HomeMy WebLinkAbout20081239.tiff RESOLUTION RE: APPROVE BYLAWS FOR THE WELD COUNTY SAFETY AND WELLNESS COMMITTEE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with proposed Bylaws for the Weld County Safety and Wellness Committee, and WHEREAS, after review, the Board deems it advisable to approve said bylaws, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Bylaws for the Weld County Safety and Wellness Committee be, and hereby are, approved. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 28th day of April, A.D., 2008. Vs OS 09 O FS BYLAWS WELD COUNTY SAFETY AND WELLNESS COMMITTEE ARTICLE I -Name of Committee The Committee shall be called the Weld County Safety and Wellness Committee. ARTICLE II - Functions and duties of the Weld County Safety and Wellness Committee. The Weld County Safety and Wellness Committee shall perform such functions and duties and make such recommendations as set forth in the Weld County Code, as approved by the Board of County Commissioners, in and for the County of Weld, State of Colorado, and further Ordinances promulgated by the Board. ARTICLE III - Membership of the Safety and Wellness Committee. A. The Weld County Safety and Wellness Committee shall consist of a minimum ten (10),and not to exceed twenty-five(25),voting members who shall be appointed by heads of departments or elected officials. A representative and an alternate from the following departments shall be appointed: Assessor,Buildings and Grounds,County Attorney, Clerk and Recorder, Coroner, District Attorney, Extension, Health Department, Human Services, Information Services/GIS, Office of the Board/Accounting/Community Corrections/County Council/Finance/Human Resources/Phone Services/Print Shop/Purchasing/Veterans, Paramedic Services, Planning and Zoning, Public Works, Sheriff, Social Services, and Treasurer. The Human Resources Director, or his/her appointed representative, as County Safety Officer, shall be an ex officio non-voting member of the committee. The grant- funded Worksite Wellness Coordinator shall also be an ex officio non-voting member of the committee. B. The representatives shall be appointed by the department heads or elected officials as listed above until they are replaced. Alternates shall be designated to attend Weld County Safety and Wellness Committee meetings in the event that the appointed representative may not attend. Alternates may attend meetings when the primary representative is in attendance but may not participate in the voting. C. Members who fail to appear or fail to have an alternate appear on their behalf after three consecutive meetings shall be reported to their department head or elected official by letter. A recommendation for replacement may be made by the Weld County Safety and Wellness Committee. 1 2008-1239 ARTICLE IV - Officers A. The Weld County Safety and Wellness Committee officer team shall consist of the Weld County Wellness Coordinator as chair and the Weld County Safety Officer as secretary. In the absence of the chair,the group will appoint a chair. In the absence of the secretary, the chair will appoint an adhoc secretary. ARTICLE V- Meetings A. Regular meetings of the Weld County Safety and Wellness Committee shall be scheduled at the prior meeting. At least five (5) days notice will be given to the members. B. Special meetings of the Weld County Safety and Wellness Committee may be called by the committee chair, with the concurrence of the Weld County Safety Officer, provided at least twenty-four(25)hours notice is given to each member prior to any special meeting date. C. The order of business at all meetings shall be as follows: Roll Call, Review and Approval of Prior Meeting's Minutes, Subcommittee Reports,Unfinished Business Reports, New Business Reports, Announcements, Adjournment. D. A quorum shall consist of attendance of fifty-one percent (51%) of committee's voting membership. E. The concurring vote of a majority of those members present shall be required to report favorably to the Board of County Commissioners or the County Safety Officer any plans, reports or recommendations of the Weld County Safety and Wellness Committee. Votes to "abstain" shall neither be considered a "yes" or "no" vote. F. Actions of the Committee shall be forwarded to both the Board of County Commissioners and the County Safety Officer in the form of Resolutions or copies of the minutes. ARTICLE VI - Sub-committees A. The Weld County Safety and Wellness Committee may establish such sub- committees as it deems advisable and assign each committee specific duties or functions. 2 B. The Weld County Safety and Wellness Chair shall designate the members of each sub-committee and shall name the chair of each sub-committee. The Weld County Safety and Wellness Chair shall fill vacancies on sub-committees as they arise. No member of the Weld County Safety and Wellness Committee shall be required to serve on more than one sub-committee at one time. Subcommittee reports will be required at each meeting. ARTICLE VII - Amendment These bylaws may be amended,subject to approval of the Board of County Commissioners, by an affirmative vote of two-thirds of the total membership of the Weld County Safety and Wellness Committee. No amendments to these bylaws shall be considered at a meeting of the Weld County Safety and Wellness Committee unless first submitted, in writing,to each member of the Committee at least seven (7) days prior to the meeting at which said amendment is to be considered.
