HomeMy WebLinkAbout20082218.tiff RESOLUTION RE: APPROVE APPLICATION FOR 2009 LAW ENFORCEMENT ASSISTANCE FUND(LEAF) GRANT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the 2009 Law Enforcement Assistance Fund (LEAF) Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the Colorado Department of Transportation, Office of Transportation Safety, commencing January 1, 2009, and ending December 31, 2009, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. Please develop your proposal and budget request with this information in mind. Part I - Community Data This section is to be completed in the provided Microsoft Excel spreadsheet. (See attached 2009 Community Data sheet.doc) Part II - Project Proposal A. Problem Statement Please describe your city's/county's problem with Impaired Driving. Please touch on the following areas: 1. What is known about the problems your city/county faces with Impaired Driving, including what is unique compared to other communities? Weld County is historically one of the deadliest counties in the state of Colorado when it comes to traffic fatalities. Between the years of 2004-2007, Impaired Driving was responsible for 77 of the 220 total traffic fatalities. Land wise, Weld County is the third largest county in Colorado, covering approximately 4000 square miles with close to 3,000 miles of roadway. Weld County is the most populated of the top three large Colorado counties. Weld County has two major interstates that traverse through the county which are 1-25 and I-76. These interstates are heavily traveled interstates that serve commuters of several larger communities such as Longmont, Loveland, Ft Collins and Greeley not to mention the numerous smaller cities. Interstate 25 is a major arterial for these cities to access the Denver metro area for such events as sporting, concerts and entertainment that all involve drinking. Commuters then return to these major cites utilizing 1-25 which is already at peak capacity and when in an inebriated state become a very serious traffic safety issue for the county. Weld is a rural agricultural county which may account for approximately 69% of these crashes occurring in unincorporated areas. Most of the Weld's main traffic arteries are improved and paved, however, many rural roads are unpaved dirt roadways. 2. What do you perceive to be changes in Impaired Driving activity over time (for example, changes in frequency, population groups, time of day or year, etc.)? There appears to be a correlation between the population growth in Weld County and the increase of impaired driving. Weld's population has been steadily increasing for the past 4 years. Them does not appear to be any surprises in day of occurrence, as Friday and Saturdays consistently rank high. Also, in the last four years those involved in DUI Crashes fall into two age groups; 21-29 remains the highest followed closely by 31-39. Them also appears to be a rise in impaired driving during the summer months. 3. What do you think may be causing some of the problems and/or perceived changes? As in most communities, Weld County has a very diverse population, from rural, to urban to city. These populations consist of a wide range of educational, ethnic and religious backgrounds;all with different habits and values. In some cases, these have a significant impact as some of these cultures view impaired driving as almost socially acceptable. Weld County also has a large transient population who commute in/out and through the county for employment and recreation on our two major interstates/highways that run through our county. It appears that all of these are contributing factors that impact Weld County's ability to reduce impaired driving. We have also recognized the fact that most of Weld County's on and off premises alcohol establishments am in the cities and towns which also contributes to the numerous impaired drivers transiting on county roadways after being served. B. Project Goals Please state what you hope to achieve in the coming program year. These are only estimate targets, but should reflect what you hope to achieve with the addition of LEAF funding. 4. During the 2009 funding year, your City/County will increase Impaired Driving Arrests by 37 . This will be a 15 % increase. 5. During the 2009 funding year, Alcohol/Drug Related Property Damage Crashes in your City/County will decrease by 6 This will be a 15 % decrease. 6. During the 2009 funding year, Alcohol/Drug Related Injury and Fatal Crashes in your City/County will decrease by 8 . This will be a 15 % decrease. C. Program Plan — Checkpoint and/or Saturation Patrol Strategy Checkpoint Strategy 3 Do you plan to use LEAF funds for Checkpoints? YES NO If"yes" please complete the following section. If"no" please provide a short explanation and then continue to the next section. 7. Please describe your general strategy for implementing checkpoints. In this section, please discuss: • How you will organize check point activity around the required events (St. Patrick's Day, Memorial Day weekend, July 4th, Checkpoint Colorado, National Crackdown, Halloween Enforcement, Office Party Weekend, and New Year's Eve). Please identify particular holidays you will emphasize and your strategy for the location of checkpoints. Weld County Sheriff's Office, along with other agencies participating in the Weld County DUI Task Force, have and will continue to participate in both individual and multi jurisdictional checkpoint efforts. Both the Sheriff's Office and the Task Force have focused their enforcement efforts to coincide with the LEAF Enforcement Periods(i.e.: Greeley Independence Stampede and Thunder in the Rockies). This year's checkpoints have been during the Memorial Day, 1" of July, Labor Day Enforcement Periods. We are currently scheduling additional checkpoint enforcement • Please describe the degree and manner in which you will use LEAF funds for non-required checkpoint activity, including locations and times. LEAF funding will be utilized to assist in compensating for deputies and officers from participating agencies for their overtime during checkpoints. Locations and times are staffed by need, as well as targeting "DUI Hotspots"with the assistance of our GIS Mapping. • How many checkpoints will you conduct in your City/County in 2009? Weld County Sheriff's Office and the Weld County DUI Task Force will plan on conducting a minimum of 6 Checkpoints in 2009. This will consist of both mobile (Hit& Run)and stationary checkpoints. Saturation Patrol Strategy Do you plan to use LEAF funds for Saturation Patrols? � YES NO If"yes" please complete the following section. If"no" please provide a short explanation and then continue to the next section. 4 8. Please describe your general strategy for implementing Saturation Patrols. In this section, please discuss: • How you will organize Saturation Patrols around peak seasonal event (St. Patrick's Day, Memorial Day weekend, July 4`h, Checkpoint Colorado, National Crackdown, Halloween Enforcement, Office Party Weekend, and New Year's Eve). Please note particular holidays/events you will emphasize and your strategy for patrol activities. As stated above in the Checkpoint Strategy, Weld County Sheriff's Office, along with other agencies participating in the Weld County DUI Task Force, have and will continue to participate in both individual and multi jurisdictional Saturation Patrol efforts. Weld County Sheriff's Office and the Weld County DUI Task Force would appreciate any media assistance that can be provided. Printed material and technical assistance has been used in the past 11. In the past year, what CDOT sponsored media events and enforcement periods have you participated in and how? Weld County Sheriff's Office, with the assistance of CDOT Public Relations, participated in a new media interview with Channel 9 News. This was done prior to the July 4th Enforcement Period and to highlight efforts with Checkpoint Colorado. Collaboration Efforts 12. Please describe any other related efforts or groups (e.g., other law enforcement, local programs or coalitions, etc.) you intend to collaborate with during the project year and the nature of these collaborative efforts. The Weld County Sheriff's Office is an actively participating member of the Weld County DUI Task Force. This consists of participating municipalities as well as county(WCSO)and state (CSP)law enforcement agencies dedicated to removing impaired drivers off Weld's roadways. The Weld County Sheriff's Office is also an active member of Weld County Drive Smart Coalition. We have assisted this coalition in many endeavors to educate the public about driving safety. We have assisted in Graduated Driver's License training; the P.A.R.T.Y. Program (a high school program targeting teen drivers); Tailgate the Safety Way(a public event showcasing traffic safety and awareness). The Weld County Sheriff's Office has also collaborated and worked with Larimer County and Morgan County in getting the Tri-County BAT Mobile operational. This is an on-going effort to deploy this shared asset in all three counties. 13. What resources are your agencies willing to commit to this project? Weld County Sheriff's Office and the Weld County DUI Task Force is committed to providing trained and experienced law enforcement officers to enforce and prosecute impaired driving laws. These officers will plan and execute Sobriety Checkpoint and Saturations operations. The Weld County Sheriff's Office and agencies of the DUI Task Force are also willing to commit vehides(patrol and BAT Mobile), equipment, 6 as will as planning and building resources necessary to conduct DUI enforcement operations. Compliance with Data Entry Critical requirements of this project are compliance with the entry of data on the CDOT website related to established enforcement periods and submitting quarterly reports and claims and a final report. How many of these reports were late? Possibly one. 14. Does your agency have computer capability to access the website, access data and enter it on an Excel spreadsheet, complete a narrative report on Microsoft Word, complete CDOT's claim form on Adobe Acrobat, and submit the Excel spreadsheet and Word report as email attachments? .
