This letter is in response to your request for comments on the proposed special review permit for
Mile High Dairy(AMUSR-686).
Little Thompson Water District currently serves this property through a 2" tap (# 3211). We will
continue to serve this property subject to the rules and regulations of the District. We do have a couple
of items that need to be considered as this special review permit is reviewed:
• The Diary should evaluate the size of the existing water service to determine if it will be
adequate to provide the volume and pressure needed to serve the increased needs of the proposed
use. A larger or additional tap may be needed to meet the needs of the larger dairy. A larger tap
or multiple taps could require upgrades to the water system in the area to mitigate the impacts of
the additional demand on the system.
The District rules require each residence to have an individual water tap. Existing customers with
multiple residences are required to meet this requirement whenever the tap is transferred. The
District can also allow multiple residences on a single tap, if the County has allowed the
accessory dwelling, and the customer obtains an accessory dwelling permit from the District.

Dear Ms. Hatch:
I have reviewed the submitted material pertaining to Site Specific Development Plan and
Special Review Permit for a Livestock Confinement Operation at 15333 Weld County
Road 5 in Weld County (Care Name: Bangma, Cate Number: AMUSR-686). The
property named is within the boundaries of the Mountain View Fire Protection District
and receives service from the District.
• • All construction shall be in accordance with the provisions of the 2006 International
Fire Code.
• Water supply for fire protection may be required for a new dwelling (the employee
housing). Water supply for fife protection is not required for a single-family residence
that is not larger than 3,600 gross square feet. If a residence exceeds 3,600 gross
square feet, water supply for fife protection requirements apply.
• If water supply for fire protection is not available from fire hydrants, the installation
of a residential fire sprinkler system is accepted as an alternative to meeting the
required fire flow for residential structures.
• Water supply for fire protection is not required for, barns, corrals, storage buildings
and accessory buildings provided the buildings is not being used as living space and
hazardous activity will not be occurring within the structure. The milking parlor will
need to be constructed of non-combustible construction.
• Fire access roads shall be provided for all structures in excess of 150 feet from a
public access road. Access roads shall consist of an all-weather surface capable to
withstand the imposed loads of fire apparatus (75,000 pounds).

1. A building permit shall be obtained prior to the construction of the milking parlor, freestall barns and employee
housing.
2. A plan review is required for each building for which a building permit is required. Building plans for the milking
parlor and freestall barns shall bear the wet stamp of a Colorado registered architect or engineer.Two complete sets of
plans are required when applying for each permit. Include a Code Analysis Data sheet which is provided by the Weld
County Building Department with each Building permit application.
• 3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application.Currently
the following has been adopted by Weld County:2006 International Building Code;2006 International Mechanical Code;
2006 International Plumbing Code; 2006 International Fuel Gas Code; and the 2005 National Electrical Code and
Chapter 29 of the Weld County Code.
4. All structures will require an engineered foundation based on a site-specific geotechnical report or an open hole
inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado
registered engineer.
5. Fire resistance of walls and openings, construction requirements, maximum building height and allowable areas will
be reviewed at the plan review. Setback and offset distances shall be determined by the Zoning Ordinance.
6. Building height shall be measured in accordance with the 2006 International Building Code for the purpose of
determining the maximum building size and height for various uses and types of construction and to determine
compliance with the Bulk Requirements from Chapter 23 of the Weld County Code. Building height shall be measured
in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback
requirements. When measuring buildings to determine offset and setback requirements, buildings are measured to the
farthest projection from the building. Property lines shall be clearly identified and all property pins shall be staked prior
to the first site inspection.
7. Provide letter of approval Mountain View Fire protection District prior to construction of any structure.
8. There are 10 historical building permits with final approval and one expired permit on record for these parcels.

SUBJ: Weld County Referral: AMUSR 686:Mile High Dairy
On behalf of the Town of Mead,I am responding to the above captioned development
referral. Based on a review of the materials submitted by Weld County, the Town has the
following comments and observations concerning this proposal.
This request is for the substantial expansion of an existing dairy on the north side of WCR 32
and adjacent to the west side of WCR 5. The permit application states the dairy would be on a
60 acre parcel with confined feeding pens, a new milk parlor,and other accessory buildings.
The number of animals would increase from 900 to 1940,a 115%increase. The number of
employee on-site housing units would be decrease from six(6)units to three(3)units.
The application indicates that 41,592 tons of manure would be produce on a yearly basis.
Although the existing manure storage area shown in the operation is reduce by 60%compared
to the proposed new area,the application indicates there will be room for storage of 95,759
tons of manure within the permit area,The excess manure will be spread and incorporated
(tilled in)on land to the west of the dairy;most will need to be hauled to third party locations
in the area. The amount and location ofthese off-site locations is not indicated. Also,
wastewater from animal waste and pen run-off will be collected on site and periodically
discharged through pivot irrigation on a tract to the west of the dairy operation.
This she is centrally located in the Mead Planning Area and is designated as medium to low
density residential(1.1 to 10 dwelling units pa acre). Based on the Town's adopted plan, the
location of this proposal in relationship to the Towns planning area,and other approved
developments adjacent and nearby,the Board of Trustees request the applicant consider
annexing into the Town of Mead.
Should the County elected to process this application through the County process, the Town
would request the following conditions be added as conditions of approval:
1. The number of access points is shown as five(5).This would appear to be excessive
for the use at this location. The applicant has indicated to the Mead Board that the
southern most access on WCR 5 could be eliminated Also, the drive way onto WCR 5
(shown on the site plan as the exit for truck circulation)should be redesigned to bring
vehicles onto the road at a perpendicular intersection.

2. Manure and waste disposal.The current application contains little in the way of clear
criteria for gauging compliance: The Town supports clear and enforceable standards
for this proposal.
3. Landscaping. The proposed planting plan will have little impact on the screening goals
articulated by the applicant as currently designed. An increase in trees and shrubs
should be included or decreasing the spacing between trees.
4. A lighted sign is not in keeping with the character of the area. Any lighting should be
from above and tightly focused so as not to cast glare into the mad or into the night
sky. A low, monument sign would be compatible with the use and surrounding area.

WCR 5 is a collector road and requires an 80-foot right-of-way at full build out. There is presently a 60-foot
right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
Our most current average daily traffic count (ADT) reflects an average of 807 vehicles per day travel WCR 5 at
is location.
REQUIREMENTS:
Storm Water Drainage: The storm water drainage will be handled by one retention (collection) pond and two
settling ponds located at the southwest end of the feeding facility. The retention ponds will be maintained and
operated in accordance with the Colorado Confined Animal Feeding Patrolled Regulation. I am referring the
storm water drainage and the complaint to the Department of Health and Environment, which has jurisdiction
over any use by special review that would deal with animal units.
Please provide supporting calculations to demonstrate that the proposed pond will collect the storm water from
the site for a 100-yr developed storm event per the Weld County Code (Ordinances 2001-1; 2003-10, and
2006-7). Label the working dairy operation water elevation within the pond. Label the emergency spillway,
direction the spillway flows will flow, and ensure the pond side slopes are protected from erosion during an
overflow condition. Please do not draft a drainage report.
Circulation: All feed alleys shall be surfaced with gravel and shall be graded to prevent drainage problems.
Please indicate and show that there is adequate parking and circulation throughout the milking parlor and
office buildings.
A 40' radius is required on all accesses to public roads for accesses designed to accommodate truck traffic. {A-
minimum effective turning radius of forty (40) feet shall be used for accesses intended to accommodate truck
traffic. (Weld County Codification Ordinance 2000-1)) Sec. 8-2-40 B. Road access design standards.
•The applicant needs to provide more detail concerning the number of feed and silage trucks per day.

recommendations. Intersection sight distance triangles at accesses/entrances will be required. All

The Colorado Division of Wildlife has checked and reviewed the subject property and proposed development as
to potential impacts on wildlife. According to the Colorado Division of Wildlife Natural Diversity Information
• Source Maps for Weld County,this general area provides winter range for bald eagles, foraging areas and winter
range and winter concentration areas for ducks and geese,and is within the overall range for pheasant and mule
deer and white-tailed deer. Raptors and songbirds have also been observed in the area. In addition, a check with
the U.S. Fish and Wildlife Service as to the Preble's Meadow Jumping Mouse may be appropriate for any
development that would possibly occur near wetlands associated with the property.
A row of cottonwood trees is located on the southern edge of the property.A raptor survey may be warranted to
determine utilization of the area and potential impacts to raptors if disturbance is expected. Please refer to
"Recommended Buffer Zones and Seasonal Restrictions for Colorado Raptors"prepared by Gerald R. Craig,
Colorado Division of Wildlife, February 8, 2002. Utilization of these recommendations will assist in minimizing
impacts to wildlife.
Native trees and downed or dead wood on the property should be left in place for continued benefits to wildlife.
Upon disturbance of any areas, noxious weeds should be monitored and controlled. Homeowners should also be
aware that planting trees, shrubs and other herbaceous plants may attract wildlife which may result in damage to
ornamental landscaping by wildlife. Under Colorado law, homeowners will be responsible for damages incurred
as this type of damage is not eligible for reimbursement by the Division of Wildlife.
Water quality may be impacted and any storage ponds should be built and maintained to minimize impacts to
wildlife. Screening structures and water quality monitoring and other measures may be necessary. Close
coordination with the Colorado Division of Wildlife may assist in minimizing impacts to wildlife while
maintaining quality water resources in the area.
The following notice is also applicable for any heavy equipment that may come in contact with any water
resources in the area: If heavy equipment is acquired that was previously working in another stream, river, lake,

pond, or wetland within 10 days of working on this project,one of the following disinfection practices is
necessary to prevent the spread of New Zealand Mud Snails and other aquatic hitchhikers into this drainage.
These practices are also necessary after project completion,prior to this equipment being used in another stream,
river, lake, pond, or wetland,for the same purpose:
• Remove all mud and debris from equipment(tracks,turrets,buckets,drags,teeth,etc.)and the
equipment must be kept dry for 10 days OR
• Remove all mud and debris from equipment(tracks,turrets, buckets,drags,teeth,etc.)and spray/soak
equipment with a 1:1 solution of Formula 409 Household Cleaner and water. Keep equipment moist
for at least 10 minutes OR
• Remove all mud and debris from equipment(tracks, turrets, buckets, drags,teeth,etc.)and spray/soak
equipment with water greater than 130 degrees F for at least 10 minutes.
• Clean hand tools, boots,and any other equipment that will be used in the water using one of the above
options as well.
Homeowners should also be made aware of the presence of native predators. Pets should not be allowed to roam
free. All domestic livestock and farm animals should be secured with wildlife proof fencing appropriate for the
species being raised. Pets as well may negatively interact with wildlife even on the home-sites and homeowners
will be responsible for handling these problems. Homeowners should secure pet and animal feeds,trash
containers, and charcoal/gas grills. Pets should have current shots. All control of nuisance wildlife will be the
homeowner's responsibility with the possible exception of bears and mountain lions. The developers may wish to
review the Division publication: Developing with Wildlife in Mind. Homeowners and potential homeowners
will find additional recommendations and information in these Division of Wildlife publications: "Living With
Wildlife In Coyote Country", "Living With Wildlife: Canada Geese", "Don't Feed the Wildlife", and"Too Close
For Comfort".
Homeowners should also be aware that hunting may be an ongoing fall and winter activity on lands surrounding
the development. Shooting will occur normally in the early mornings until dark on these areas. The sounds of
gunfire may be somewhat distracting,yet should be noted to the potential owners and developer.

Tolerance limits to disturbance vary among as well as within raptor species. As a rule,
ferruginous hawks and golden eagles respond to human activities at greater distances than
do ospreys and kestrels. Some individuals within a species also habituate and tolerate
human activity at a proximity that would cause the majority of the group to abandon their
nests. Other individuals become sensitized to repeated encroachment and react at greater
distances. The tolerance of a particular pair may change when a mate is replaced with a
less tolerant individual and this may cause the pair to react to activities that were
previously ignored. Responses will also vary depending upon the reproductive stage.
Although the level of stress is the same, the pair may be more secretive during egg laying
and incubation and more demonstrative when the chicks hatch.
The term "disturbance" is ambiguous and experts disagree on what actually constitutes a
disturbance. Reactions may be as subtle as elevated pulse rate or as obvious as vigorous
• defense or abandonment. Impacts of disturbance may not be immediately evident. A pair
of raptors may respond to human intrusion by defending the nest, but well after the
disturbance has passed, the male may remain in the vicinity for protection rather than
forage to feed the nestlings. Golden eagles rarely defend their nests, but merely fly a half
mile or more away and perch and watch. Chilling and over heating of eggs or chicks and
starvation of nestlings can result from human activities that appeared not to have caused
an immediate response.
A `holistic' approach is recommended when protecting raptor habitats. While it is
important for land managers to focus on protecting nest sites, equal attention should focus
on defining important foraging areas that support the pair's nesting effort. Hunting
habitats of many raptor species are extensive and may necessitate interagency cooperation
to assure the continued nest occupancy. Unfortunately, basic knowledge of habitat use is
lacking and may require documentation through telemetry investigations or intensive
observation. Telemetry is expensive and may be disruptive so a more practical approach
is to assume that current open space is important and should be protected.
Although there are exceptions, the buffer areas and seasonal restrictions suggested here
reflect an informed opinion that if implemented, should assure that the majority of
individuals within a species will continue to occupy the area. Measurements are
somewhat imprecise (fractions of a mile) and reflect the need to maintain some flexibility
to adjust buffer zones depending upon intervening terrain and vegetation
• screens that obscure the activity. This document is intended to be modified and refined as
additional information becomes available,hence the provision of a revision date.
BALD EAGLE
Nest Site:
Year around closure to surface occupancy* (beyond that which historically occurred in
the area) within 'A mile radius of nest. No human encroachment from November 15
through July 31 within '/2 mile radius of the nest. This closure is more extensive than the
Northern States Bald Eagle Recovery Plan due to the generally open habitat used by
Colorado's nesting bald eagles. Aside from four Colorado sites in coniferous forests, all
others are in cottonwood riparian zones that don't have the vegetational density, and
therefore obscurity offered by the habitats in the lake states. Recent evidence suggests
that pairs nesting at lower elevations frequent and maintain their nests throughout the
year. If it is necessary to work within the '/2 mile buffer, the intrusion should be restricted
to August 15 through October 15.
Winter Night Roost:
Activity should be eliminated within 1/4 mile radius of winter roosts between November
15 and March 15. If periodic visits (such as oil well maintenance work) are required
within the buffer zone after development, activity should be restricted to the period
between 1000 and 1400 hours from November 15 to March 15. Limited restrictions may
be necessary out to '/2 mile if there is a direct line of sight from the roost to the activities.
Hunting Perch:
Diurnal perches associated with important foraging areas should also be protected from
human encroachment. Preferred perches may be at varying distances from human
• encroachment and buffer areas will vary. However, at least 2 management plans
recommend zones that range from 1/8 mile (200 meters) to 1/4 mile (400 meters)
depending upon topographic or vegetational screening.
GOLDEN EAGLE
Nest Site:
No surface occupancy* (beyond that which historically occurred in the area) within 1/4
mile radius of the nest site and associated alternate nests. Seasonal restriction to human
encroachment within '/a mile of the nest and any alternate nests from January 1 to July 15.
OSPREY
Nest Site:
No surface occupancy* (beyond that which historically occurred in the area) within 1/4
mile of the nest site. Seasonal restriction to human encroachment within ''A mile of the
nest from April 1 to August 31. Some osprey populations have habituated and are
tolerant to human activity in the immediate vicinity of their nests.
FERRUGINOUS HAWK
Nest Site:
No surface occupancy* (beyond that which historically occurred in the area) within '/2
mile radius of the nest site, and associated alternate nests. Seasonal restriction to human
encroachment within ''A mile of the nest and any alternate nests from February 1 to July
• 15. This species is especially prone to nest abandonment during incubation if disturbed.
* Surface occupancy includes human habitation as well as non-human habitation,examples of which would
be oil and gas wells,tanks,roads,tracks,trails,etc.
• RED-TAILED HAWK
Nest Site:
No surface occupancy* (beyond that which historically occurred in the area) within 1/3
mile radius of the nest site, and associated alternate nests. Some members of this species
have adapted to urbanization and may tolerate human habitation to within 200 yards of
their nest. Development that encroaches on rural sites is likely to cause abandonment.
Seasonal restriction to human encroachment should be in effect from February 15 to July
15.
SWAINSON'S HAWK
Nest Site:
No surface occupancy* (beyond that which historically occurred in the area) within 1/4
mile radius of the nest site, and associated alternate nests. Some members of this species
have adapted to urbanization and may tolerate human habitation to within 100 yards of
their nest. Seasonal restriction to human encroachment within 1/4 mile of the nest from
April 1 to July 15.
PEREGRINE FALCON
Nest Site:
No surface occupancy* (beyond that which historically occurred in the area) within 'h
mile of the nest site. Seasonal restriction to human encroachment within '/z mile of the
nest cliff(s) from March 15 to July 31. A 1 mile buffer with a closure from February 1 to
• August 31 was originally stipulated in the approved Recovery Plan, but recent field
evidence suggests that the zone can be reduced to %z mile. Due to propensity to relocate
nest sites, sometimes up to '/z mile along cliff faces, it is more appropriate to designate
'Nesting Areas' that encompass the cliff system and a '/z mile buffer around the cliff
complex.
PRAIRIE FALCON
Nest Site:
No surface occupancy* (beyond that which historically occurred in the area) within '/z
mile radius of the nest site.
GOSHAWK
Reynolds et al. (1993) proposed 30 acres for the nest, a post fledge family area of 420
acres, and a foraging area of 5400 acres in size that encompasses habitat for squirrels,
rabbits, jays, woodpeckers and grouse. For purposes here, it seems that a buffer of '/z
mile around the nest should protect the integrity of the nesting and post fledging effort.
Occupancy of the nesting and brood rearing area takes place from early March through
late September.
• BURROWING OWL
Nest Site:
*Surface occupancy includes human habitation as well as non-human habitation,examples of which would
be oil and gas wells,tanks,roads,tracks,trails,etc.
• No human encroachment or disturbance within 75 yards of the nest site from April 1
through July 31. This period is necessary to avoid disturbing nesting owls. However,
owls may be present at burrows up to a month before egg laying and several months after
young have fledged. Therefore it is recommended that efforts to eradicate prairie dogs or
destroy abandoned towns not occur between March 1 and October 31 when owls may be
present. Although owls may occur throughout a prairie dog colony, they have a
propensity to frequent the colony margins and buffer zones should be applied to the
colony perimeter. Measures that protect and enhance prairie dog colonies will benefit this
species.

The Weld County Department of Public Health and Environment has reviewed this
application to amend the existing Use by Special Review Permit for a dairy operation.
The amendment will increase the number of livestock from 900 to 1940, add new corral
areas and milking parlor, relocate manure storage and composting areas,
remove/relocate employee housing, and remove/relocate storm water/process
wastewater ponds. Potable water is provided from Little Thompson Water District.
Individual Sewage Disposal Systems provide sewer provisions.
Septic permit G19810123 for the residential house and two mobile homes, that are to be
removed per applicants USR map, shall be properly abandoned or reviewed by a
Colorado Registered Professional Engineer if the system will be utilized for a different

use.
Septic permits G19810124, G19860257 and G19850030 have been approved for
existing uses. If the uses are changed, the permits shall be evaluated by a Colorado
Registered Professional Engineer to ensure compliance with the Weld County Individual
Sewage Disposal Regulations.

2. Provide evidence that a Standard Operating Procedure for sludge and manure
removal (cleaning of impoundments to maintain capacity) has been submitted for
approval to the Colorado Water Quality Control Division required by Colorado
Water Quality Control Commission Regulation Number 81 [81.5 (3)].

3. Demonstrate that wastewater impoundments meet required setbacks to water
wells and groundwater required by Colorado Water Quality Control Commission
Regulation Number 81. [81.5 (6)].
4. Provide evidence that a CAFO Colorado Discharge Permit has been applied for
or obtained from the Colorado Water Quality Control Division.
5. If Septic permit G19810123 is abandoned it shall be abandoned in accordance
with Section 30-7-70 of the Weld County Code pertaining to individual sewage
disposal systems. In the event the applicant intends to utilize the existing septic
system, the septic system shall be reviewed by a Colorado Registered
Professional Engineer. The review shall consist of observation of the system and
a technical review describing the systems ability to handle the proposed
hydraulic load. The review shall be submitted to the Environmental Health
Services Division of the Weld County Department of Public Health and
Environment. In the event the system is found to be inadequately sized or
constructed the system shall be brought into compliance with current
Regulations.
6. If the uses are changed for septic permits G19810124, G19860257 and
.
G19850030, the permits shall be evaluated by a Colorado Registered
Professional Engineer to ensure compliance with the Weld County Individual
Sewage Disposal Regulations.
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to the issuance of the Certificate of Occupancy for the
new milking parlor:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. The facility shall operate in compliance with Colorado Water Quality Control
Commission Regulation Number 81.
2. The facility shall maintain CAFO Colorado Discharge Permit coverage and
operate in compliance with Colorado Water Quality Control Commission
Regulation Number 61. There shall be no discharge of manure or process
wastewater into surface water from the production area, except as provided in
the facilities CAFO Colorado Discharge Permit.

3. Manure and process wastewater shall be applied at agronomic rates. There
shall be no discharge from land application areas except for agricultural
stormwater.
4. The facility shall be operated and maintained in a manner to prevent nuisance
conditions and operate in accordance with the Management Plan for Nuisance
Control submitted with the application materials.
5. The facility shall control fugitive dust on this site and be operated and maintained
in a manner to prevent nuisance conditions. The facility shall be operated in
accordance, at all times, with their current approved Management Plan for
Nuisance Control.
6. The facility shall be operated in a manner to control pests. The facility shall be
operated in accordance, at all times, with their current approved Management
Plan for Nuisance Control. Additional control measures shall be implemented at
the request of the Weld County Department of Public Health and Environment in
the event that rodents (which can be determined to be associated with the
facility) are in such a number to be considered a nuisance condition.
• 7. The facility shall be operated in a manner to control flies. The facility shall be
operated in accordance, at all times, with their current approved Management
Plan for Nuisance Control. Additional fly control measures shall be implemented
at the request of the Weld County Department of Public Health and Environment
in the event that flies (which can be determined to be associated with the facility)
are in such a number to be considered a nuisance condition. Additional controls
shall also be implemented in the event the Weld County Department of Public
Health and Environment receives a significant number of fly (associated with
facility) complaints, and in the judgment of the Weld County Health Officer, there
exists a fly condition requiring abatement.
8. The facility shall be operated in a manner to control odors. The facility shall be
operated in accordance, at all times, with their current approved Management
Plan for Nuisance Control. Odors detected off site shall not equal or exceed the
level of fifteen-to-one dilution threshold, as measured using methods set forth in
Regulation 2 of the Colorado Air Pollution Control Regulations. Additional
controls shall be implemented at the request of the Weld County Department of
Public Health and Environment in the event odor levels detected off site of the
facility meet or exceed the level of fifteen-to-one dilution threshold, or in the
judgment of the Weld County Health Officer, there exists an odor condition
requiring abatement.
9. The applicant shall remove, handle, and stockpile manure from the livestock area
in a manner that will prevent nuisance conditions. The manure piles shall not be

allowed to exist or deteriorate to a condition that facilitates excessive odors, flies,
insect pests, or pollutant runoff. The surface beneath the manure storage areas
shall be of materials which are protective of State waters. These areas shall be
constructed to minimize seepage or percolation of manure contaminated water.
In no event shall the facility impact or degrade waters of the State in violation of
Colorado Water Quality Control Commission Regulation Number 81.
10. Any Individual Sewage Disposal System (I.S.D.S.) on the property shall be
permitted, installed, maintained and operated in compliance with Weld County
I.S.D.S. Regulations.
11. The facility shall operate in compliance with applicable Colorado Air Quality
Control Commission Regulations. There shall be no open burning except
"agricultural open burning" as defined by Colorado Air Quality Control
Commission's Regulation 9.
12. There shall be no permanent disposal of solid wastes, as defined in the
Regulations Pertaining to Solid Waste Disposal Sites and Facilities (6 CCR 1007-
2), at this site. This is not meant to include those wastes specifically excluded
• from the definition of a solid waste in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended.
13. The facility shall adhere to the maximum permissible noise levels allowed in the
Light Industrial Zone as delineated in Section 25-12-103 C.R.S, as amended.
14. Waste materials, not specifically addressed by other development standards,
shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
15. The applicant shall comply with all provisions of the Underground and Above
Ground Storage Tank Regulations (7 CCR 1101-14).
16. Adequate handwashing and toilet facilities shall be provided for employees and
patrons of the facility.
17. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
