This proposal includes an outline of the project information provided to us, our scope of services, fee, and schedule. A-PROJECT INFORMATION • Terracon understands the project will consist of paving approximately 4,000 lineal feet of 71st Avenue from the Poudre River Ranch subdivision to 'O' Street in Weld County, Colorado. Additional work at the site will consist of the replacement of an existing canal bridge with a pre-cast box culvert and the pavement of a gravel parking lot near the Poudre River Trailhead. We understand that Weld County will be performing the pavement design for the project, and that this design will be based on the soils information generated from our exploration and testing at the site. The scope of services and estimated fees for the project have been developed through coordination with the client. Proposed grade changes to the road were not developed at the time of this proposal. Terracon assumes some minor grade changes to accommodate line of site issues for the project will be necessary. For the purposes of this proposal, Terracon assumes site grading cuts and fills will be less than 3 feet. B-PROPOSED SCOPE OF SERVICES The purpose of the geotechnical engineering services will be to evaluate the subsurface soil and groundwater conditions at the site and to provide soils testing for a pavement design to be performed by Weld County. We propose to explore the subsurface conditions on the site with a total of seven test borings. Of this total, six test borings will be located in the proposed pavement of 71st Avenue and one test boring will be located in the existing gravel parking lot. The borings will be advanced to approximate minimum depths of 5 to 15 feet. The minimum depth of 5 feet assumes cuts will be less than 2 feet. If cuts greater than 2 feet are included with the project, the 10 feet borings will be required. The test boring located adjacent to the canal bridge replacement will be advanced to a minimum depth of 15 feet. The borings will be advanced to the minimum depths outlined unless refusal to drilling is encountered prior to full boring advancement. The depth and location of test borings may be further adjusted depending upon actual subsurface conditions encountered. Delivering Success for Clients and Employees Since 1965 More Than 95 Offices Nationwide Proposal/Agreement for Geotechnical Engineering Services Terracon 71st Avenue From Poudre River Ranch to 'O' Street Terracon Proposal No.P2108002g During the drilling operations, a Terracon representative will log the borings, record the results of penetration tests, and obtain representative samples for further laboratory evaluation. Groundwater measurements will be made in each boring during exploration and a minimum of 24-hours after drilling. Drilling and sampling will be conducted in general accordance with applicable local standards. At the completion of drilling operations, all samples will be returned to our laboratory where they will be examined by the project geotechnical engineer. At that time, the field descriptions will be confirmed or modified and an applicable laboratory testing program will be formulated and final boring logs prepared. Relatively undisturbed samples may be tested for moisture content, dry density, and consolidation and expansion characteristics. Disturbed samples may be tested for liquid limit, plastic limit, moisture content, grain size distribution, and Hveem Stabilometer (R-Value). Laboratory testing will be conducted in accordance with applicable locally recognized standards. The information obtained from the field exploration and laboratory testing program will be used to evaluate the soil and subsurface conditions at the project site. Based on these results and on our recommendations, Weld County will be able to perform a pavement section design. Based upon our analyses, a geotechnical engineering report will be prepared. The following information will be provided in the report: • A brief review of our field and laboratory procedures, and the results of all testing conducted; • A discussion of the general subsurface conditions including soil and groundwater conditions; • Location and characteristics of groundwater; • Design criteria related to the canal bridge replacement, including maximum net allowable bearing pressures, lateral earth pressures, and predicted performance; • Unsatisfactory soil conditions and a discussion of remedial measures; and, • Recommended construction procedures and quality control measures related to earthwork. 2 Proposal/Agreement for Geotechnical Engineering Services Terracon 71"Avenue From Poudre River Ranch to'O'Street Terracon Proposal No.P2108002g Terracon will notify the Utility Notification Center of Colorado (UNCC) for location of public utilities a minimum of 3 business days prior to our anticipated drill date. Terracon is not responsible for potential damages or impacts to our schedule if adequate utility locates are not performed, or utility locates are not completed by UNCC prior to our expected drill date. Terracon assumes that site access will be open, and that the site is accessible with a 2 wheel drive Ford F-750 truck with a CME-55 or CME-75 drill rig mounted on the back. If, once we arrive on site, it is apparent the site will not support the above referenced drill rig, additional charges, including equipment costs for towing the drill rig or remobilization to the site, will be applicable. Further, if the area to be drilled will require traveling over landscape areas, Terracon is not responsible for damage to landscaping if suitable alternate routes to access the site are not available. It is anticipated that the field work for this project could commence within five to ten business days of receipt of written notice to proceed, weather permitting, and that about one to two days would be required for completion of the drilling. An additional ten to 15 working days would be required for the completion of laboratory testing, engineering analyses and development of the final report and recommendations. Verbal communications, including preliminary findings and recommendations, can generally be issued approximately 3 to 5 working days after completion of the field work and prior to issuing the final report. C -COMPENSATION The cost for our services, including all field work, laboratory testing, engineering analyses and report preparation (five copies will be provided), will be on a unit rate basis.
