RE: GRANT REQUEST TO PRE-ADVERTISE SITE SPECIFIC DEVELOPMENT PLAN AND
USE BY SPECIAL REVIEW PERMIT #1647 - PUBLIC SERVICE COMPANY OF
COLORADO
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from Public Service Company of Colorado,
550 15th Street, Suite 700, Denver, Colorado 80202, for pre-advertisement of an application for
a Site Specific Development Plan and Use by Special Review Permit#1647 for a Major Facility of
a Public Utility (electric power plant and associated gas pipeline) in the 1-3 (Industrial) and
A (Agricultural) Zone Districts, and
WHEREAS, said property is described as parts of Sections 3 and 10, Township 3 North,
Range 67 West of the 6th P.M., Weld County, Colorado, and
WHEREAS,after study and review the Board deems it advisable to grant said request,with
the hearing date to be set as March 5, 2008, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the request from Public Service Company of Colorado for pre-advertisement
of an application for a Site Specific Development Plan and Use by Special Review Permit#1647
for a Major Facility of a Public Utility (electric power plant and associated gas pipeline) in the
1-3 (Industrial) and A (Agricultural) Zone Districts be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said request
be, and hereby is, set as March 5, 2008, at 10:00 a.m.

Public Service Company of Colorado has submitted a request that the application for Use by
Special Review Permit #1647, which will be heard by the Planning Commission on February 19,
2008, be pre-advertised. If you wish to approve this request, a hearing before the Board on
March 5, 2008, will allow adequate time for advertising.

SUBJECT: Request for Pre-Advertisement of USR-1647
Public Service Company of Colorado has submitted a Site Specific Development Plan and a Special
Review Permit for a Major Facility of a Public Utility(electric power plant and associated gas pipeline) in
the 1-3 (Industrial) and A(Agricultural)Zone District. This application is scheduled to be heard by the
Planning Commission on February 19, 2008. Typically a major facility of a public utility is not heard by the
Board of County Commissioners but is instead approved or denied by the Planning Commission, however,
since this is also a 1041 designated project this application will be heard by and approved or denied by the
Board of County Commissioners.
The applicant is requesting a Pre-Advertisement of this application. In their letter the applicant points out
the 'extremely tight timeframe' in which they must permit and construct the new facilities so that they may
meet the power demands of the public in 2009. Within this timeframe construction must begin in April
2008.
Staff is supportive of this request as the applicant meets section 23-3-40.C in showing that the company
faces an emergency circumstance.

Gas Turbine Generators (Units 5 & 6) at the Fort Saint Vrain
Generating Facility
Dear Mr. Ogle:
Public Service Company of Colorado (PSCo), an Xcel Energy Company requests pre
advertisement for a Board of County Commissioners hearing for the submitted Use-by-
Special Review permit application for the Installation of Two Simple-Cycle Natural
Gas Turbine Generators (Units 5 & 6) at the Fort Saint Vrain Generating Facility.
The proposed project will replace power generation capacity that PSCo contracted to
purchase from a new power plant that had been under development in El Paso County.
The El Paso County generator was scheduled to be operational in May 2009, in time to
meet our summer peak energy demand. However, we recently learned that the El Paso
project could not be completed under the terms of the contract in time to meet the
projected demand. PSCo terminated the contract and consequently analyzed several
alternatives and found that adding generation capacity at the existing Fort Saint Vrain
(FSV) Generating Facility is the most practical and efficient option.
These circumstances present PSCo with the challenge of having to permit, engineer
and construct the FSV project within an extremely tight timeframe. Specifically, to
enable us to meet energy demands in summer 2009, we need to begin construction in
April 2008. PSCo must replace the peaking power it was to have obtained from the El
Paso project in order to meet its mandated reserve margin and avoid potential power
outages during the summer of 2009.

Outages can adversely affect customers at every level, including industrial, commercial,
institutional and residential users. Because the power grid is an interconnected network,
the economic hardship of any outage would extend beyond PSCo, and negatively
impact electric consumers. The degree of economic impact would depend on the
geographic extent and duration of any outage(s).
To meet energy demand for summer 2009 and eliminate the potential for outages,
PSCo is requesting a review process that would allow us obtain land use approvals by
the end of March 2008. We sincerely appreciate Weld County's support and willingness
to help meet this critical deadline by considering our request for pre-advertising.
