMENDATIONS
iThe selection of the foundation type for a given situation and structure
is governed by two basic considerations . First, the foundation must be
i. designed so as to be safe against shear failure in the underlying soils ;
and second, differential settlement or other vertical movement of the
foundation must be controlled at a reasonable level .

1 Two basic controls are available to us in selecting the foundati_n type
and allowable loads . These are the standard penetration test and con-
s solidation-swell testing . The ultimate bearing capacity of the fo naa-
! tion soil depends upon the size and shape of the foundation eli,:.ent, the
I depth below the surface, and the physical characteristics of the sporting
soil .

S At the time of this investigation we do not have access to specific
building plans in terms of type of structures planned and loads that
( will be generated. Load bearing capacities of the soil will vary with
soil types that will be encountered at designed footing elevations . He
suggest that all foundation excavations be inspected prior to concrete
placement to assure proper bearing materials .
Three basic soil conditions and subsequent foundation reccnnendations
are anticipated at conventional depths:
1 . Silty, sandy clay will be encountered at upper levels on the southern
1 portion of the site. Conventional spread footings designed for maximum
allowable bearing capacities (live load plus dead load) of 1 ,000 p.s .f.
are suggested for these materials . As an option, foundations could be
over-excavated to more competent bearing materials (approximately 9
1 foot depths) and brought to desired grades with suitable fill (pit run
• or comparable) recompacted to 95 of standard proctor density (AS b-D-698) .

1 2. Slightly clayey to clean sand is anticipated on the central and
northern portions of the site. Spread footings may bear on this trial
with designed loads ( live plus dead) not to exceed- 3,000 p. s . f.
3. The fill area that seems apparent on the extreme northern pur _ ;Jn f
the site (TH =4) should be over-excavated and replaced with suitable fill
imaterials (pit run) properly placed and recompacted to 950 standard
proctor density (ASTM D-698) . Foundations on suitable fills may be
designed for 3,000 p.s.f. maximum bearing capacity. •

The following recommendations should he followed in the design of the
foundations and the footings .
1 . All footings should be below frost depth.
2. Foundation walls should be reinforced with r-ebar to span an
unsupported length of 10 feet. Reber should run continuously .rd
corners and be properly spliced.
3. Foundations for individual structures should bear on uniform soil t, , s .
IFLOOR SLABS
1 Slabs should be constructed "free floating, " isolated from all bearing
feLers , reinforced with wire mesh, and jointed frequently. Slabs on
grade should be underlain with a 3 inch layer of clean gravel or
crushed rock to help distribute floor loads and provide a capillary
break. Positive drainage should be provided for the gravel underlayment
to prevent pooling of water beneath the slab. •
LANDSCAPING AND DRAINAGE
Every precaution should be taken to prevent wetting of the subsoils and
percolation of water down along the foundation elements . Finished grades
should be sloped away from the structures on all sides to give positive
drainage. A minimum of 6 inches fall in the first 10 feet is reco7mended.
Eackfill around the outside perimeter of the structures should be
compacted at optimum moisture, or above, to at least 90 percent of
Standard Proctor Density as determined by ASTit Standard Test D-6988.

GENERAL INFORMATION
l The data presented herein were collected to help develop designs
and
cost Estimates for this project. Professional judgrients on design
alternatives and criteria are presented in this report. These are
based on evaluation of technical information gathered, partly on our
understanding of the characteristics of the structures proposed, and
partly on our experience with subsurface conditions in the area . Lie
do not guarantee the performance of the project in any respect, only
that our engineering work and judgments rendered meet the standard of
care of our profession.
The test holes drilled were spaced to obtain a reasonably accurate
Ipicture of subsurface conditions for design purposes . Variations from
- • the conditions portryaed frequently occur. These variations are soae-
times sufficient to necessitate modifications in design.
1 recommend that construction be continuously observed by a qualified
soils technician trained and experienced in the field to take advantage
of all opportunities to recognize different conditions and minimize the
1 risk of having some undetected condition which might affect the performance
of the spread footings .

by Special Review, the Board shall consider the
recommendation of the Planning Commission, and from the
facts presented at the public hearing and the information
contained in the official record, which includes the
Department of Planning Services case file, the Board of
County Commissioners shall approve the request for the
Special Review Permit unless it finds that the applicant
has not met one or more of the standards or conditions of
Sections 24.2.2, 24.5 (design standards) and
24.6(operation standards) . The applicant has the burden
of proof to show that the standards and conditions of
24.4.2, 24.5 (design standards) and 24.6 (operation
standards) are met. The applicant shall demonstrate:
24.4.2. 1 That the proposal is consistent with the Weld County
Comprehensive Plan.
24.4.2.2 That the proposal is consistent with the intent of the
district in which the USE is located.
24.4.2.3 That the USES which would be permitted will be compatible
with the existing surrounding land USES.
24.4.2.4 That the USES which would be permitted will be compatible
with the future DEVELOPMENT of the surrounding area as
permitted by the existing zone and with future DEVELOPMENT
as projected by the COMPREHENSIVE PLAN of the COUNTY or
the adopted MASTER PLANS of affected municipalities.
24.4.2.5 That the application complies with the Weld County Zoning
Ordinance, Section 50, Overlay District Regulations if the
proposal is located within any Overlay District Area
identified by maps officially adopted by Weld County.
24.4.2.6 That if the USE is proposed to be located in the
A—District, that the applicant has demonstrated a diligent
effort has been made to conserve productive agricultural
land in the locational decision for the proposed USE.
24.4.2. 7 That there is adequate provision for the protection of the
health, safety and welfare of the inhabitants of the
NEIGHBORHOOD and the COUNTY.
