MINUTES
BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
MAY 28, 2008
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, May 28, 2008, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner William H. Jerke, Chair
Commissioner Robert D. Masden, Pro-Tern
Commissioner William F. Garcia
Commissioner David E. Long - EXCUSED
Commissioner Douglas Rademacher- EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of May 21, 2008, as printed. Commissioner Garcia seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $45,578.30. Commissioner Garcia moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REORGANIZATION OF HUMAN SERVICES AND SOCIAL SERVICES DEPARTMENTS:
Mr. Warden stated Walter Speckman will retire June 1, 2008, and the Departments of Human Services
and Social Services will be combined, with Judy Griego appointed as the Director of a newly combined
Department of Human Services, effective June 1, 2008. He further stated this action will also combine the
Human Services fiscal unit with the Social Services business office, and transfer the Transportation Unit
under the direction of Monica Mika, Director of Administration Services. Commissioner Garcia commented
he was the Commissioner Coordinator for the Departments last year, and he enjoyed working with
Ms. Griego and Mr. Speckman while gaining a better understanding of how the Departments operate. He
stated many counties already operate with a combined Department, and this arrangement should provide
a better integration of existing programs to assist the public. Commissioner Garcia moved to approve said
reorganization. Commissioner Masden seconded the motion, and expressed his appreciation to
Mr. Speckman for his time and service to the citizens of Weld County. Chair Jerke also thanked
Mr. Speckman for his service, and stated he appreciates the efforts of the Department in assisting people
in gaining skills to help themselves. He stated the combination will likely result in better coordination of
services. There being no further discussion, the motion carried unanimously.

CONSIDER COMBINING SOCIAL SERVICES BOARD MEETINGS WITH REGULAR COUNTY
COMMISSIONER MEETINGS: Mr. Warden stated in the late 1980's, the State Department of Social
Services directed all Boards of County Commissioners to also sit as the Board of Social Services in each
respective county. He explained that requirement was changed by Senate Bill 35 and Section 26-1-116(3),
C.R.S., which allow Boards of County Commissioners to also conduct business for the Department of
Social Services, in conjunction with regular meetings. He stated it makes sense to combine the meetings,
in conjunction with the recent combination of the two Departments. Responding to Chair Jerke, Mr.
Warden stated the financial warrants will remain separate for State auditing purposes; however, they will
now be considered and approved during the Board's regular business meeting. Commissioner Masden
moved to approve combining Social Services Board meetings with regular County Commissioner meetings.
Seconded by Commissioner Garcia, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:17 a.m.
