I am disappointed in the recommendation for approval since it does not adequately address concerns dealing with traffic flow and safety. Please consider the following information in your decision. The intersections of CR66 with both CR43 and CR41 are not adequate to safely accommodate the Semi tractor- trucks that the permit references. Semi tractor-trucks cannot make the turn west on CR66 from CR43 south nor can they make the corner from CR66 east onto CR43 south. This means that the trucks will be using both lanes of CR43 and CR66 to make the turns. Given the high speed of the traffic flow on CR43 this will be very dangerous and will result in accidents. You may recall the tragic incident on hwy 392 last year where a beet truck collision resulted in the death of a local woman. Our driveway is on CR 43 and due to the volume and speed of the traffic we often have to wait a considerable period to safely turn onto CR43. This is the same traffic the trucks on CR66 will see as they seek to turn either north or south, except that they will always need to use both lanes of CR43 to navigate the turn. The Semi • tractor-trucks trucks turning onto CR66 west from CR43 they will not be able to make the corner when there is a vehicle in the east bound lane of CR66. In addition during the haul period there is no location for the trucks to park while waiting to unload. Since CR66 which has no shoulders to accommodate parking, these trucks will be sitting in the CR66 east bound and westbound lanes creating another dangerous situation for traffic. The school bus travels this road every morning and afternoon. It is unreasonable to put the school bus and its passengers in a dangerous situation by expecting the school bus to navigate between farm trucks on a busy road in order to get these children home. A proposed beet dump on CR43 and O'street just two miles to the south was rejected a few years ago for traffic safety reasons. This current proposed location has exactly the same problems as the previous site on CR43. If anything this site is significantly worse than the previously rejected site since that site had a four way stop. I feel that the approval of this proposal will result in an unsafe traffic conditions for the people of Weld County. These future accidents are avoidable by instructing the applicant to find an appropriate site capable of safely accommodate the traffic the beet dump will generate. The proposed Special Review is also within the established aircraft traffic pattern for Runway 16/34 and in close proximity to the aircraft traffic pattern for Runway 9/27. The Runway Zoning Overlay District will probably not be affected, because this area • concerns the height of structures. Any future structure proposed on this property could be subject to an FAA Aeronautical Study under Part 77 of the Code of Federal Regulations. Although the Authority has no specific objection to this Use of Special Review, its proximity to the airport and location within the above noted areas should be documented for the record with the current and any future property owners. "c • I I I L4J I In I I MEMORANDUM • 11ige, TO: Board of County Commissioners COLORADO DATE: June 18, 2008 FROM: .•Chris Gathman — Department of Planning Services & Don Dunker— Department of Public Works SUBJECT: Recommended Conditions of Approval for USR-1654 The Departments of Planning Services and Public Works are recommending that the following conditions of approval be added to USR-1654: Condition 1.G: The applicant shall complete all proposed improvements inclydinil as halt and culvert improvements associated enlarging the turning radius on the NWAetrt Yr eF o`1rCounty Road 43 and County Road 66 to 36-feet, and the installation of bollards (if necessary)to protect the existing power pole to the satisfaction of the Department of Public Works or enter into an Off-Site Improvements Agreement according to policy regarding collateral for improvements and post adequate collateral for all required materials. If an improvements agreement is necessary, the applicant shall submit a draft Improvements Agreement According to Policy Regarding Collateral for Improvements (Public Road Maintenance). The Agreement shall be reviewed and approved by the Department of Public Works.The applicant shall submit a signed copy of the Improvements Agreement along with the appropriate collateral. The agreement and collateral shall be approved and accepted by the Board of County Commissioners prior to recording the Final Plat.
